To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, if he will make it her Department's policy to utilise frozen Libyan assets to compensate victims of Libyan-sponsored IRA terrorism.
To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, if he will make it her Department's policy to utilise frozen Libyan assets to compensate victims of Libyan-sponsored IRA terrorism.
Libyan assets were frozen under United Nations Security Council Resolutions 1970 and 1973 to prevent their misuse, with the aim of preserving them for the future benefit of the Libyan people. Therefore, these frozen assets cannot be used to compensate victims of Qadhafi-sponsored IRA terrorism. The UK Government has profound sympathy for victims of Qadhafi-sponsored IRA terrorism and all victims of the Troubles, and will continue to look for opportunities to press the Libyan authorities to address the Libyan State's historic responsibility.
That this House notes that as the new UK football season begins, a deeply regrettable outstanding issue remains from February 2025 when a number of Celtic FC fans displayed a banner at a home game indicating their support for deceased IRA terrorist Brendan McFarlane who was convicted in 1976 for his role in a bomb and gun attack in a Unionist area of Belfast, an atrocity that claimed the lives of five innocent people and injured sixty others; further notes that, following his release, he continued his involvement in terrorist activities; also notes that the CEO of Celtic FC Michael Nicholson was written to on a number of occasions, his office telephoned and had reminder emails sent, none of which have resulted in an acknowledgment of any kind and no action appears to have been taken to deal with those individuals in their stadium who publicly described a sectarian killer as a hero; and calls on the Scottish football authorities to take action to prevent any repeat of this appalling activity at a sporting event.

To ask the Secretary of State for Northern Ireland, if he will hold discussions with the First Minister of Northern Ireland on the potential impact of her attendance at IRA commemorative events on inter-community relationships in Northern Ireland.
I speak regularly with Northern Ireland’s Ministers and Party Leaders on a variety of issues. The attendance of Northern Ireland’s political representatives at commemorative events is a matter for the political parties to decide themselves.
That this House notes the display at a recent football match played at a Celtic Football Club home game in Glasgow where a banner was displayed by some fans which declared the recently deceased IRA terrorist Brendan McFarlane as a hero; draws attention to the facts that McFarlane was convicted in 1976 for his role in an attack on the Bayardo Bar in a Unionist area of Belfast, where five people were murdered and sixty others injured, and even after his release he resumed his terrorist activities; also deplores the fact that a Professor at the University of Glasgow shared the display on social media; calls upon Glasgow Celtic Football Club and the University of Glasgow to take action, as failure to do so will mean a belief in wider society that both institutions are content to be associated with a tribute to a sectarian terrorist who was deeply involved in multiple murders.

This House notes that 14 November 2024 marks the 43rd anniversary of the murder of the Hon Member for South Belfast, the Rev. Robert Bradford MP, born in Limavady, Co. Londonderry in 1941 but brutally gunned down by the terrorists of the Provisional IRA as he was on his way to hold a constituency surgery on 14 November 1981 in a community centre where the caretaker Mr. Kenneth Campbell was also murdered; and during this season of remembrance expresses the hope that democrats everywhere, irrespective of political affiliation, can salute his bravery and all others who paid the supreme sacrifice in pursuit of peace and freedom.

The UK Government has, and will continue to, hold discussions with the Irish Government on a range of issues, including legacy.
Policing and justice in Northern Ireland is a devolved matter. Operational matters regarding the investigation of criminal conduct in Northern Ireland are a matter for the Police Service for Northern Ireland (PSNI), which is rightly operationally independent of the Government.
That this House censures the hon. Member for Belfast North for being announced as the guest speaker at an event on Sunday 11 June in South Armagh for deceased members of the IRA; and considers that his attendance at this event is all the more reprehensible because it is the day before the 50th anniversary of the bombing in Coleraine where six innocent people were murdered.

That this House notes 11 and 12 June 2023 as exceptionally important dates in Northern Ireland's legacy calendar, given that within that 24 hour period two events are scheduled to take place regarding people who died during Northern Ireland's troubled past; further notes that a 50th anniversary commemorative event is due to be held in Coleraine for the six innocent people who were murdered in the town as a result of bombs detonated by the IRA on that date in 1973, and one of those convicted for his part in the bombings is an elected Sinn Fein Councillor; and stands with innocent victims as opposed to victim makers.

That this House notes the meeting between the UK Prime Minister and Libyan Prime Minister on Thursday 24th June 2021; recognises the continuing reprehensible situation affecting those innocent victims of Libyan IRA supplied semtex here in the UK, which resulted in many deaths and injuries, whereby no compensation has been paid despite repeated assurances by successive Governments that the matter is not closed; acknowledges that victims in other jurisdictions have received compensation; and calls for the campaign to be intensified as demanded by a range of innocent victims groups and various elected representatives including the Northern Ireland Affairs Committee in Parliament, and every avenue be actively pursued until final resolution is achieved, including HMRC flexibility regarding UK based profits on frozen Libyan assets.

Mr Gregory Campbell (East Londonderry) (DUP):
People in Northern Ireland have once more seen the issue of sexual abuse put under the spotlight as members of the IRA stand accused of holding kangaroo courts, re-traumatising victims as a result. Will the Prime Minister help to establish a cross-border inquiry with the power to call key witnesses, to try to bring some form of closure and justice, especially to young people who have been abused and whose abusers have been sheltered by the IRA?

I will look carefully at what the hon. Gentleman has said. The Stormont House agreement includes a set of measures and proposals to try to deal
with the issues of the past in a fair and accountable way—perhaps this is one such issue that could be dealt with in that way.
