Our Plan for the High Street announced in Autumn Budget 2018 included a number of measures to address the number of empty shops on high streets. The Open Doors pilot tests a new way to address this challenge by matching landlords of empty commercial properties across England with community groups looking for space; whilst the pilot register for empty commercial properties will improve the transparency of ownership on the high street, making it easier to bring empty shops into use. Our Plan for the High Street also included commitments to cut business rates bills of small retailers by one third.
In the Spring Statement of March 2019, the government announced new and amended permitted development rights to support high streets making it easier to change the use of high street properties as well as extending temporary change of use to enable more community use of empty properties.

The Ministry for Housing, Communities and Local Government receives information relating to the vacancy rates in the UK from the Local Data Company. As of June 2019 the vacancy rate for Coventry was 15.2 per cent and in Great Britain was 11.7 per cent according to the Local Data Company. This information is not currently reported centrally and is not publicly available. For this reason, in Autumn Budget 2018, as part of Our Plan for the High Street, we committed to piloting a publicly available register of empty commercial properties in selected local authorities, to help improve transparency and make it easier to bring vacant properties back into use. We are currently working on the detail of the pilot and will make a further announcement in due course.

We recognise that shoplifting is not a victimless crime. It causes cost and disruption to businesses, as well as damage to communities and consumers. We encourage all victims, including shop workers, to report these crimes to the police so that they can be recorded and dealt with accordingly.
Out of Court Disposals are one important tool available in addressing shop theft – they allow the police to deal quickly and proportionately with low-level offending. Where an Out of Court Disposal is appropriate, we encourage the use of disposals which have a condition attached (be that rehabilitative, reparative, punitive or restrictive). This can achieve rapid compensation and/or divert vulnerable offenders with substance misuse or mental health issues into rehabilitative services to address the root causes of their offending behaviour.
We pay attention to trends and changes in the use of Out of Court Disposals on an ongoing basis.
