Harry Cohen: To ask the Secretary of State for the Home Department how many children were sent to (a) prison and (b) young offender institutions in each of the last five years; how many children were (i) in prison and (ii) young offender institutions on the latest date for which figures are available; what representations he has received about children in prisons and young offender institutions; what his response has been; what plans he has to (A) reduce the number of children in prison and young offender institutions overall and (B) implement a policy where no children are held in prisons and young offender institutions; what arrangements he is considering to improve their (1) safety and well-being and (2) education of such children; and if he will make a statement. [169144] Paul Goggins: Children who are sent from court to Prison Service accommodation are--save in exceptional circumstances and on a case-by-case basis--placed within the Service's juvenile estate, as commissioned and purchased by the Youth Justice Board. Children who have been remanded in custody are received under the Prison Rules 1999, while sentenced children are received under the Young Offender Institution Rules 2000. In 2003, there were 4,918 children under sentence in Prison Service establishments in England and Wales. Figures for the preceding four years can be found in table 3.10 of the publication `Prison Statistics England and Wales', a copy of which is available in the House of Commons Library (total receptions cannot be calculated by adding together receptions in each category because there is double counting). On 30 November 2003, 485 remanded children and 1,769 sentenced children were held in Prison Service accommodation. The Home Secretary receives a variety of representations from a range of bodies and individuals on children in prison service accommodation. The Youth Justice Board has had responsibility, since April 2000, for commissioning and purchasing all secure accommodation for juveniles (those under 18) sentenced to custody, including Prison Service accommodation. The Board takes the view that custodial provision has an important place in the criminal justice system for young people, but believes that with the provision of robust and highly intensive new community sentencing alternatives, such as the Intensive Supervision and Surveillance Programme (ISSP), it is possible and desirable to reduce the use of custody and ensure that it is used only for those who clearly need it. The Board aims to reduce custody for children by 10 per cent. over the next three years. Custody for under 18s did fall by 11 per cent. between October 2002 and October 2003 and although there has been a recent increase, the Board does anticipate further reductions over time. The Youth Justice Board has no plans to discontinue the purchasing and commissioning of prison service accommodation. However, the Board has fulfilled the commitment made by the then Home Secretary in March 1999, to remove all girls aged under 17 from Prison Service accommodation. The Youth Justice Board and Prison Service are committed to improving the child protection and safeguards arrangements within the Prison Service juvenile estate. A comprehensive review of the arrangements in across the estate was undertaken during 2003 and a report launched in November. Its recommendations are currently under consideration. Every establishment has appointed a Child Protection Co-ordinator and has set up a Child Protection Committee with representation from the local Area Child Protection Committee, police and other relevant agencies. Anti-bullying strategies, and suicide and self- harm prevention policies have been put in place in all establishments in the estate. The Youth Justice Board's National Specification for Learning and Skills, introduced to the Prison Service juvenile estate in early 2002, focuses on improving numeracy and literacy; ensuring continuity of mainstream educational placements; reintegration into full-time education, training or employment; increasing employability through practical and vocational activities; and learning how to learn. Establishments provide a range of activities, including learning and skills, vocational training, work, physical education, enrichment activities, access to the library and offending behaviour programmes.

[86230] Beverley Hughes: As with all asylum applications, Iraqi cases are considered on their individual merits under the terms of the 1951 UN Convention, and in the light of up to date information from a wide variety of sources, including information from the Foreign and Commonwealth Office. We continue to monitor events in Iraq closely. We will keep under review our handling of asylum applications in light of any changes in country conditions. Information on how many Iraqis are awaiting determination of their asylum applications, and the length of time they have been outstanding, is only available by examination of individual case files at disproportionate cost. Published statistics on immigration detention are issued on a quarterly basis. Mr. Cohen: To ask the Secretary of State for the Home Department for what reason and by what amount Wandsworth prison's budget was cut last year; what other prisons received notification of budget cuts and what the amounts were in each case; and if he will make a statement on the budgetary control system for prisons. [152325] Mr. Boateng: Under the 1998 comprehensive settlement review (CSR) settlement, the Prison Service was required to make cash-releasing efficiency savings of £18 million, equivalent to one per cent., in 2000-01. Prison establishments were required to contribute efficiency savings towards this target, and their budget baselines adjusted accordingly. The table shows the amounts by which individual establishments' baselines were reduced. The 1998 CSR also provided an additional £226 million over three years for the Prison Service to manage population increases and provide purposeful regimes for prisoners designed to prevent their reoffending. This money was allocated to individual establishments for specific purposes related to this aim. It follows, therefore, that in some cases establishments will have experienced reductions in their baseline at the same time as they received additional CSR funding. The reductions in the baseline reflected required efficiency savings in performing existing functions, while the CSR allocations were to facilitate specific new work. The allocation of budgets and the efficiency savings required of individual establishments is designed to achieve the most equitable allocation of resources across the service in the context of tight financial constraints and the requirement to make efficiency savings. _________________________________________________________________________________________________. Mr. Cohen: To ask the Secretary of State for the Home Department if he will make a statement on the means by which the parents of Cheryl Simone Hartman were informed of her death in Holloway prison on 18 June. [129262] Mr. Boateng: I was very sorry to learn of the death of Cheryl Hartman at Holloway prison. Both I and Martin Narey, the Director General for the Prison Service, take deaths in custody very seriously indeed. I would like to pass my condolences on to Ms Hartman's family on behalf of myself and Martin Narey. I was disappointed to learn that Ms Hartman's family had been notified of her death by telephone. The Prison Service is aware of the need for sensitivity in notifying the next-of-kin about the death of a loved one in prison custody. Accordingly, such notification should normally be done by a prison governor and the chaplain or, where there are geographical constraints, by the police. There may be some exceptional occasions when contact by telephone is the most appropriate method of notification, but I would normally expect a personal call to be made. In this instance, I understand that the Duty Governor took the view that, to ensure that Ms Hartman's mother was notified quickly he should do so by telephone. In addition, he was also under the impression that the police would make personal contact, but in the event they did not. I understand that Martin Narey has written to the family to apologise for the Prison Service's handling of this matter. I would also like to take this opportunity to apologise to Ms Hartman's family for the way in which they were treated by the prison authorities.

Mr. Cohen: To ask the Secretary of State for the Home Department, pursuant to this answer of 26 February, Official Report, column 212, relating to the purchase of a prison ship, what assessment he has made of (a) the safety of its moorings, (b) security arrangements to avoid prisoners fleeing (i) by land and (ii) by sea and (c) problems faced by prisoners suffering ill health exacerbated by being on board ship; and what local representations he has received. [19112] Miss Widdecombe: Responsibility for this matter has been delegated to the Director General of the Prison Service, who has been asked to arrange for a reply to be given. Letter from A. J. Pearson to Mr. Harry Cohen, dated 12 March 1997: The Home Secretary has asked me, in the absence of the Director General from the office, to reply to your recent Question on the issues of safety, security and health associated with the purchase of a prison ship. As a purpose-built prison barge, the floating prison has no means of propulsion. It will be secured in accordance with the Queen's Harbourmaster's requirements. Before the ship is fully operational, safe systems of work will be ensured, complying with applicable health and safety legislation, and contingency plans will be in place to manage the range of operational and security problems which might confront any prison. To ensure security against attempts by prisoners to escape, all areas to which prisoners have access on the ship are securely barred. The intended immediate dock site is encircled by a security fence as is usual at all category C establishments. Senior Prison Service governors visited New York in December to view the vessel and confirm its suitability as a floating prison. Health care will be provided to prisoners on the floating prison as in any other prisons. The Prison Service's application for planning consent has been considered by Weymouth and Portland Borough Council and referred to the Secretary of State for the Environment for a decision. Weymouth Civic Society has voiced concerns, through Ian Bruce MP, on the visual and environmental impact of the floating prison. There have also been concerns expressed by members of the public.
