To ask the Secretary of State for International Trade, what discussions he has had with the Secretary of State for Business, Energy and Industrial Strategy on ensuring that businesses have access to the sales skills they need for exporting after the UK leaves the EU.
As announced in the Industrial Strategy, My noble Friend the Minister for State for Trade and Export Promotion (Baroness Fairhead) will lead the creation of a new export strategy. Reporting in spring 2018, the Export Strategy review will ensure that the government has the right financial, practical and promotional support in place for new and existing exporters to sell overseas as we leave the EU. My noble Friend will be engaging with a number of government departments across Whitehall.
In addition to our existing services, we are already piloting intensive export growth support for potential scale-ups and particularly ambitious medium sized businesses.

Local Enterprise Partnerships (LEPs) are private sector led partnerships that are a key part of the Industrial Strategy, which set out Government’s plan for driving growth and productivity across the country. Government is leading a review to reflect our ambition to strengthen LEPs. This will enable them to prioritise investment in order to bring a strong business voice to local decision-making to drive sustainable private sector-led growth and job creation. This is testament to our belief that business and civic leaders working together can help business to prosper across the country.
Through the review, we will consult extensively with LEPs, who represent the public and private sector, universities, colleges and other key local business organisations to ensure that we collect a wide range of views on how LEPs can support businesses deliver an effective and vibrant economy.

Decisions on either the Community and Environment Fund or the Business and Local Economy Fund follow the same process. Awards below £75,000 are assessed and determined by staff at the Grant Management Body appointed for this purpose (Groundwork UK). Above this threshold, awards are assessed by Groundwork UK and then considered by an independent Panel. The Independent Panel makes a recommendation to the Secretary of State for Transport, who takes the decision. In practice, this decision may be delegated to either another Minister or a Senior Civil Servant.

The Government is considering a range of options for the immigration system for EU citizens after the UK leaves the EU. Since the Referendum result last year, Ministers have been undertaking an extensive programme of engagement and evidence gathering with all interested parties including the Devolved Administrations, businesses, educational institutions and many others. Most recently, I discussed the recent agreement on citizens’ rights and next steps on the future immigration arrangements at the Joint Ministerial Committee (European Negotiations) on 12 December 2017. Home Office officials also have frequent meetings with their colleagues in the Devolved Administrations, including the Scottish Government.
On 27 July, the Government commissioned the independent Migration Advisory Committee to advise on current patterns of EU migration across all sectors, and the role of migration in the wider economy and society. This will be an important element in our decisions about future immigration arrangements that work for all parts of the UK.

Details of the savings to business that were delivered through improvements to regulation during the 2010-15 Parliament are set out in The Ninth Statement of New Regulation, published in December 2014. It is available on www.gov.uk.
The Government has not yet published its final report on the savings to business delivered during the 2015-17 Parliament, but we will do so in due course.

The Government no longer publishes a statement of new regulations every six months. Under the Small Business, Enterprise and Employment Act 2015, the Government is required to publish an annual report that among other things lists all measures’ impact on business or voluntary bodies, which came into force in the preceding year. The final report for the 2015-17 Parliament will be published in due course.

The Government’s Industrial Strategy sets out a long-term plan to boost the productivity and earning power of people throughout the UK. It focuses on the five foundations of productivity: Ideas, People, Infrastructure, Business Environment and Places.
Central to achieving these ambitions is ensuring that places across the UK are a global draw for innovators. Key policies to secure this ambition include the launch and roll-out of Sector Deals, driving investment in innovative and high potential businesses, and launching a review of the actions that could be most effective in improving the productivity and growth of small and medium-sized businesses across the country. We will also continue to ensure that all businesses have access to a local Growth Hub. I have been delighted at the positive reception the Industrial Strategy has received from business leaders across Hampshire.
The Industrial Strategy also builds on previous reforms to empower local leaders to address local barriers to growth. This includes working in partnership with places to develop long-term Local Industrial Strategies. These will identify local strengths and challenges, future opportunities and the action needed to boost productivity, earning power and competitiveness.
That this House acknowledges the on-going campaign Save our Scotch, which is being led by the Unite Union that aims to obtain protection for blended Scotch whisky similar to that of single Malt whisky; notes that under the Scotch Whisky Regulations 2009, Single Malt Scotch Whisky must be bottled in Scotland but blended Scotch Whisky is not afforded the same level of legislation; further notes that the Unite Union has concerns over a growing trend towards blended whisky being shipped abroad in bulk and bottled in various places around the world; recognises that the Scotch Whisky industry plays a vital role in the Scottish economy and directly employs 10,000 workers whilst additionally supporting more than 30,000 jobs across the UK; believes that blended whisky being shipped abroad in bulk and bottled in various places puts many of the jobs in Scotland at risk and that action is required by the Government to ensure long term protection of blended Scotch Whisky in Scotland; and calls for cross party efforts to support this iconic and vital industry.

The Government intends to ratify the Hague Agreement to join the international system in a national capacity, which will ensure UK designers are able to register their designs internationally after the UK leaves the EU.

The Government published the Smart Systems and Flexibility Plan in July 2017, which outlined a series of actions to support the transition to a smart energy system, which could save the UK an estimated £17-40 billion up to 2050. The Plan includes measures to increase the participation of industrial and commercial consumers in demand side response (DSR), which focuses on improving access to energy markets and actively supporting National Grid’s changes to ancillary services. The Plan also details policies to enable domestic consumers to participate in DSR, including measures to increase the availability of smart tariffs and on standards for smart appliances, alongside provisions for appropriate consumer protection.
