We are concerned by the impact of the security situation in Mosul for all Iraqis living there, including religious minorities. Reports estimate that 500,000 people have left the Mosul area to escape violence caused when the Islamic State of Iraq and Levant (ISIL) attacked the city on 10 June. Many have sought refuge in the Kurdistan region of Iraq. A team from the Department for International Development arrived in Erbil on 13 June to assess the situation on the ground and co-ordinate with partners. We continue to monitor the situation closely.

We welcome the recent Christian Solidarity Worldwide (CSW) report. The promotion and protection of the right to freedom of religion is a priority for this Government and one on which we regularly engage with international partners. We recognise many of the concerns raised and discussed the report's findings with representatives from CSW and visiting Indonesian religious leaders at the Foreign and Commonwealth Office on 27 February.
Indonesia has a strong tradition of religious diversity and tolerance but there has been a rise in recent years of localised instances of inter- and intra-religious conflict and examples where the rights of religious minority groups, including Christians, have not been protected. The central Government and law enforcement have not always responded as firmly as expected and, at times, have been overruled at the local level. We remain concerned that some local bylaws abrogate the rights of women and religious minority groups.
We continue to closely monitor the situation and to engage at senior levels with the Government of Indonesia about our concerns. Our ambassador in Jakarta has discussed these issues with the Minister of Religious Affairs, Indonesian civil society and religious leaders. We have worked with local partners in Indonesia on engagement with religious leaders and police to improve rights of freedom of religion or belief. We also raise freedom of religion or belief concerns at the annual EU-Indonesia Human Rights Dialogue.
Furthermore, during the UN General Assembly week in September, Senior Minister of State, my noble Friend Baroness Warsi, brought together Ministers and senior officials, including the Foreign Minister of Indonesia, to discuss what more politicians could do to promote freedom of religion and fight religious intolerance within our societies.

Friend aware that persecution of Christians is also continuing unabated in Iran, with reports of Christians being lashed for drinking communion wine, having their homes raided and having Bibles confiscated? Is my right hon. Friend aware of the particular case of Maryam Naghash Zargaran, who last year received a sentence of four years of imprisonment on account of her Christian beliefs and whose health is now reported as deteriorating? Will my right hon. Friend take up her case with the Iranians?

I certainly will, and my hon. Friend correctly highlights the serious position of Christians, and indeed of other minorities, in Iran. It is important to remember that despite the very welcome unfreezing that is going on in some areas, in other areas little or nothing has changed, and that will very much be part of the negotiations as we move forward.

On Thursday 5 September, unconfirmed reports began to emerge of an attack on the regime-held town of Maaloula, in the Qalamoun hills some 35 miles north-east of Damascus. According to these reports, on the evening of Wednesday 4 September, the town was attacked by fighters from some extremist opposition factions—including the AQ-linked Jabhat al-Nusra (JAN), Ahrar al-Sham and Ahfad al-Rasul. These attacks were reportedly followed by regime shelling and air strikes. To date there have been no confirmed reports of civilians being killed or churches desecrated.
We regularly engage with the Syrian National Coalition and the Supreme Military Council and continue to encourage them to respect all minority rights. The National Coalition has committed to reaching out to minorities and has made clear that there will be a place for all Syrians, regardless of ethnicity or religious belief, in a future Syria. At the Friends of Syria meeting in Istanbul on 20 April, the National Coalition set out clear commitments on reaching out to minorities and to
guaranteeing the rights, interests and participation of all components of Syrian society. During the visit of Coalition President Al-Jarba on 5 September 2013, I emphasised that the coalition should continue to show their commitment to the safety of Christians, and other minorities.

The imprisonment by the Iranian authorities of these individuals for their beliefs is deplorable. Reports indicate that three of them were released on bail on 19 March and are currently awaiting trial. The plight of the remaining individuals is unclear. I have repeatedly and publicly expressed the UK's serious concern at the persecution of religious minorities in Iran, including the unjustified arrest and imprisonment of Christians. On 14 May, after formally receiving an interfaith letter on religious persecution in Iran, I issued a statement calling once again for Iran to end such persecution and release all those imprisoned on the basis of their faith.

The sentencing of Pastor Abedini and his continuing imprisonment on the basis of his religion are deplorable. In my answer of 25 February 2013, Official Report, column 331W, I urged the Iranian Government to release him and to cease the shocking persecution of individuals based on their faith. On 14 May, after formally receiving an interfaith letter on religious persecution in Iran, I issued a statement calling once again for Iran to end such persecution and release all those imprisoned on the basis of their faith.

We are extremely concerned by the rising sectarian tensions in Syria which the actions of the Assad regime are continuing to exacerbate. The regime's actions undermine the stability and security of Syria and thereby endanger all Syria's citizens, including Christians and other religious minorities. As for the Opposition the UK Special Representative to the Opposition, Jon Wilks, is in regular contact with the Syrian National Coalition to stress the need for them to respect fully and protect the rights of all communities, including ethnic and religious minorities. The Secretary of State for Foreign and Commonwealth Affairs has personally reinforced these messages to the National Coalition leadership, most recently in Amman on 20 May.
On 20 April the National Coalition published a compact with the international community and the Syrian people in which it confirmed the importance it places on: the inclusion of all Syrians; the rejection of terrorism and extremist groups; and efforts to develop a clear plan for transition. These important steps have enabled many countries to expand their assistance to the opposition. We will continue to raise these crucial issues with the National Coalition on a regular basis, and to emphasise the important that must be attached to them.

On 4 June the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague), raised his concerns about the verdict with a senior figure in the Egyptian presidency, and I issued a statement expressing our concern. We assess that the verdict signals an overly restrictive approach to how NGO employees are able to carry out their work. Civil society has a vital role to play in Egypt's transition. We continue to call on the authorities to create an environment which allows a vibrant civil society to flourish.
We continue to raise with the Egyptian authorities the importance of freedom of association as a vital part of a democratic society. Foreign Office Ministers have been clear throughout events in Egypt since the revolution that freedom of religious belief, and people's ability to worship in peace, must be protected. I discussed our concerns about the protection of minorities, including Christians and women with senior members of the Egypt Government when I visited Egypt in January and with the Egyptian Foreign Minister by telephone on 18 February. I issued a statement on 8 April to strongly condemn the violent clashes that occurred outside St
Mark's Coptic Cathedral in Cairo on 7 April, leaving at least one person dead and many others injured. We continue to raise these human rights issues frequently with the Egyptian authorities.
