Mr. Bercow: To ask the Secretary of State for Culture, Media and Sport if she will make a statement on progress towards the Public
Service Agreement target of extending social inclusiveness by increasing the involvement of identified priority groups in each of
the sectors for which her Department has responsibility. [22552]
Dr. Howells: In January this year, DCMS published a sectoral social inclusion strategy for libraries, museums, galleries and
archives. Counterpart documents on the historic and built environment and on the arts will follow. In its follow-up report to the
work of the Policy Action Team 10 on Arts and Sport, published in February 2201, the Department also presented an action plan for
disabled people and an outline action plan for people from ethnic minorities.
DCMS is working with the Arts Council of England to develop the £40 million Creative Partnerships programme, bringing together arts
and media professionals with children in 16 deprived areas. All pilots will be up and running by April 2002. DCMS is also working
alongside Department for Education and Skills, the New Opportunities Fund, Sport England and the Arts Council of England on the
Space for Sport and Arts programme. This will fund new or renovated sports and arts facilities in around 300 primary schools in 65
deprived local education authority areas.
The Millennium Commission made decisions on their fifth funding round in June 2001, for projects that reflect the aims and
aspirations of ethnic minority communities in the UK. The Commission awarded 10 grants with a total value of £23.6 million. Grants
were awarded during 2000 for projects that reflected the aims and aspirations of black communities in the UK.

Nick Harvey: To ask the Secretary of State for Culture, Media and Sport what efforts she has made to increase the use of

Dr. Howells: The Government have encouraged better planning, accountability and performance in public library services through the
introduction of Annual Library Plans (ALPs) in 1998 and Public Library Standards on 1 April this year. In addition the Government,
in partnership with the Wolfson Foundation, have helped to support the reader development work of organisations like Launchpad and
the Library Association through the DCMS/Wolfson Public Libraries Challenge Fund, which is administered by Resource. Reader
development programmes, for both children and adults, help foster a love of reading and assist in broadening individuals' reading
horizons.

Helen Jones: To ask the Secretary of State for Culture, Media and Sport what progress has been made in improving the service
provided by public libraries. [10036]
Tessa Jowell: The Government have encouraged better planning and accountability in public library services through the introduction
of Annual Library Plans and a more rigorous enforcement of the Public Libraries and Museums Act 1964. Standards of service for
library authorities were introduced from 1 April this year. Additionally, £170 million of lottery money is being made available to
libraries through the People's Network programme to upgrade their ICT infrastructure, create innovative digital content and train
library staff in the use of ICT.

Diana Organ: To ask the Secretary of State for Culture, Media and Sport what plans she has to allow libraries to bid to the national
lottery heritage fund for improvements to their buildings. [2427]
Dr. Howells: Decisions on funding priorities are a matter for the trustees of the heritage lottery fund, within the broad framework
of their statutory powers and the policy directions set by the Government. The heritage lottery fund supports library collections
and archives of historical importance but does not fund repairs or improvements to buildings that are normally the responsibility of
local authorities. To date, the heritage lottery fund has awarded over £109 million to library and archive projects.

Tessa Jowell: [holding answer 25 June 2001]: The Public Libraries and Museums Act 1964 makes it a duty of library authorities to:
provide a comprehensive and efficient library service.
We introduced standards of service for library authorities from 1 April 2001 to help them and users understand what is required
under the Act. Since 1998, we have also encouraged better planning and accountability in public library services through the
introduction of annual library plans and these will now act as the vehicle for monitoring and assessing library authorities'
performance against the standards.

Mr. Woodward: To ask the Secretary of State for Culture, Media and Sport what assessment he has made of the quality of annual
library plans which have been submitted to his Department. [158231]
Mr. Alan Howarth: Overall, the quality of Annual Library Plans has much improved since they were introduced in 1998. I see this as a
very positive development, indicative of the increased importance that library authorities are attaching to their duties. This is
clearly demonstrated by the fact that for the first time more authorities have been assessed as providing `good' plans than
submitting `satisfactory' plans. In 2000, 73 library authorities were rated as `good', 71 plans were `satisfactory', and only five
were rated as `poor'; we found none to be unacceptable. I am taking steps to help the five authorities rated as `poor' improve their
position.
My right hon. Friend published a report on last year's Annual Library Plans in January, and copies of the report, "Appraisal of
Annual Library Plans 2000, Report on Outcomes and Issues", have been placed in the Libraries of both Houses. Copies of the report
can also be obtained freely from my Department (write to Andy Birleson, Department for Culture, Media and Sport, 2-4 Cockspur

Mr. Chris Smith: My responsibility under the Public Libraries and Museums Act 1964 is to ensure that library authorities in England
meet their statutory duty to provide a "comprehensive and efficient" public library service. The day-to-day management of library
services, however, is for library authorities, who must make their own decisions about the detailed nature of the library service
they provide, based on local resources and priorities. This includes such matters as the numbers, grading and qualifications of
staff, and where they are employed within the library service.

Ms Coffey: To ask the Secretary of State for Culture, Media and Sport how he proposes to take forward his consultation about draft
public library standards. [148158]
Mr. Chris Smith: I am today publishing public library standards. They will come into effect from 1 April 2001, and my Department
will monitor and assess performance against them through the annual library planning process. There will be a three-year period for
compliance and my officials will be happy to discuss the practicalities with individual library authorities. The draft standards, on
which I consulted last year, have ben refashioned to reflect better on library service outcomes and the requirements of best value,
rather than simple inputs. Within the context of best value, they are resource neutral. I believe that library standards, together
with best value provisions, will be a powerful combination to help authorities to drive up library performance. Copies of the
library standards, and of the analysis of responses to the consultation exercise which I am also publishing today, are being placed
in the Libraries of both Houses. In addition, both documents can be accessed via the Department's website: www.culture.gov.uk.

Mr. Alan Howarth: It is not possible to list spending on leisure services in the private and voluntary sectors. However, local
authorities do report their own expenditure on leisure services and these data are shown for Staffordshire and every other county{1}
in England on a per head basis in the table. Local authorities report their own expenditure on library services and this is also
shown for
Staffordshire and other counties{1} in England on a per head basis. A definition for this expenditure data follows.
The SSA system does not make a separate provision for library or leisure services; rather these are two of the many services funded
through the Environmental, Protective and Cultural Services SSA Block. Consequently I am unable to provide the information
requested.
Definition of Expenditure Date
Expenditure on services is defined as net current expenditure on employees and running expenses less sales, fees, charges, internal
recharges, other non-grant income (such as receipts from other authorities). It is gross of expenditure funded by specific and
special grants.
{1} The figure for each county includes all local authorities within that area.
