The UK has a proud history in encouraging, respecting, and promoting the rule of law. British and Polish Ministers regularly discuss issues raised by the Polish Government's judicial reforms, including the ongoing dialogue between the Commission and the Polish Government. Most recently this was discussed at the Inter-Governmental Consultations in Warsaw on 21 December.

That this House takes note of the protocols to the North Atlantic Treaty on the accession of the Republic of Poland (Cm 3929), the Czech Republic (Cm 3930) and the Republic of Hungary (Cm 3931), laid before Parliament on 8th April; notes the Third Report of the Defence Committee on NATO Enlargement (HC 469), published on 2nd April; and welcomes the Government's undertaking to give time for an early debate on these protocols in the House, whether or not a request for such a debate was triggered by a notice of motion under the terms of the Ponsonby Rule.

That this House notes that approximately 100 students per year are entered for the A-level examination in Polish; notes also that all entries in recent years have been via a single examination board, namely Edexcel (University of London); feels that it should be the right of all citizens to be able to study and gain qualifications in the language of their birth, culture or heritage, or to study a language for vocational or non-vocational purposes; feels also that in the light of the future enlargement of the European Union, Polish is likely to become a more important tool in the language of international trade and relations; notes that Edexcel is currently reviewing its provision of A-level Polish with a view to discontinuing the service; and calls upon the Government to urge Edexcel to continue to provide an annual A-level Polish examination and to discuss with them ways in which such provision can be maintained in future.

That this House acknowledges that 17th December 1992 is the 50th Anniversary of the Allied Declaration which revealed Hitler's Final Solution to a shocked House of Commons; recalls that Mr Eden, the Foreign Secretary, reported that Jews were being transported in conditions of appalling brutality to Eastern Europe, that Poland had been made 'the principal Nazi slaughterhouse', that none of those taken away were ever heard of again, that there had been deliberate massacre and mass executions, that the number of victims of 'these bloody cruelties' was to be numbered in many hundreds of thousands of entirely innocent men, women and children; recalls that Britain together with other European governments condemned 'this bestial policy of cold-blooded extermination' in the strongest possible terms; notes that the statement was followed by the whole House spontaneously standing in silence; and resolves that never again should mankind permit such horrors to occur.
