That this House expresses concern that the provisions of the Licensing Bill now before Parliament, requiring entertainment licences for all venues used for more than five public performances a year, will have a seriously adverse affect on functions held in churches, church halls and cathedrals; believes that it is bound to lead to the cancellation of vital fund-raising events at these venues because of the increased cost of acquiring the relevant licences and will deter churches from staging fund-raising and community activities such as concerts and even nativity plays with live music; and calls on the Government to reconsider this ill thought-out proposal.

That this House recognises the social, cultural and economic value of a thriving grass roots entertainment industry; notes that entertainment and music provision in venues ranging from pubs to village halls not only attracts vital custom but also encourages cultural diversity and growth; further notes that under the current two in a bar system it is illegal to allow, for instance, three folk singers to perform in a pub; agrees with the Minister for Sport that the current Public Entertainment Licensing system is archaic and just plain daft; and calls upon the Government to reform licensing laws to reduce the cost and bureacracy of entertainment licensing and promote the use of live music and singing in pubs and clubs; and urges the Government to introduce a Licensing Law Reform Bill in the next Queen's Speech.

That this House believes that casinos are mainstream multi-purpose leisure venues and as such should be permitted to offer live entertainment as recommended by Sir Alan Budd in recommendation 24.17 of the Gambling Review; notes that this is a measure which enjoys widespread support including that of the Agents' Association, Equity and and the Musicians' Union whose members work and perform live in the entertainment industry; understands casinos have provided venues for live entertainers in the past, particularly for young and up-and-coming new talent; recollects generations of entertainers have been denied this first foothold into the entertainment industry since the ban in the late 1960s; notes that as this measure has already been consulted on it can be effected immediately by the Secretary of State by Order within 28 days simply by revoking a single paragraph in the existing 1969 Regulation; and therefore urges the Government to remove unnecessary restrictions now rather than wait for primary legislation to take effect.
