The hon. Gentleman is right to ask that question. I went to the Adré crossing not just to spend time with the overwhelming number of women and children who are fleeing the conflict, but to announce £20 million in additional support for refugees and, in particular, for access to reproductive and sexual health services on that border. The situation is grim; it is horrific, and has been given too little attention, and I intend to ensure that we do all we can to bring it to an end.

There is a UN Arms Embargo and Sanctions Regime on Darfur, which the UN renewed in March 2023. There is also a longstanding bilateral UK arms embargo in place for the whole of Sudan. In our engagement with international partners as well as in our regular statements at the UN Security Council, the UK continues to emphasise the importance of refraining from actions that prolong the conflict. We will work closely with the US, as penholders on the UN Arms Embargo and Sanctions Regime on Darfur, on its renewal by September 2024.

We remain concerned at the infringements of religious freedoms, including the demolition of churches, and will continue to raise our concerns with the Government of Sudan as part of our regular dialogue on human rights. Promoting freedom of religion or belief as a means of enhancing tolerance and inclusion will remain a key part of our ongoing engagement with the Government of Sudan.

Through the Department for International Development, the UK is the largest contributor to the Sudan Humanitarian Fund (SHF), providing £16.5 million in 2017. The SHF provides lifesaving food, health, water, and other assistance to internally displaced people and vulnerable communities in Sudan, including Government controlled areas of the Nuba mountains region in South Kordofan.
The UK Government has welcomed the Government of Sudan’s acceptance of the US proposal to provide humanitarian aid to the Two Areas (South Kordofan and Blue Nile). We have continued to urge the Sudan People’s Liberation Movement – North (SPLM-N) to immediately agree to the US proposal, in order to enable humanitarian aid to reach those in rebel controlled locations in the Two Areas.
The implementation of the African Union High Level Implementation Panel (AUHIP) Roadmap Agreement is the only sustainable path to peace in the Two Areas, and we urge all sides to lose no further time in returning to the negotiating table.

We remain concerned at the continued persecution of Christians in Sudan, including the alleged destruction of churches. Officials from our Embassy in Khartoum immediately raised our concerns directly with the Sudanese Ministry of Foreign Affairs when these particular allegations surfaced in January 2017. More widely, we continue to urge the Government of Sudan to uphold the commitment to their citizens in the Interim Constitution of 2005, within which religious freedom is enshrined.

We are deeply concerned by the verdict in the case against Pastor Hassan Abduelraheen Kodi, Petr Jasek, and Abdulmonem Abdumawlla, however we are aware that the defendants have the right to appeal. We have regularly raised our concerns over this case, as well as the wider issue of freedom of religion and belief, directly with the Government of Sudan, most recently on 17 January; and will continue to do so as part of our ongoing human rights dialogue.

Freedom of religion or belief in Sudan, including allegations of the destruction of churches, continues to be an area of concern for the UK. Officials from our Embassy in Khartoum consistently raise it with the Government of Sudan as part of our ongoing human rights dialogue, most recently during the visit of a senior Sudanese delegation to London on 10 October. More widely, we continue to call on the Government of Sudan to ensure all legislation is consistent with the commitment to their citizens in the Interim Constitution of 2005 within which religious freedom is enshrined.

I regret that President Bashir was not arrested while in South Africa. I have publicly expressed my disappointment that the African Union invited Bashir to its Summit, and called on South Africa, as a State Party to the International Criminal Court to meet its obligation to arrest him. British Government officials are continuing to make our concerns known to the South African Government.

The UK is a significant donor to the World Food Programme (WFP) voucher programme in Darfur. Over the last 12 months, Department for International Development (DFID) staff have visited voucher sites in all Darfur States where the programme is operating to monitor the programme. They met with WFP staff, partner agencies and beneficiaries. DFID is satisfied that the process of identifying and verifying programme beneficiaries based on biometric data, and conducted jointly by WFP and the International Organisation for Migration, ensures that the programme reaches intended beneficiaries. The planned roll out of electronic voucher cards with biometric data will further strengthen the process of ensuring beneficiaries receive what they are entitled to.
WFP conducts regular monitoring of a sample of beneficiaries immediately after vouchers have been distributed and again, approximately two weeks later, when they visit beneficiaries in their homes to assess how vouchers have been utilised. Monitoring is complemented by internal evaluations which allow WFP to assess the effectiveness of the programme in terms of value for money and the impact on food consumption and dietary diversity.
We will continue to closely monitor the programme through regular reports and field visits.

We regularly raise our concerns with the Government of Sudan about religious persecutions and the need to respect freedom of religion or belief for all its citizens. My officials have recently made representations to the Foreign Minister, urging the Government to respect the right to freedom of religion or belief including one’s right to follow the religion or belief of choice. This right is enshrined in international human rights law as well as in Sudan’s own 2005 Interim Constitution. We will continue to raise these issues.
