I am very pleased to tell my hon. Friend that we recognise the difficulty there. There was a loophole, but we are in the process of consultation about how to deal with that particular issue.

[holding answer 6 November 2012]: The date for implementation will depend on the details of the policy and the legislation. There are a number of options being considered on how precisely this measure will be implemented and we are discussing these with industry and consumer groups.
