That this House welcomes the Safe Inside report from the Joint Unions in Prisons Alliance, a coalition of nine national trades unions representing the majority of prison staff; is concerned by the health and safety emergency revealed by this report, with a quarter of prison officers, educators, nurses, administrative workers, cleaners and other staff surveyed personally experiencing physical violence in the last year, while half had been exposed to new psychoactive substances such as Spice; agrees with the report's conclusions that solutions to this crisis must include a tougher response to violent incidents, better health and safety reporting, specific action against psychoactive substances, a significant increase in the number of prison officers, and a meaningful investigation into the causes and effects of violence against prison staff; and calls on the Government to ensure as a matter of urgency that all reasonable steps are taken to improve health and safety conditions for all staff working in prisons, including a reversal of the dangerous cuts to prison budgets made since 2010 and the launch of a national violence reduction strategy in collaboration with all staff unions.

That this House is dismayed by the Government's decision to delay for up to 24 months, the roll-out of Pava pepper spray across the public adult male prison estate; agrees with the Prison Officers Association that with violence against staff at record levels and rising at a record rate, such a delay puts officers' lives at risk; and calls on the Government to issue officers across the entire prison estate with this vital protective equipment as a matter of urgency.

I am grateful for my hon. Friend’s interest and the expertise that he shows in working with the police on this basis. A new prison would create 500 new jobs. More importantly, it provides for much better outcomes for offenders, in order to help their rehabilitation and keep our communities safe.

That this House notes with concern reports in the press that Mr Shaker Aamer may receive a sum of £1 million from the Government in compensation for his imprisonment in Guantanamo Bay; further notes that Mr Aamer is a Saudi citizen whose only connection to the UK is that he was allowed to reside in the UK, that he freely chose to leave the UK to live under Taliban rule and that he was captured by Afghan nationals and imprisoned by the US; in light of this, believes that UK taxpayers have no responsibility towards Mr Aamer and that the UK has already been generous in housing and paying benefits to his family; and further believes that it would be morally wrong to make a payment to Mr Aamer when the bereaved families of British service personnel have received much smaller awards.
