The UK urges all countries to comply with their human rights obligations. Our close relationship with the United Arab Emirates (UAE) allows us to discuss important issues such as human rights and where the UK has cause for concern, we raise these concerns at official and Ministerial level. We have previously raised the case of Ahmed Mansoor with senior Emirati officials in the UAE Ministry of Foreign Affairs and International Cooperation.
That this House strongly condemns the Iranian Government for continuing to hold Ms Nazanin Zaghari-Ratcliffe, a dual British-Iranian national, in arbitrary detention and calls for her immediate release; expresses dismay that Ms Zaghari-Ratcliffe has been detained for over three years; supports Ms Zaghari-Ratcliffe and her husband Richard Ratcliffe as they continue a hunger strike in protest at Ms Zaghari-Ratcliffe's arbitrary detention; condemns the Embassy of the Iranian Republic in the UK for disrupting Mr Ratcliffe's protest; urges the UK Government to continue to identify and intervene in cases where British nationals face grave human rights violations in Iran; expresses concern that as diplomatic relations between the West and Iran deteriorate, due to aggressive actions in the Middle East, that British-Iranians will be put at greater risk of arbitrary detention in Iran; and calls on the UK Government to state that in all cases involving British nationals or dual nationals imprisoned abroad, any threat of or actual torture or ill-treatment will not be tolerated and will be publicly condemned by the Government, and that the human rights of UK dual nationals detained in Iran must be a red line in any future trade deals negotiated with Iran.

That this House condemns the continued unjust detention of blogger Raif Badawi in Saudi Arabia and calls for his immediate and unconditional release; notes that 17 June 2019 marks seven years since the arrest of Raif Badawi; recalls that Badawi is serving a 10-year prison sentence on charges of insulting Islam and apostasy, that he was sentenced to 1,000 lashes, of which 50 were administered in January 2015, and that he faces a 10-year travel ban on his release from prison; is alarmed by the Reporters Without Borders report that at least 28 journalists and citizen journalists are currently unjustly detained in the country in connection with their work, in addition to two others who continue to face charges but have been temporarily released; calls for the immediate and unconditional release of those 28 journalists; is concerned by the continued lack of justice in relation to the horrific murder of Saudi columnist Jamal Khashoggi inside the Consulate of Saudi Arabia in Istanbul in October 2018; further notes that Saudi Arabia has one of the world's worst records on press freedom, with a ranking of 172 out of 180 countries in the Reporters Without Borders 2019 World Press Freedom Index; and urges the UK Government and the international community to increase efforts to secure the release of the jailed journalists and citizen journalists, achieve full justice for Jamal Khashoggi and hold Saudi Arabia to account for its international human rights obligations.

It remains a long-standing policy of the United Kingdom to oppose the death penalty in all circumstances as a matter of principle. We have regularly made our position clear to the Egyptian Government.
Our Embassy in Cairo has raised with the Egyptian authorities our concerns about Article 122 of the Child Law, which allows certain juveniles to be tried as adults, as well as the case of Ahmed Saddouma. The Egyptian authorities have told us they are looking into this and similar cases, in addition to our wider concerns about Article 122. We have also engaged with Non-Governmental Organisations (NGOs) on this issue; our Embassy arranged for Reprieve to brief representatives of other EU Member States in Cairo on this subject last year.

We have raised the case of Dr Al Singace with the Bahraini authorities at a senior level and continue to closely monitor the case. The UK encourages those with concerns about treatment in detention to report these to the relevant human rights oversight bodies. We urge those bodies to carry out swift and thorough investigations. The UK continues to encourage the Government of Bahrain to deliver on its international and domestic human rights commitments.

The detention of Nazanin Zaghari-Ratcliffe is a gross injustice. She is innocent; she is separated from her four-year-old daughter and her husband; and we will continue to leave no stone unturned to get her home.
I thank the Foreign Secretary for his proactive and willing support of Nazanin’s case from the outset. He clearly shares the concerns on both sides of the House about the impact that the unlawful detention is having on her health.

We will keep going with a whole range of activities. As well as the visit of my right hon. Friend the Minister for the Middle East, the Prime Minister spoke to President Rouhani on 10 May. I spoke to Foreign Minister Zarif on 24 August, and I hope to meet him at the United Nations General Assembly. I am also willing to go to Tehran, if necessary.

We remain very concerned about all our dual nationals detained in Iran. We continue to raise their cases with the Iranian government at every opportunity, and make decisions in line with what we believe will produce the best outcomes in their cases. However, we will not be providing a continuous commentary. We judge this will not be helpful, or in the best interest of each case.

We have raised the case of Nabeel Rajab at senior levels with the Government of Bahrain. My statement of 21 February made clear my concerns at the five-year sentence handed to Mr Rajab in addition to the two year sentence he received in 2017. I understand that Mr Rajab has a right of appeal in this case and we will continue to closely monitor proceedings.

The Foreign and Commonwealth Office and our Embassy in Bahrain continue to closely monitor the cases of Mohammed Ramadan and Husain Moosa and we have raised concerns about these cases both in public and in private at senior levels. We are aware that the Bahraini Special Investigations Unit is continuing with investigations into complaints of torture in these cases. We encourage a swift, transparent conclusion to the investigations.

We were disappointed to hear the outcome of Mrs Zaghari-Ratcliffe's appeal and understand how distressing this must be for her family. I have since spoken to the Iranian Deputy Foreign Minister Ravanchi to express our concerns. I also raised the case during my recent visit to Iran. I have met Mrs Zaghari-Ratcliffe's family both in the UK and in Iran and we will continue to support them during this difficult period. My officials remain in regular contact with them.

Ministers and officials have repeatedly made representations on all consular cases involving British nationals in Iran, including Mr Foroughi's and Mrs Zaghari-Ratcliffe's, at all levels, with the Iranian Government. I raised these cases when I met the Iranian ambassador on 7 December and our ambassador in Iran will continue to raise these cases with the Iranian Government at every available opportunity in Tehran.

Since we were made aware of the arrests of Mrs Nazanin Zaghari-Ratcliffe and Mr Kamal Foroughi, Ministers and officials have raised their cases repeatedly, at all levels, with the Iranian Government. Most recently, The Prime Minister, my Rt Hon. Friend the Member for Maidenhead (Mrs May) and the Secretary of State for Foreign and Commonwealth Affairs, my Rt Hon. Friend the Member for Uxbridge and South Ruislip (Mr Johnson) raised these cases with their Iranian counterparts during the UN General Assembly in September. The Prime Minister followed up her concerns in writing to President Rouhani on 3 October. We will continue to raise these cases with the Iranian Government at every available opportunity.

We have been supporting the families of Nazanin Zaghari-Ratcliffe and Kamal Foroughi since we were notified of their arrests and remain in regular contact with them. I have met them personally to assure them that we will continue to do all we can.

The Foreign and Commonwealth Office has raised concerns with the Turkish Government over the period of pre-charge custody under the current State of Emergency. We have urged a proportionate response to the coup and respect for freedom of expression, including academic freedom.

Ministers and officials regularly make representations to the Iranian Government on all our consular cases. The Prime Minister, my Rt Hon. The Secretary of State for Foreign and Commonwealth Affairs, my Rt Hon. Friend the Member for Uxbridge and South Ruislip (Mr Johnson) also raised our cases with Iranian Foreign Minister Zarif on 22 September, and followed up by letter on 4 November.

I can tell the right hon. Gentleman that the Foreign Office is in regular contact with the Iranian Government at all levels. The matter has been raised by the Prime Minister with President Rouhani, and by me with Foreign Minister Zarif. My hon. Friend the Member for Bournemouth East (Mr Ellwood) has only recently had meetings on that very subject. The matter is of the utmost priority for this Government, and we are doing our level best to resolve it.
