Does my right hon. Friend agree that the Supreme Court’s judgment will also have an unexpected side effect in that it will force the Scottish Government to concentrate on domestic policy for once?

To ask the Secretary of State for Levelling Up, Housing and Communities, whether shire counties, including Staffordshire, can receive devolved additional powers without an elected mayor; and if he will make an assessment of the potential merits of implementing other governance models to enable shire counties to exercise those powers.

May I remind my hon. Friend that devolved administrations need not only be the nations of the United Kingdom? They could also include the combined authorities, including the one in the west midlands.

Is it not the case that in developing countries, the brand “UK aid” is well known and helps to promote soft power? Does my right hon. Friend agree that we should not do anything to mitigate that?

Manufacturing accounts for 24% of the west midlands economy but, as others pointed out earlier, there are skills shortages.

Will the Chancellor therefore support any bid from the Mayor of the West Midlands for a devolution deal to take over responsibility for skills from the Department for Education?

Does my hon. Friend not agree that—to paraphrase President Kennedy —it is not so much what the Government can do to assist devolution deals, but what devolution deals can do for themselves through strong leadership following the election of effective Mayors?

A few days before the referendum, we heard that 5,000 jobs would be lost from HSBC. Surprisingly, only three days ago Mr Nigel Hinshelwood, who is the chief executive of HSBC, announced 1,200 new jobs and said that no jobs would be lost because of the supreme efficiency of the west midlands area. May I ask my right hon. Friend what further developments are happening with regard to the west midlands combined authority, which has the potential to promote even more employment during Brexit?

When I raised this issue before the general election, a previous Secretary of State for Wales said that I was wrong. Will the present Welsh Secretary say that if the Welsh people would like a Welsh Parliament, rather than a Welsh Assembly, they will be able to have one?

I thank my right hon. Friend for his answer. The northern powerhouse will help millions, but it is the west midlands that is the only region in the UK that has a trade balance surplus with China, and it is Greater Birmingham that has the fastest rate of private sector job creation in the UK since 2010. So will the Prime Minister now ensure, in the national interest, that the west midlands secures the best devolution deal possible?

Does my right hon. Friend agree that to reduce poverty in Scotland and indeed in the rest of the UK we need full employment? Would not the worse thing be to have an SNP Government in the United Kingdom with no understanding of fiscal responsibility, which would result in mass unemployment and mass poverty?

Returning to the point made by my hon. Friend the Member for Chesham and Amersham (Mrs. Gillan), does the Secretary of State not realise that damage will be done to tourism by allowing taxation on all vehicles that enter Wales? That is what will happen if the framework powers go ahead. Why are these actions being taken, given that there has been no proper consultation?
