That this House regrets that the Lord President of the Council, in his answer to the honourable Member for Cardiff South and Penarth, Prime Minister's Question No.8, 24th November, Official Report col 739-40, failed to recognise that total British aid to Somalia was far less in 1991 (??2.67 million) than in 1987 (??7.3 million) during the bloody reign of the dictator Siad Barre; and showed no recognition of the fact that the Republic of Somaliland (Northern Somalia) is far less unstable than Mogadishu and the South; believes that investment now in administration, police and communications could prevent the North sliding into the chaos, famine and inhumanity which now characterises the South; reminds the Government that Britain is bound to the North by the family links of many British citizens and by the loyalty of the people of Somaliland through two world wars; and calls on the Government to take the minimal risk of investing now in giving Somaliland hope for the future.

That this House expresses its deep concern at the humanitarian crises in Somalia, southern Africa and in former Yugoslavia; acknowledges its commitment to an aid budget that allows the United Kingdom to respond to urgent humanitarian need and to support sustainable development; recognises the quality of United Kingdom aid and that without long term solutions to poverty further crises are inevitable; acknowledges the difficulties facing the Government during the current public expenditure round but is convinced that cuts in the aid budget would be at the expense of some of the world's poorest people; and therefore urges the Government to maintain its commitment to the growth of the aid budget announced last year.

That this House welcomes the news that, under the auspices of the United Nations, an agreement has been signed between leaders of the two warring factions in Southern Somalia; is concerned that fighting appears to be continuing and calls on the British Government and the international community to redouble efforts to achieve a lasting peace in Somalia; draws attention to the fact that the parties who are involved in the fighting in the south have no claim, separately or together, to represent the people of Northern Somalia; calls on the international community to recognise that the people of the North have expressed a wish for independence as the Republic of Somaliland; notes that there are very close links between the North and the Somali communities in Britain; notes also that the North suffered for years in a hidden war under the regime of ex-president Barre during which time families, relatives and friends of British Somalis were killed or fled the country; notes that there has been relative stability in the north for the past year under a de facto government which includes the Somali National Movement and other northern groups; and calls on the British Government and the international community to do all they can to ensure that the representatives of the North are involved in peaceful discussions aimed at achieving a peaceful and long-term settlement by agreement, including settlement of the request for recognition by the Republic of Somaliland in the North.
