Mr. Hancock: To ask the Secretary of State for Defence (1) what plans he has for separate programmes for the Royal Navy's UAV to support its new carrier battle groups and the RAF's UAV to supply ISTAR over extended ranges to the Future Offensive Air Capability; and if he will make a statement; [139724] (2) if he will make a statement on plans for the RAF's and RN's joint force UAV; what is the cost of the programme in relation to the overall cost of the single UAV capability, Watchkeeper, including BAE Systems' Phoenix UAV; and if he will make a statement. [139706] Dr. Moonie: The defence requirement is for a balanced, robust and layered Intelligence, Surveillance, Target Acquisition and Reconnaissance (ISTAR) capability that meets the information needs of all operation commanders and supports their decisions on force protection and targeting of weapons systems. The requirement for a future ISTAR UAV system to support commanders in the land and littoral battlespace is known as Watchkeeper. We are considering arrangements for disseminating the information we would derive from Watchkeeper, some of which, for example on targeting, may be of value to maritime task forces operating at sea. At present, we do not plan to procure a maritime version of Watchkeeper although work is continuing to determine whether a maritime UAV would be a cost-effective solution to meeting part of the maritime ISTAR requirement. Also, we have no plans to procure a UAV to provide an independent ISTAR capability for the Future Offensive Air System (FOAS), although it is possible that an element of FOAS would be an unmanned combat air vehicle. The ISTAR requirements of maritime task forces and deep strike weapons systems will be met within the framework of our future overall ISTAR capability. Part of the current assessment phase for Watchkeeper includes studying whether the existing Phoenix UAV system should form part of the solution of the requirement.

[139654] Dr. Moonie: This is a matter for the Chief Executive if the Defence Procurement Agency. I have asked the Chief Executive to write to the hon. Member. Letter from Robert Walmsley to Mr. Mike Hancock, dated 28 November 2000: I am replying to your question to the Secretary of State for Defence on the current Intelligence, Surveillance, Target Acquisition and Reconnaissance (ISTAR) capability and the Unmanned Air Vehicle (UAV) acquisition project. This matter falls within my area of responsibility as Chief of Defence Procurement and Chief Executive of the Defence Procurement Agency. The current ISTAR capability contributes in both the imaging and electronic analysis areas using a range of platforms across the three environments. These include the long range aircraft such as the SENTRY E-3D, tactical reconnaissance aircraft such as the Jaguar and the Royal Navy's Sea Harrier, and land-based systems such as the recently introduced ODETTE electronic support system. In the future, the Airborne Stand-Off Radar (ASTOR) platform with its synthetic aperture radar and moving target indicator capability as well as improved tactical reconnaissance systems and enhanced land and maritime electronic analysis systems, will be introduced into service. The PHOENIX system is currently the only UAV asset within the ISTAR inventory. Originally developed as a Target Acquisition and Surveillance system, PHOENIX has now completed two operational tours where it has been used as part of the overall requirements for ISTAR. Within the context of Smart Acquisition guidelines and to optimise the overall requirements for a future ISTAR capability, a series of studies is in place aimed at identifying the most effective mix of both manned and unmanned assets. With regard to UAVs, the WATCHKEEPER project, as a part of this overall investment analysis, is seeking to establish the most cost-effective whole-life solutions and the optimum balance of investment in new, existing assets or a combination of the two. The UAV programme is being managed by an Integrated Project Team (IPT) bringing together the main stakeholders who have an interest in the ISTAR assets and the products they deliver. Industry has been involved from an early stage in an open and constructive relationship and has assisted in the development of the emerging requirements.

[138976] Dr. Moonie: This is a matter for the Chief Executive of the Defence Procurement Agency. I have asked the Chief Executive to write to the hon. Member. Letter from Robert Walmsley to Mr. Mike Hancock, dated 22 November 2000: I am replying to your question to the Secretary of State for Defence on the collaborative Future Scout and Cavalry System and Tactical Reconnaissance Armoured Combat Equipment Requirement (TRACER) programme. This matter falls within my area of responsibility as Chief of Defence Procurement and Chief Executive of the Defence Procurement Agency. You asked what guidelines have been set for the programme. In approving the programme, Minister (Defence Procurement) directed that the work on TRACER should be part of an integrated strategy of studies which would include work to determine the role that Unmanned Air Vehicles would play in battlefield reconnaissance. Balance of Investment studies will inform a decision on the optimum mix of sensors and platforms to meet the land commander's critical information requirements. On the question of what ISTAR capabilities will be employed, TRACER/FSCS will form the land-based component of the wider Information, Surveillance, Target Acquisition and Reconnaissance (ISTAR) assets. To meet commanders' requirements for detailed combat intelligence, these systems will need to be capable of gathering, processing and disseminating accurate and timely information. Of primary importance will be information on the enemy strength, deployment and equipment. To provide a complete and detailed picture of the battlefield Commanders will also require data on terrain, navigability, obstacles and routes. In the context of TRACER, two competing consortia are considering a wide range of candidate technologies. These include surveillance systems, a sophisticated sensor suite, a balanced survivability package including stealth technology, an improved target detection and recognition capability, Defensive Aids Suites and physical protection in the form of advanced armour technologies. A decision on the final system architecture will take account of the outcome of the current Project Definition phase, due to complete in July 2002, and the parallel studies into the use of Unmanned Air Vehicles for battlefield reconnaissance.

[138978] Mr. Spellar: At the Submarine Centennial Conference (27-29 September 2000), the Ministry of Defence's Equipment Capability Customer organisation outlined the research programme to inform new equipment capabilities that will improve our ship, submarine and aircraft operational effectiveness, in support of littoral operations contributing towards a more joint defence capability. Rear Admiral Rob Stevens, Flag Officer Submarines, and members of his staff, also addressed the conference. The research programme includes work relevant to operations in littoral zones: hull-mounted sonar arrays; communications technologies; Recoverable Tethered Optical Fibre buoys; and mine detection and avoidance. We are also conducting research related to a network-centric concept of operations, and to improve connectivity and advanced intelligence, surveillance, targeting and reconnaissance capabilities. The aim is to integrate underwater assets fully with wider maritime, air and land forces. There is a large programme of research and development work under way specific to the underwater battlespace. Some highlights include research into multistatics, allowing ships, submarines and maritime aircraft to exploit each other's sensors; remote sensor active acoustics; long-range acoustic communications; remotely deployed sensor systems; static sensors and Underwater Unmanned Vehicles. These technologies have wide military utility, and commercial applications, which are also developing rapidly, will be taken into account.
