That this House expresses grave concern at evidence of widespread abuse, racism, scamming and sexual exploitation targeting Ukrainian refugees within online groups established to facilitate sponsorship under the Homes for Ukraine scheme; notes reports of malicious or inactive administrators allowing such groups to become hostile environments for vulnerable people fleeing war; further notes cases of fraudulent visa sponsorship offers and predatory behaviour, including single men targeting young Ukrainian women; recognises the efforts of volunteers and sponsors who have sought to report such activity and protect refugees from harm; believes that refugees fleeing war should be able to seek safety and support online without fear of abuse, exploitation or intimidation; and calls on the Government to work urgently with social media platforms, law enforcement and civil society to ensure proactive moderation, clear accountability, and enforcement action against those exploiting Ukrainian refugees online.

That this House is alarmed at the expansion of county lines networks, recently exacerbated by covid-19; calls for clarification of laws to ensure that all young people who are groomed, coerced and controlled into committing crime are recognised as victims of trafficking and exploitation; advocates the adoption of a new public health approach to drug prevention that works with schools, pupil referral units and providers for those outside of mainstream education; notes the need for new local safeguarding partnerships enabling multi-agency work to identify and respond to child criminal exploitation; further notes that a system is required for seamlessly sharing data across borders and agencies and disrupting grooming and criminality that has migrated from the streets to encrypted apps; and calls upon the Government to introduce a stand-alone national strategy on child criminal exploitation that includes these recommendations as a matter of urgency.

The Foreign, Commonwealth, and Development Office (FCDO) is committed to raising awareness of these issues, and we have ensured that ender equality, including girls' education, is at the centre of the UK's G7 Presidency.

As a leading supporter of the Global Partnership to End Violence Against Children, the UK is driving the international movement to the end violence, abuse, and exploitation of children. The UK is proud to be a global leader in efforts to end violence against women and girls. Through our What Works to Prevent Violence Programme, we have pioneered approaches worldwide that have shown reductions of around 50% in violence.
