The Office of Financial Sanctions Implementation (OFSI), part of HM Treasury, published in its 2024-2025 Annual Review that over £12.9 billion of assets relating to the Libya sanctions regime have been reported as frozen as of September 2024. This is an aggregated total of all entities and individuals listed on the Consolidated List of Financial Sanctions Targets.
OFSI’s next Annual Review is due to be published later in 2026.

Libyan assets were frozen under United Nations Security Council Resolutions 1970 and 1973 to prevent their misuse, with the aim of preserving them for the future benefit of the Libyan people. Therefore, these frozen assets cannot be used to compensate victims of Qadhafi-sponsored IRA terrorism. The UK Government has profound sympathy for victims of Qadhafi-sponsored IRA terrorism and all victims of the Troubles, and will continue to look for opportunities to press the Libyan authorities to address the Libyan State's historic responsibility.

This is an aggregated total of all entities and individuals listed on the Consolidated List of Financial Sanctions Targets. OFSI does not hold a comparable figure for 2011.
OFSI’s next Annual Review is due to be published later in 2025.

Interest accrued on frozen assets is still subject to an asset freeze to be frozen immediately by the person in possession or control of them, but there is no change in ownership of the frozen funds or economic resources, and they are not transferred to HM Treasury.

That this House notes the meeting between the UK Prime Minister and Libyan Prime Minister on Thursday 24th June 2021; recognises the continuing reprehensible situation affecting those innocent victims of Libyan IRA supplied semtex here in the UK, which resulted in many deaths and injuries, whereby no compensation has been paid despite repeated assurances by successive Governments that the matter is not closed; acknowledges that victims in other jurisdictions have received compensation; and calls for the campaign to be intensified as demanded by a range of innocent victims groups and various elected representatives including the Northern Ireland Affairs Committee in Parliament, and every avenue be actively pursued until final resolution is achieved, including HMRC flexibility regarding UK based profits on frozen Libyan assets.

We continue to encourage the Libyan authorities to engage constructively with victims of Qadhafi-sponsored IRA terrorism and their representatives. The Foreign Secretary raised this issue with Prime Minister Serraj and Foreign Minister Siala during his visits to Tripoli in May and August of this year. I met with victims last week to understand their concerns in more detail, and will continue to raise this issue with the Libyan authorities as a priority.
