That this House congratulates the Construction Safety Campaign for organising the Asbestos Conference in Sheffield on 1st June 1996 calling for the banning of asbestos from all construction work, removing asbestos safely by unionised labour, justice for asbestos victims, raising awareness amongst workers in maintenance, refurbishment and demolition, and tougher penalties for those who break the asbestos laws; is concerned that many asbestos victims have trouble getting state and civil compensation, official or hospice care and that the Compensation Recovery Unit still claws back victims benefits; and calls on Her Majesty's Government to support an international ban on the use of all asbestos.

That this House congratulates the Social Security Committee on its excellent report on the damaging work of the Compensation Recovery Unit of the DSS; agrees with the Committee that some of the cases it encountered 'are revolting to the ordinary man's sense of justice'; deplores the practice of the DSS in clawing back benefits from awards that had been made for pain and suffering; regrets that the victims are not now pursuing just claims because only the Treasury would benefit; believes that the Select Committee is right when it says that benefit repayment should be made by insurance companies and guilty parties not by victims; congratulates the Committee on urging that all clawback of benefits from asbestosis victims should stop at the earliest opportunity; and calls upon the Government to act urgently to implement the report.

That this House is appalled by the work of the Compensation Recovery Unit of the Department of Social Security; notes that after years of struggle against negligent employers or those who have caused serious injury, sufferers from diseases like asbestosis have to pay tens of thousands of pounds to the Department of Social Security, which will have clawed back ??100 million in this financial year; and calls for the end of the Compensation Recovery Unit which robs the victims of money they deserve in compensation for their suffering.
