The Foreign Office has done everything it properly can to clear the path so that justice can be done for the family of Harry Dunn in this tragic case.
I start by congratulating you, Mr Speaker, on your election. I know that you will want to defend the rights of this House against any rogue Executive.
I extend my deepest sympathies to Harry Dunn’s family. Are the Government exploring routes to extradite the driver? Do they think they are likely to be successful, given that President Trump’s notes, which were caught on camera, appear to confirm that she will never return?

I extend my deepest sympathies to Harry Dunn’s family. Are the Government exploring routes to extradite the driver? Do they think they are likely to be successful, given that President Trump’s notes, which were caught on camera, appear to confirm that she will never return?
The right hon. Gentleman seems to be slightly confused about the process. A criminal investigation is being conducted by Northamptonshire police and the Crown Prosecution Service. There is no question of any extradition process, let alone of what any Government might do about it, until the CPS has taken its charging decision.
From the Foreign Office’s point of view, this is a deeply tragic case. We have expressed our disappointment and called for a review of the immunity question. It should be waived, and we have cleared, as best and as properly as we can, all obstacles to justice being done. It is now properly a matter for the police and the CPS, including in relation to any extradition matters that follow.

The criteria used for allocating European Conference of Ministers of Transport road haulage permits were designed to deliver on the principles of obtaining the greatest economic benefit from the permits, protecting the interests of UK hauliers, and applying a fair and consistent process.
The Government has been clear that is does not intend to rely solely on ECMT permits if the UK leaves the EU without a deal.
The EU has agreed a regulation on basic road connectivity that guarantees rights for UK hauliers to continue providing services between the UK and the EU until at least 31 December 2019 meaning that most haulage trips to EU or EEA countries will not be affected. The European Commission has on 4 September 2019 published a proposal to extend the regulation until 31 July 2020. The proposal, when combined with the ECMT system, would ensure that 99% of trips to the EU could continue to operate as they currently do for the first four months of the Regulation.
A small proportion of operators may require ECMT permits for transit to third countries during November and December 2019 and these can be purchased from the DVSA.
The UK also has historic bilateral agreements and it is our view that the majority of them would revive in an absence of an EU wide measure.

The Government expects to reach a deal with the EU which will avoid any such eventuality. But as a responsible Government we have to consider all eventualities, and are working to ensure that, should no deal be achieved, additional UK customs checks do not take place at the frontier, and so do not result in disruption to surrounding transport infrastructure. The possibility, that checks required by the EU in Member States might have such an effect, is being considered where appropriate by Local Resilience Fora (LRFs), with the ports themselves closely involved; and by the Devolved Administrations in relation to ports in their territories.
Specifically in relation to the short Strait crossings from Dover and through the Channel Tunnel, we announced in May the development of Operation Brock which, in the event of serious disruption to those routes from whatever cause, will ensure that the M20 will be kept open and traffic will continue to flow in both directions. Operation Brock consists of three phases, a contraflow queuing system on the M20, a holding areas at Manston Airport and, if necessary, a holding area on the M26. The Department is working closely with the Kent Resilience Form, the Port of Dover, Eurotunnel and other associated bodies. The contraflow queuing system on the M20 will cost about £30 million to build and operate and would be used for all disruption events including those seen in 2015. The works required for the M26 are within the region of £5 million.

Article 4 of Regulation (EC) 1071/2009 requires a transport manager employed by an EU transport operator to be resident in the Community. The eligibility of UK-resident transport managers to work for an operator in an EU member state when the UK is no longer a member of the EU will be a matter for negotiation.
On 7 June, following discussions with the EU, the UK published ‘Framework for the UK-EU Partnership - Transport’, setting out UK proposals for the future UK-EU relationship. The recently published White Paper on the Future Relationship Between the UK and the EU made clear that the UK wants to explore options for a reciprocal access deal for road hauliers and passenger transport operators. There is a strong mutual interest in reaching an ambitious agreement, which maximises benefits for all our citizens and businesses.

That this House believes that air pollution from burning diesel has a significant impact on health in the UK, causing thousands of premature deaths and reducing quality of life for many people; acknowledges that forthcoming legislation to tackle emissions, such as Clean Air Zones proposed by the Department for Environment, Food and Rural Affairs, needs to look at all sources of diesel emissions; notes that auxiliary engines, such as transport refrigeration units, can emit many times more nitrogen oxides and particulate matter than a vehicle's primary engine; and calls for legislation to reflect this in order to protect people's health and help promote the uptake of clean alternatives.

An indicator about perceptions of road safety is one of the indicators planned for the road safety outcomes framework, contained in the Strategic Road Safety Framework published in May 2011. Research is in progress about developing an accurate and robust indicator.
The annual British Social Attitudes Survey includes a section about public perceptions, including in relation to safety on residential streets, drink and drug driving, the use of speed cameras on roads and the use of mobile phones while driving.
