To ask His Majesty's Government what measures they plan to take in response to the recent report by the Office of Rail and Road which showed that a quarter of stations in England had Help Points that were not working.
To ask His Majesty's Government what measures they plan to take in response to the recent report by the Office of Rail and Road which showed that a quarter of stations in England had Help Points that were not working.
All Train Operators are required to regularly report on customer experience as part of their contracts, including the availability and condition of assets such as Help Points, and it is disappointing if station help points are not working.
We want to make sure passengers get the information they need when they need it, and we welcome the report and support the Office of Rail and Road’s challenge for the industry to improve.
We will continue to monitor and discuss performance with train operators, including through the targets we set for customer experience.

Train and station operators are required by their operating licences to establish and comply with an Accessible Travel Policy (ATP) which must be approved by the Office of Rail and Road. An ATP sets out, among other things, the arrangements and assistance that an operator will provide to protect the interests of disabled people using its services and to facilitate such use.
The guidance states that operators must set out their policies regarding the carriage of mobility scooters and other mobility aids for mobility-impaired people on their trains. Operators must make the reasoning behind their policies clear, particularly with regard to any policy excluding the carriage of some or all mobility scooters and mobility aids.
We would expect all customers purchasing a ticket that require assistance to complete their journey to be directed to the Passenger Assist Scheme.

To ask Her Majesty's Government what plans, if any, they have to assess the effectiveness of train operators in providing accurate and timely information for passengers during the disruption to services on 18, 19 and 20 July.
Evidence for the provision of accurate and timely information, including during the period 18, 19 and 20 July, will contribute to the determination of a performance-based fee for eligible rail operators. The evidence in this area and across other metrics of performance is independently evaluated before a performance score and fee is determined.

The haulier handbook is only one part of the wider package the Government has put in place to help and guide hauliers, which also includes the roll out of 45 Information and Advice Sites and a multimillion pound information campaign, running across the UK and Europe.
The haulier handbook will be available in 14 languages and officials have already published translations in Welsh, Polish and Romanian on GOV.UK.
