The majority of people who drink enjoy alcohol sensibly, but we are determined to take action to reduce the health and social harms caused by those who don't.The Government have recently announced actions to combat this problem. These include; a new mandatory code of practice to target the most irresponsible retail practices, a £3 million cash injection for CDRPs for enforcement activities in 198 areas. A further £1.5 million has been allocated to our priority areas where we are working closely with partnerships, making sure they make full use of all the powers available to them to tackle alcohol-related crime and disorder.We have introduced new powers including alcohol disorder zones, directions to leave and expedited license reviews, plus we are encouraging greater use of existing powers such as designated public place orders to tackle alcohol-related crime and disorder.In addition a responsible alcohol sales campaign took place in November and December 2007 which focused on enforcing the law concerning the sale of alcohol to those persons who were drunk. The campaign took place over four weekends and involved 30 police force areas. This campaign is part of a sustained drive by police and trading standards, as well as the alcohol retail industry, to clamp down on irresponsible retailers.

The purpose of the Drug System Change Pilots programme is to test the potential to make improvements that can make a real difference in the way drug provision is delivered at a regional and local level. In the Drug Strategy, 'Drugs: protecting families and communities (2008)', the Government made a commitment to test out new approaches to delivering services, which ensures the drug treatment system and broader social support services work more closely together and become more focused on improved outcomes, including more personalised and innovative services. A copy of the strategy has already been placed in the Library.This pilot programme will give drug partnerships the opportunity to develop new approaches that allow them to reduce unnecessary bureaucracy and burdens. Funding will also be available to pilot areas to kick-start the pilots and help build capacity by funding the appointment of a project manager and administrative support.

Diageo PLC gave a detailed response to the Government’s recent public consultation on alcohol and a copy of their response has been placed in the Library.
A report on the consultation, summarising responses to the consultation, was published on 3 December and will be used by Ministers to support decision making on future policy, legislation and service provision intended to reduce alcohol harm.
The Home Secretary and the Secretary of State for Health jointly announced on 3 December that the Government intend to introduce legislation to create and enforce a mandatory code of practice for alcohol retailing. More than 90 per cent of respondents to our consultation supported a mandatory code. An independent review, carried out by KPMG, on behalf of the Home Office, found that many retailers were not abiding by voluntary standards for the responsible selling and marketing of alcohol.
On 5 November, I announced a new Alcohol Improvement Programme providing tools and support for National Health Service primary care trusts in reducing alcohol harms.
Further announcements on issues in the consultation such as the inclusion of health and unit information in advertising and the outcome of future monitoring of the voluntary agreement on alcohol labelling will be made in due course.

My Lords, we have not agreed the figures. The position is straightforward: we have in place a robust organisation that deals with the question of drugs and athletes. We want to produce an improved organisation that has closer links with the law-enforcing bodies, and we are therefore working with UK Sport towards that end. We have time to reach these objectives well in advance of the Olympic Games, and in any case we have a robust structure in place to operate even if we did not reach agreement. However, we are aiming towards that agreement in the near future.

My Lords, the Treasury believes that it takes responsibility for everything, as the noble Lord will appreciate. In this case, however, the issue relates to the DCMS budget and the budget for UK Sport and there are additional costs involved. The way in which UK Sport proposed to devote the resources it operates for the present structure to the new one is not to the Government’s satisfaction and we will continue negotiations while giving an earnest of our intentions by diverting some resources towards this objective. No one in this House thinks that Governments can idly throw money about, particularly in these straitened times, but this is a desirable objective and we intend to reach it.

My Lords, for any interests that I may have to declare I refer noble Lords to the Red Book. The Minister may remember that in the Conservative Party’s 2005 manifesto we pledged to set up a separate organisation for anti-doping management. The Labour Party has continued over this period to oppose that, led by a number of good friends of mine but none the less including the Labour Party Secretary of State for Sport. I would like to know why the funding for setting up this new agency has been deferred and deferred. It is my belief that DCMS and UK Sport do not like the idea of losing control of this vital body. The issue is directly related not to 2012 but to athletes of international standing throughout the nation, every day of their lives. It is high time this was put right. Does the Minister agree?

My Lords, I agree that it is easier to write a manifesto for Opposition than to act in Government. The reason for the delays over this is that there are increased funding costs involved. We anticipated there would be—no one is denying that. Setting up a new national organisation with closer links with the law enforcement bodies will improve the position, although it does involve additional costs. Some of those costs are being partially met, or potentially partially met, by increased funds for UK Sport which we are diverting from the education department for the training scheme for outstanding athletes.
There are many complications with regard to the budget, but the Government are intent upon this objective. We will reach this objective, and in plenty of time for the Olympic Games.

A cross-Government ministerial group monitors and manages the delivery and effectiveness of the Government's alcohol strategy. Information on progress against the actions in 'Safe. Sensible. Social. The next steps in the National Alcohol Strategy' (a copy of which has already been placed in the Library) as well as statistical data assessing reductions in alcohol harm or changes in public awareness are published on Government websites.Latest data shows the following information on progress against the actions in 'Safe. The next steps in the National Alcohol Strategy' as well as statistical data on alcohol harms or changes in public awareness:"alcohol related violent crime fell by a third between 1997 and 2007-08, from approximately 1.5 million incidents to fewer than 1 million;""public perception of drunk and rowdy behaviour in public places in their area being a fairly big or very big problem has risen from 22 per cent. to 25 per cent. over the last five years;""the proportion of 11 to 15-year-olds who have ever drunk alcohol is falling, from 61 per cent. in 2003 to 54 per cent. in 2007;""average weekly alcohol consumption by those 11 to 15-year-olds who do drink has varied since 2000 with no clear pattern or trend, however average consumption in 2007 was lower than that in 2006;""assessment of the most recent campaign to reduce underage sales of alcohol, Tackling Underage Sales of Alcohol, has shown a 20 per cent. fall in failure rates since the last campaign in 2006;""the 2008 review of the Licensing Act found a 5 per cent. decrease in serious violent crime at night, 3 per cent. reduction in less serious wounding at night since implementation of the Act, although between October 2005 and September 2006 there was a small increase in offences reported between 3 am and 6 am; and""alcohol-related hospital admissions are estimated to have risen by about 80,000 admissions a year over the five years 2002-03 to 2006-07."On 3 December 2008, we announced proposed legislation for powers to create and enforce a mandatory code for alcohol retailers and £4.5 million of investment in an enforcement campaign to tackle alcohol-related crime and antisocial behaviour.By introducing a mandatory code, we are acting to restrict irresponsible alcohol promotions, including those based on price. We will act in necessary and proportionate ways to help ensure that the environment in which alcohol is consumed does not encourage excessive consumption.Alongside this announcement, we published a summary of the responses to the recent public alcohol consultation and the Sheffield University School of Health and Related Research (ScHARR) review of the effects of alcohol price and promotion. Both documents have been placed in the Library.The Department's new Alcohol Improvement Programme will bring together new and existing guidance, data, good practice and training materials for NHS primary care trusts (PCTs) and alcohol practitioners, along with direct support to those PCTs with the highest rates of alcohol-related hospital admissions.Consumers will increasingly have available the information they need to make informed decisions on their consumption.Industry will be expected to play its part in promoting safer and more sensible drinking.Advice and support for those who are at most risk will be made available through the effective commissioning and delivery of NHS preventive interventions and treatment.

We have one of the best anti-doping organisations in the world and it is highly respected, but at least two other countries have shown that, if the organisation has close links with the law enforcement agencies, there are improvements in performance. Customs and Excise and the police have a lot of information at their disposal which helps with the accessibility of the drugs which athletes might be suborned into using. Because we want to forge those links, there are additional costs, for which we have not yet settled the budget.

We have one of the best anti-doping organisations in the world and it is highly respected, but at least two other countries have shown that, if the organisation has close links with the law enforcement agencies, there are improvements in performance. The Department, in association with a small contribution from the Home Office and subsequently the Ministry of Justice, has provided specific resources to local partnerships for drug treatment since 2001. This has been through the pooled drug treatment budget (PTB), with £398 million of funding provided in 2007-08. At a local level, partnerships also make available funding for drug treatment from mainstream allocations in addition to the PTB.The cost of alcohol treatment is met through NHS mainstream expenditure in line with local needs and priorities and is not collected centrally. However, access to treatment is reported through a national alcohol treatment monitoring system. There is also an NHS vital signs indicator to reduce the rate of alcohol-related hospital admissions, which has been adopted by 99 primary care trusts in their operating plans for 2008-09 to 2010-11.Information on the percentage of the overall budget spent on monitoring and management of the commissioning process locally is not collected centrally.However, £11.457 million was allocated by the Department in 2008-09 to the National Treatment Agency for Substance Misuse (NTA) a special health authority with responsibility for improving the availability, capacity and effectiveness of treatment for drug misuse in England.

My Lords, the department continues to work closely with UK Sport in determining the final structure and functions of the new national anti-doping organisation. The vesting date for the new organisation will be agreed as part of these discussions.
