Chris Grayling: To ask the Secretary of State for Health if he will list the projects being funded by his Department to tackle obesity. [144565] Miss Melanie Johnson: The Department are leading on developing a Food and Health Action Plan, which will shape, co-ordinate and drive action to improve public health in England through better diet. Action on physical activity will be guided by an activity co- ordination team, jointly led by the Department of Health and the Department of Culture, Media and Sport. These two initiatives will be of direct relevance to the prevention and management of obesity and will provide the overall strategy. Projects funded by the Department which contribute to tackling obesity include: 79 practice based projects to increase breast feeding and the annual National Breastfeeding Awareness Week the reform of the Welfare Food Scheme the Food in Schools programme the communications strand of the Five-a-Day Programme resources by non-Governmental organisations, including the British Dietetic Association Weight Wise website and Weight Concern's toolkit on obesity and guidance for health professionals for family-based behavioural treatment for childhood obesity work with industry to address the sugar, fat and salt content of the diet local exercise action pilots the distribution of pedometers via general practitioner practices the National School Fruit Scheme. Primary care trusts allocate funding from their own devolved budgets to deliver national targets and milestones and to meet local priorities, including work relating to diet, physical activity and obesity.

Chris Grayling: To ask the Secretary of State for Health if he will list the membership of the Sport and Physical Activity Board; what its terms of reference are; and what projects it is working on. [130114] Miss Melanie Johnson: The activity co-ordination team (ACT), formerly the sports and physical activity board, is jointly chaired by my right hon. the Minister of State at the Department for Culture, Media and Sport (Mr Caborn) and myself. The membership is drawn from officials from the following Government Departments and other organisations: Department of Health; Department for Culture, Media and Sport; Department for Education and Skills; Treasury; The Prime Minister's Office; Department for Transport; Home Office; Department for the Environment, Food and Rural Affairs; Department for Work and Pensions; Office of the Deputy Prime Minister; Health Development Agency; New Opportunities Fund; Sport England; and Local Government Association. The terms of reference for the ACT are: to make recommendations to Ministers on interventions to raise mass participation in sport and physical activity, particularly among economically disadvantaged groups, school leavers, women and older people; to deploy existing funding (for example, local exercise action pilots, sport action zones, new opportunities for physical exercise and sport and new opportunities fund/Sport England partnership fund) and to identify new sources of funding for interventions where there is existing robust evidence of their cost-effectiveness, pilot projects where there is potential to increase participation where the evidence is not yet in place; to identify and co-ordinate existing work and to classify it as delivery elements of the strategy reporting to and steered by ACT, or as autonomous programmes feeding information into and being informed by ACT as appropriate; to ensure effective evaluation of the strategy and communication of results from existing and new national, local and regional projects to inform policy and practice; to make recommendations to Ministers on a methodology to secure better evidence and data on participation and fitness; to develop and oversee an effective communication strategy, in line with Ministers' wishes and agreed as widely as possible both within Government and with outside bodies such as health charities, Sport England, the national health service, the business community and others; and to ensure that the programme of work includes quick wins and easily implemented low-cost interventions as well as longer- term solutions. ACTs work centres on the development of a delivery plan by April 2004, to implement the key recommendation in `Game Plan': "to increase significantly levels of physical activity and sport particularly among disadvantaged groups".

Mrs. Iris Robinson: To ask the Secretary of State for Northern Ireland (1) if he will make a statement on the impact of the Force Order issued by the Police Service of Northern Ireland on 25th March on access to police exercise facilities for retired police officers; [120973] (2) who has responsibility for day to day security management at police exercise facilities across Northern Ireland; and whether retired police officers will have to be vetted in order to gain access to such facilities; [120974] (3) what action the Chief Constable of the Police Service of Northern Ireland has taken with regard to retired police officers having access to police exercise facilities in Northern Ireland; [120975] (4) if he will make a statement on why retired police officers in Northern Ireland have no access to police exercise facilities in Northern Ireland; and if he will take action to remedy this. [120976] Jane Kennedy: The General Order referred to seeks to regulate access to exercise facilities in PSNI establishments for both security and health and safety considerations. The Order outlines the separate circumstances and procedures applicable for `Employee' and `Guest' access to such facilities. Retired Police Officers fall into the category of `Guests' and as such will be required to apply for `Guest Status' as outlined in the General Order. The Chief Constable has responsibility for security at Police establishments. Any individuals who fall into the `Guest' category will require security clearance. No exceptions are made to this vetting process. Retired Police Officers with `Guest Status' will have access to police exercise facilities at eight major sites listed in the PSNI General Order.

Dr. Fox: To ask the Secretary of State for Health what action the Government are taking to tackle obesity in children. [127314] Miss Melanie Johnson: The Government are committed to tackling the rising trend in childhood obesity and we have put in place cross-Government programmes of work to improve diet and nutrition and increase physical activity levels. Commitments for action on obesity, diet and physical activity are outlined in the NHS plan and the national service frameworks, particularly those outlining action on coronary heart disease and diabetes. The Department of Health is leading on developing a cross-Government food and health action plan. The plan will pull together all of the issues that influence what we eat and will address food production, manufacture and preparation, access to healthier food and providing information for consumers about healthy eating and nutrition. Action on physical activity will be guided across Government by an activity co-ordination team, jointly led by the Department of Health and the Department of Culture, Media and Sport. These initiatives will be of direct relevance to the prevention and management of obesity in children and adults. Current action on diet includes initiatives to increase breastfeeding (breastfed babies may be less likely to become obese later in life than formula fed babies); reform of the welfare foods programme to use the resources more effectively to ensure children in poverty have access to a healthy diet; a five-a-day programme which includes the National School Fruit Scheme; the Healthy School Programme; the Food in School programme and nutritional standards for school lunches. Work is also under way with the food industry to improve the overall balance of diet including salt, fat and sugar in food, working with the Food Standards Agency. Current action on physical activity includes the transformation over the next three years of physical education, school sport and club links and the building and refurbishment of physical education and sports facilities in schools. In addition, the Department of Health, together with Sport England and the Countryside Agency is leading on a local exercise action pilots (LEAP) programme, which includes children and young people as one of its target groups.

Chris Grayling: To ask the Secretary of State for Health what plans he has to produce national guidelines for the management of obesity in addition to those which are part of the National Framework for Coronary Heart Disease and Diabetes; and if he will make a statement. [127689] Miss Melanie Johnson: Following publication of the Government's strategy for sustainable farming and food, the Department of Health is leading on developing a cross-Government food and health action plan. The plan will pull together all of the issues that influence what we eat and will address food production, manufacture and preparation, access to healthier food and providing information for consumers about healthy eating and nutrition, which is of direct relevance to the prevention and management of obesity. The National Institute for Clinical Excellence (NICE) has already issued national guidance on the anti-obesity drugs orlistat and subutramine, treatment with which should be accompanied by appropriate advice on diet, activity and behavioural strategies. NICE has also issued guidance on surgery to aid weight reduction for people with morbid obesity and have been tasked, in collaboration with the Health Development Agency, to develop guidance on the identification, prevention and management of obesity and maintenance of weight reduction. To ensure there is a co-ordinated and strategic approach to the planning and delivery of sport and physical activity, an activity co-ordination team (ACT) has been established. The team, jointly led by the Department of Health and the Department of Culture, Media and Sport, will set out a cross-government strategy to work towards the challenging target for 70 per cent. of the population to be active by 2020. The Department of Health has published a national quality assurance framework for exercise referral systems, offering guidance to primary care and fitness professionals, who work together to offer tailored exercise and physical activity programmes to patients. The Department has also supported the development guidance for professionals in primary care on weight management in children and adolescents, produced by the Royal College of Paediatrics and Child Health, and National Obesity Forum. We are also funding research on family-based treatment for obese children that will include resources for health professionals. The Health Development Agency will publish their review of effective interventions for the prevention and treatment of obesity later this year. Work on how to put the evidence into practice is also being taken forward.
