To ask Her Majesty's Government what assessment they have made of the spread of Ebola in North Kivu and of the response to that outbreak by the government of the Democratic Republic of the Congo and the World Health Organisation.
The Ebola outbreak in the Democratic Republic of Congo (DRC) is the largest in the country’s history and the second largest on record. The Government of the DRC and the World Health Organisation (WHO) are together leading an effective response in an extremely challenging context with ongoing conflict. Despite some successes, the outbreak is not yet under control, and DFID teams continue to actively monitor and assess the situation.
UK Aid has played a crucial role in supporting the response since the outbreak was first announced in August 2018. This support has provided funding and expertise to the WHO for response activities in the DRC and for regional preparedness. Preventing the spread of the disease not only saves lives but also provides the stability necessary for economic growth and security.

To ask Her Majesty's Government what support they are giving to the Democratic Republic of the Congo to help to manage the recent Ebola outbreak in that country.
The UK responded quickly to support the international response, led by Government of the Democratic Republic of Congo (DRC) and the World Health Organisation (WHO), as the second largest donor to the Strategic Response Plan. UK support has helped to improve leadership and co-ordination, surveillance, infection prevention control and preparedness measures.
The UK is also supporting international response mechanisms tackling this latest outbreak, including the UN Central Emergency Response Fund (CERF) and the WHO's Contingency Fund for Emergencies. The UK is the largest donor to CERF and the second largest donor to the WHO Contingency Fund.
In 2014 DFID worked with the Wellcome Trust to develop an Ebola vaccine. This was subsequently developed by others into the experimental vaccine now being administered by the Ministry of Health and WHO teams.
Furthermore, the UK is supporting neighbouring countries like Uganda, Rwanda and South Sudan to ensure they are as prepared as possible for any regional transmission of Ebola, including funding for key UN posts in these countries.

To ask Her Majesty's Government what assessment they have made of the outbreak of Ebola in the Democratic Republic of the Congo.
The total number of confirmed Ebola cases in the Democratic Republic of Congo (DRC) has remained stable at 38 since 6th June. There are currently 14 probable cases. The number of suspected cases continues to fluctuate as new alerts are flagged and tested for Ebola.
The World Health Organisation (WHO) assesses the risk of a regional outbreak as ‘high’ but continue to consider the risk of a broader international outbreak to be ‘low’. Public Health England (PHE) has assessed the risk of the outbreak to the UK public to be ‘very low to negligible’. PHE continues to monitor the situation closely, assessing daily epidemiological updates and formally re-evaluating the risk on a weekly basis.
HMG has provided significant support to the joint WHO-DRC Government response. DFID has provided £5m in funding for the WHO response plan and three experts from the UK Public Health Rapid Support Team have been deployed to DRC. In addition to this, DFID and the Wellcome Foundation, with pledges of £1 million and £2 million respectively, have joint funded an urgent research response initiative which includes the use of the experimental vaccine.
These interventions are helping to save lives in DRC and mitigating the risk of a wider international outbreak.

To ask Her Majesty's Government what is their response to the report by the International Crisis Group, Electoral Poker in DR Congo, published on 4 April, in respect of the humanitarian situation in the Democratic Republic of the Congo.
The UK recognises the concerns outlined by the International Crisis Group (ICG) in its latest report and regularly raises the issue of tackling the root causes of conflict and insecurity that are driving the humanitarian crisis with the Government of DRC. Key to this is the holding of elections in December 2018. This is critical to a peaceful and democratic transfer of power, and longer-term peace and stability in DRC.
My colleague, the Minister for Africa, Harriet Baldwin visited the DRC last week, where she saw first-hand the impact of the conflict and insecurity upon the Congolese population. She announced a further contribution of £22 million to the humanitarian appeal for the DRC, bringing UK aid’s support to £227 million over 5 years (2017-2022).

The UK government has read the report by the International Rescue Committee (IRC) and by the UNHCR. We agree with the findings of the reports however, the needs have since increased significantly and the humanitarian crisis is now the biggest in Africa. 13.1 million people now require humanitarian assistance. 4.5 million people are internally displaced – the highest number in Africa. Over 680,000 refugees from the DRC are now in over 14 other countries in Africa.

UK Bilateral aid over the next 5 years (2017-2022) will support 350,000 children under the age of five with vital nutrition and humanitarian assistance.
In December last year, the former Minister for Africa, Rory Stewart announced additional support which includes a focus on critical lifesaving nutrition interventions. Our wider programming also addresses and contributes to tackling the causes of malnutrition. For example our water and sanitation programme provided over 2 million people with a source of clean drinking water between June 2013 and July 2017 and through our health programme we have reached over 760,000 people with home visits and supplements for pregnant women.
We continue to review the needs and the capacity to respond to critical humanitarian needs in the DRC. We are actively lobbying for other member states to step up their support. The international donor conference on the 13th April will provide a further opportunity to raise awareness of the critical situation in the DRC and for the government of the DRC (GoDRC) to demonstrate that they will also work to address the causes and consequence of this humanitarian crisis.

The UK Government has provided £1.45 billion of bilateral Overseas Development Assistance to the Democratic Republic of Congo (DRC) since 2007. This is not delivered through the government of the DRC and is based on humanitarian need and ongoing development projects.

The UK Government will continue to strongly encourage the Government of the Democratic Republic of the Congo to increase their own commitments to the humanitarian crisis in the country, including funds generated from the sale of minerals. Currently there is a low willingness and ability on the DRC side to do this, given the lack of transparency in the management and oversight of the mining sector.
We will do this in conjunction with other international partners, such as the World Bank and the International Monetary Fund. We will raise this directly at the upcoming UN Donor Conference on the DRC, to be held in Geneva on the 13th April 2018.

My colleague, the Minister for Africa, Rory Stewart visited Kasai Central, in the DRC, in November 2017 to see for himself the impact of the conflict. 294,000 children are at risk of dying from malnutrition. UK bilateral aid is already supporting 25,800 children with lifesaving assistance. Over the next 5 years we will support a further 220,000 children under the age of 5 with vital nutrition. We support the World Food Programme (WFP) operated humanitarian air service ensuring that vital aid is delivered to those in need. However, the humanitarian appeal in DRC remains chronically underfunded. This needs an urgent international response and the UK Government is actively lobbying the international community to increase its response to this forgotten crisis.

UK bilateral aid is already supporting 25,800 children with food assistance in the Kasais. Over the next 5 years the UK will be providing a range of humanitarian support. As part of this, we will support a further 840,000 people nationally with food assistance, including people in the Kasais.
