We will consider the crowding of the existing franchises when specifying the Thameslink, Southern and Great Northern franchise. The Government's Thameslink programme has been specifically designed to relieve overcrowding and provide greater capacity, through more frequent services and higher capacity rolling stock.

Overcrowding is estimated using survey data. Due to limited sample sizes a three-year moving average is generally used, and the results are not robust below regional level. Even taking this into account, there remains some uncertainty around the figures. The figures given as follows are for overcrowded households in London as a whole, and are derived from the Survey of English Housing, the Labour Force Survey and the English Housing Survey.
Given that these figures include data from at least two years' worth of surveys that were carried out prior to May 2010, they are primarily a reflection of the situation that the coalition Government have inherited from the last administration.
The Government are taking a series of steps to promote house building, to help councils tackle waiting lists and better manage their housing stock, to get empty homes into productive use, and to build 170,000 affordable homes over the spending review period.

The London Housing Strategy, published in February 2010, includes a commitment to halve severe overcrowding among social tenants by 2016. The strategy was discussed in detail with my officials before publication.
Housing was devolved to the Mayor through the Localism Act which came into effect in April this year. My Department continues to work closely with the Greater London Authority on housing matters where there is a shared interest. The framework for this relationship is provided by a memorandum of understanding which has been agreed between both organisations.

Levels of overcrowding and under-occupation are measured using the “bedroom standard”, which is the difference between the number of bedrooms needed to avoid undesirable sharing (given the number, ages and relationship of the household members) and the number of bedrooms actually available to the household.
The answer is taken from the English Housing Survey 2010-11. Due to small sample sizes it is necessary to combine three years of data (2008-09, 2009-10 and 2010-11) together to form the estimates. Even so, there is considerable uncertainty around these figures due to sampling effects. The estimates are as follows:

At the time of the Olympic Games and Paralympic Games, normal rail services will be supplemented with additional trains to meet extra demand. These additional services have been specified by the Olympic Delivery Authority as part of its responsibility for planning transport to address expected demand for games-related travel.
Separate from these Olympic Games-specific arrangements, the Government has agreed funding under its HLOS programme for an additional 46 carriages on First Great Western services operating into London Paddington. These extra carriages will enable lengthening of existing services, significantly increasing their capacity. The extra carriages are planned to come into service in time for the London 2012 Olympic Games.
