To ask His Majesty's Government what assessment they have made of reports from the government of South Korea that a further 3,000 North Korean troops have been sent to fight in the war in Ukraine this year; and what measures they have taken to hold those responsible to account.

The Ministry of Defence is aware of recent reports in the press citing South Korea's Joint Chiefs of Staff that DPRK has subsequently deployed a further 3,000 additional troops in support of Russian Forces in Kursk.
As stated by the Foreign Secretary previously, such cooperation between Russia and the DPRK is not only in violation of multiple UNSC resolutions, but also prolongs the suffering of the Ukrainian people and threatens global security, including those in the ROK and the UK, and demonstrates the desperation of the DPRK and Russia. We are committed to providing the support Ukraine requires to secure a just and lasting peace.
To ask Her Majesty's Government what assessment they have made of the risk of genocide against minorities in Northern Iraq and Kurdistan; and whether NATO military personnel will continue to remain in areas administered by the Kurdish Regional Government.

We do not currently assess there to be a significant risk of genocide in northern Iraq, including the Kurdistan Region of Iraq. The UK is firmly committed to supporting the Government of Iraq and the Kurdistan Regional Government to counter the ongoing threat from Daesh through the Global Coalition, and to providing security to and supporting the rights of all minority communities in Iraq, including the Kurdistan Region of Iraq. The NATO Mission in Iraq does not have troops in the Kurdistan Region of Iraq. We continue to support the UN Investigative Team to Promote Accountability for Crimes Committed by Daesh (UNITAD) in Iraq.

She said that it would be impossible to
carry out a manual count of those who have come across the channel and look at the reasons why they have come, to identify whether they are economic migrants or genuine refugees fleeing persecution.

When I wrote to the noble Lord saying that we could not do that, it was simply because the data was not available to disaggregate, but I will look at his Written Question again and see whether I can give him any further information.

The deployments of HMS SUTHERLAND and HMS ARGYLL to the Asia Pacific will support a range of defence engagement and prosperity objectives and will demonstrate the United Kingdom's commitment to peace and security throughout the wider region. Both deployments will include joint training and exercises with a number of allies and close partners. These may include exercises with both the United States Navy and the Republic of Korea Navy if and when the ships are in Korean waters.

As a sending state to the United Nations Command in the Republic of Korea (ROK) and in common with other nations, the UK sends personnel to participate in two exercises conducted each year in the ROK. In 2016, the UK sent 56 personnel to Exercise Key Resolve (22 filling staff posts in a Headquarters and 34 in a UK Brigade HQ) and 22 personnel to Exercise Ulchi Freedom Guardian (all filling staff posts in a Headquarters).

At the UN General Assembly in September, the Prime Minister offered increased UK military support to UN peacekeeping activity in Africa. This offer includes episodic deployment of up to three hundred personnel to conduct key tasks to support the UN Mission in South Sudan (UNMISS). Indicative tasks might include engineering, combat and advisory support. Planning is in hand now, in consultation with the UN, to determine the precise requirements and how we may best respond. We expect to deploy the first troops in mid-2016. We currently have three personnel deployed to UNMISS; two at the Force Headquarters in the capital, Juba, and one at Malakal, in the north of the country. UK has no plans to deploy troops to the UN (and African Union) Missions in Sudan.
