Prosthetics practitioners from other EU member states wishing to establish themselves in the United Kingdom are required to register with the Health Professions Council. The Health Professions Council will assess on a case by case basis those prosthetics practitioners who wish to practise in the United Kingdom on a temporary or occasional basis in particular to its duration, frequency, regularity and continuity.

I too welcome the Secretary of State to his post. He has given distinguished service to Wales and to UK politics.
Many patients in north Wales are worried that they will not have access to neurological services in Walton. My constituent, Mr. Narborough, has to go to Wrexham for artificial limb services, rather than Hereford; young Ieuan Baynhan has to go all the way to Morriston for plastic surgery; and Owen Williams cannot get treatment for ankylosing spondylitis in Bath. Will the Secretary of State emphasise to his colleagues in the Assembly and in Westminster how important cross-border services are, and will he ensure that we bring common sense to bear on the situation?

I thank the hon. Gentleman for his kind words. I agree with him that there is a difficulty. Many of his constituents, for example, go to Neville Hall hospital in Monmouthshire, and some cross the border into Shrewsbury and elsewhere. However, we have to put the distances into perspective: a seriously ill person with a rather specialist complaint will inevitably, I suspect, have to travel some distance for treatment. Obviously, the patient him or herself will want the best treatment, but the nearer it is to home, the better. I shall take his concerns up with the Welsh Health Minister.

The Defence Medical Services attach a high priority to ensuring a smooth and seamless transition of care upon medical discharge, including for those service personnel with prostheses such as C-leg limbs (an advanced lower-leg prosthetic). Officials are currently working with their NHS counterparts and Department of Health officials to address the feasibility of establishing relationships with a small number of NHS facilities that could offer a service to veterans comparable to that provided to serving members by the Defence Medical Rehabilitation Centre at Headley Court. Two such centres have been visited to date and their response has been very positive. Further visits are planned in the coming months, after which detailed procedures will be drawn up to enable veterans to access these regional centres if they so wish. The Department is also engaged in similar discussions with the devolved administrations.

No assessment of ongoing prosthetic services has been carried out centrally. It is for primary care trusts in partnership with local stakeholders to assess the needs of their local population and to commission services accordingly. This process provides the means for addressing local needs within the health community including the provision of prosthetic services for veterans.Continuing national health service health care is provided over an extended period of time to meet physical or mental health needs that have arisen as a result of disability, an accident or illness. It is available to anyone who has been assessed as having a high level of need for ongoing health care.
