Mr. Byrne: To ask the Secretary of State for Transport what change is planned in the roads budget over the next five years; and which road improvement projects are projected to be (a) started and (b) completed during that period. [224134] Mr. Jamieson: We announced last year investment funding for the next three years (2005-06, 2006-07, 2007-08) of £4.6 billion. This funding covers transport schemes delivered by local authorities, including local authority major road and public transport schemes, and planned investment funding for regionally important schemes delivered by the Highways Agency. This funding is in addition to the £l billion programme of major improvements to strategic roads of national importance over the next three years announced by the Highways Agency in December 2004. Funding from 2008-09 onwards will be subject to the next Spending Review. Under the regional and national funding allocations for 2005-06 to 2007-08 announced in November and December 2004, the following table lists the road schemes that are either under construction and will be complete, or are currently projected to commence, by April 2008, subject to completion of all necessary statutory procedures and compliance with conditions of funding approval. Dr. Moonie: To ask the Secretary of State for Transport (1) what action his Department (a) has taken and (b) plans to take in response to UN resolution A/58/L60 on improving global road safety; and if he will make a statement; [224101] (2) what action his Department has taken in response to the World Health Organisation and World Bank report on road traffic injury prevention of April 2004; what plans his Department has to work with road safety organisations towards meeting the report's objectives; and if he will make a statement; [224102] (3) what mechanisms are in place to facilitate co- operation between his Department and the Department for International Development on global road safety issues; [224103] (4) what contribution his Department has made to the pursuit of global road safety issues; and if he will make a statement; [224105] (5) what action his Department (a) has taken and (b) plans to take in response to UN resolution A/58/L60 on improving global road safety; and if he will make a statement. [224106] Mr. Jamieson: The joint World Health Organisation (WHO) and World Bank "World report on road traffic injury prevention" focused attention on the global impact of road accidents on low and middle income countries. The Department for Transport also welcomes the UN resolution on improving road safety. The resolution noted the recommendations of the World Report and invited the WHO to act as co-ordinator on road safety issues. The Global Road Safety Partnership (GRSP) was founded in 1999 to increase awareness of road safety and promote reductions in deaths and serious injury resulting from road traffic accidents in developing and transition countries. GRSP is a partnership between businesses and governments and is sponsored by the Department for International Development. Department for Transport officials support the activities of WHO in this area and are presently participating in work on child injury prevention. We recognise the problems faced by developing countries and have provided support where we are able, including sponsoring a conference on driver training and testing, held in India in 2002.

Miss McIntosh: To ask the Secretary of State for Transport if he will make a statement on (a) his de- trunking programme and (b) the level of resources transferred from his Department to local highway authorities for this purpose. [222482] Mr. Jamieson: The information requested is as follows: (a) The policy of transferring non-core trunk roads (de-trunking) to local highway authorities was first set out in the White Paper A New Deal for Transport published in July 1998. De-trunking allows the Highways Agency to concentrate on the operation of the strategic (core) trunk road network, whilst enabling local authorities to consider their own priorities for the improvement of non-core routes. The aim has been to transfer some 3,200 kms (30 per cent.) of the trunk road network (as it was in April 1999) to local authorities in a phased programme. To date more than three-quarters (around 2,500 kms) of the programme has been completed since April 2001. (b) Prior to the de-trunking of a road, the Highways Agency and local authority agree an appropriate level of funding for annual routine maintenance and in some cases' outstanding capital maintenance projects. The methodology for calculating the funding has been approved by the Local Government Association to ensure a fair transfer of resources. In the years following de-trunking, the authority can also make supplementary bids for additional funds for capital maintenance projects (bridge replacement, resurfacing etc.) on de- trunked roads as part of the LTP process. In 2004-05 around £33.1 million of routine maintenance funds, and £31.6 million of capital maintenance funds were transferred from the Highways Agency to local authorities for all de-trunked roads.

Mr. David Marshall: To ask the Secretary of State for Transport (1) if he will assess the merits of requiring car occupants to wear reflective jackets compliant to standard EN471 when leaving their vehicle at the roadside, except where the vehicle is parked; and if he will make a statement; [222261] (2) if he will take steps to require car occupants leaving their vehicle by the roadside, except when the vehicle is parked, to wear reflective jackets compliant to standard EN471; and if he will make a statement; [222262] (3) if he will make it a requirement that drivers carry at least one reflective jacket in their cars; and if he will make a statement. [222320] Mr. Jamieson: We do not make it a requirement for any road user to wear reflective clothing. However, we do advise vulnerable road users--pedestrians, cyclists, motorcyclists and horseriders--to wear fluorescent clothing during the day and reflective clothing at night to improve their visibility to other road users. This advice is contained in the Highway Code. Drivers are generally less vulnerable. But the Code gives advice to them on where they should stand should their vehicle breakdown, with special advice for motorways. Our leaflet, "A Guide to Safer Motorway Driving", also contains the advice on what to do when vehicles break down on motorways. While there are tragic accidents when drivers leave their vehicles, these are rare. We believe that drivers and occupants are not at great risk when they follow this advice--for example, for motorways they are advised to wait on a nearby bank or verge well away from the traffic. We therefore do not believe that we should go further and require the wearing of special clothing.
