Mr. Chidgey: To ask the Secretary of State for Social Security how much her Department spends on biking press releases to (a) hon. Members and (b) other individuals or groups, each time her Department issues a press release; how many such press releases were issued by her Department (i) in the period 1 May to 1 July and (ii) in the period 1 January to 1 March; and if she will review her Department's use of couriers to deliver press releases and investigate the possibility of using fax or e-mail. [8815] Mr. Field: [holding answer 17 July 1997]: The Department of Social Security's press releases are made available to hon. Members and to the media via the Central Office of Information's news distribution service. NDS; delivery mechanisms include a newswire service which, among others, supplies press releases to the parliamentary online information service, which can be accessed by all Members of Parliament and Peers, hand deliveries, fax and postal services, online databases and a widely accessed world wide web site. These methods are used either singly or in combination to ensure the most cost-effective methods are used to reach the relevant target audiences and to suit the nature of the documents--for example, whether press releases are despatched on their own, or accompanied by reports, consultation documents and so on. No separate costing is available for the hand delivery service alone. The Department also runs its own mailing list for press releases for organisations such as welfare rights and charities. This is a postal service. The number of press releases issued from 1 May to 1 July was 52 and from 1 January to 1 March was 66.

[8813] Mr. Nigel Griffiths: [holding answer 17 July 1997]: The DTI does not bike press releases. Such information is distributed by the Central Office of Information's news distribution service, NDS. NDS's delivery mechanisms include a newswire service which supplies press release to the Parliamentary Online Information Service, POLIS, which can be accessed by all MPs and Lords, hand deliveries, fax and postal deliveries, online database and a widely accessed web site on the Internet. These mechanisms are used either singly or in combination to ensure the most cost effective methods are used to reach the relevant target audiences and to suit the nature of the documents--for instance, whether press releases are dispatched on their own, or accompanied by reports, consultation documents etc; no separate costing is available for the hand delivery service alone. The number of press releases that my Department put out through NDS for the period 1 May to 1 July was 115. For the period 1 January to 1 March there were 180 press releases issued through NDS. My Department and the COI keep a watching brief on new developments to ensure the most cost effective delivery mechanism are used at all times.

[8812] Mrs. Liddell: [holding answer 17 July 1997]: The Treasury uses various distribution methods for its press releases including fax, postal deliveries, and online databases. The Treasury does not bike press releases to Members of Parliament or individual groups. Press releases are distributed by post to hon. Members and other individual groups on request. Press releases are also issued to the Parliamentary Online Information Service which can be accessed by Members. Treasury news releases are widely accessed via our World Wide Web site on the Internet. The Treasury issued 34 press releases in the period from 1 May to 1 July 1997 and 22 press releases from 1 January to 1 July. As part of our distribution mechanism, the Central Office of Information send press releases to media organisations on our behalf to ensure that they receive releases promptly. The cost of biking releases to COI is £5.95 (excluding VAT). It is not possible for our service suppliers to provide a separate breakdown of the cost of delivering releases to the media. However, the Treasury reviews these services regularly to ensure that the most cost effective delivery mechanisms are used at all times.
