One of the biggest projects that the Government have to deliver is the restoration and renewal of this Palace, which is one of the most loved buildings in the world. If we are to do that, we need skills that currently are not available in the workforce. Does the Minister agree that this presents a major opportunity to ensure that in every constituency in the land young people are being trained in those skills so that everybody has an investment in this building?

The Assembly Government have good plans for the Treherbert line, which serves Rhondda Fawr, but people who live in Rhondda Fach and at the

top of Rhondda Fawr who need to go over the Rhigos road to get to work, or indeed to the maternity unit at Prince Charles Hospital, need significant investment in the roads. It must surely be unfair that it takes many people in Rhondda, including expectant mothers, four buses to get the hospital, which might mean that a woman would not get there in time to deliver safely and that babies might not live.

Road traffic accidents are a major cause of acquired brain injury, so I urge the Chancellor of the Exchequer to consider setting up a special fund, in proportion to the amount that he is talking about for road infrastructure—and announce it next week, if he is still going to do his statement next Wednesday—to make sure that there is a fund available to people in the national health service who are developing very innovative ways of rehabilitating people who have had road traffic accidents. If he does not understand, he can ask his hon. Friend the Economic Secretary to the Treasury, who is very good on that.

The restoration and renewal of this building will be a multi-billion pound infrastructure project, but all the evidence suggests that at the moment this country does not have the skills to be able to deliver it. I urge the Secretary of State to set up a specific industrial strategy to get more colleges up and down the country engaged in training people for major infrastructure and construction businesses so that we can make sure that every single one of our constituents has an opportunity to work here?
