I have strongly condemned the Democratic People’s Republic of Korea (DPRK)’s satellite launch of 7 February, which used ballistic missile technology in clear violation of a number of UN Security Council Resolutions. On 8 February I summoned the DPRK’s Ambassador to make clear the UK’s strong condemnation of the launch. In addition, I issued a Written Ministerial Statement to Parliament on 11 February, setting out the UK’s response to the satellite launch. The DPRK’s actions are a further threat to regional security and the stability of the Korean peninsula. It is clear that the DPRK continues to prioritise its nuclear and ballistic missile programmes over the welfare of its people.
The government has not received any representations on the Trident long-range missile system since 7 February 2016.

The UK nuclear deterrent has a vital role to play in the security challenges for the coming decade and beyond. It safeguards against state-sponsored nuclear terrorism; provides the ultimate insurance policy against potential Weapons of Mass Destruction threats from states to the UK and its vital interests including our NATO Allies, and helps to maintain the rules based international order.
As stated in paragraph 4.64 of the National Security Strategy and Strategic Defence and Security Review 2015, other states continue to have nuclear arsenals and there is a continuing risk of further proliferation of nuclear weapons. There is a risk that states might use their nuclear capability to threaten us, try to constrain our decision making in a crisis or sponsor nuclear terrorism. Recent changes in the international security context remind us that we cannot relax our guard. We cannot rule out further shifts, which would put us, or our NATO Allies, under grave threat.

This Government is committed to maintain a credible and effective continuous at-sea deterrent. The Government will take a final decision to replace the existing Vanguard class submarines subject to the Main Gate decision point, expected in 2016. As with all Government investment decisions, HM Treasury will scrutinise the Value for Money case carefully. The Trident Alternatives Review, published in July 2013, sets out the expected costs of a like-for-like replacement as well as those for alternative delivery systems and postures.

The expected £42 million reduction in cost results from changes to the way the Department pays for the Barrow facility improvements. The payment changes reflect a move from overhead recovery from BAE Systems to direct funding by the Ministry of Defence, and an associated reduction in the company's profit to reflect the reduced level of commercial risk.
Much of the plant and equipment within the new assembly shop will require upgrading and refurbishing from the existing stock to support the Successor submarine build programme. This includes presses, rotators and specialist welding equipment; the testing of this equipment will use steel from which test-pieces and prototypes will be manufactured.
The 2014 Update to Parliament explained that £261 million of funding has been re-profiled into the Assessment Phase. Of this, £206 million is to support Barrow infrastructure. The remaining £55 million is the £55 million referred to in the Long Lead Items section of the 2014 update.

As a recognised Nuclear Weapons State under the nuclear Non-Proliferation Treaty (NPT), the UK is not obliged to seek an independent authority to verify the reduction in the number of operational missiles and nuclear warheads.
Non-operational Trident missiles are stored in accordance with agreed procedures. The 2010 Strategic Defence and Security Review revision of the number of operational missiles did not change the UK entitlement to Trident missiles, which are supplied from a common pool in the US under a Government to Government arrangement.
Once processed, the fissile material from dismantled warheads is returned to the Ministry of Defence nuclear material stockpile.
As a recognised Nuclear Weapons State under the NPT, the UK is not obliged to place this material under international safeguards.

None. The BAE Systems shipyard at Barrow-in-Furness is the only facility in the UK that can build nuclear submarines, and the Government's policy remains as set out in the Strategic Defence and Security Review 2010, that we will maintain a continuous submarine-based deterrent and will begin the work of replacing the Vanguard class submarines. The Ministry of Defence is therefore continuing work on the assessment phase of the Successor submarine programme, to inform a Main Gate decision in 2016. In order to help the Liberal Democrats consider the case for alternatives, the Cabinet Office is leading a review into whether there are alternative systems and postures that could maintain a credible deterrent. That review is being overseen by the Chief Secretary to the Treasury, the right hon. Member for Inverness, Nairn, Badenoch and Strathspey (Danny Alexander).

The role of the Integrated Programme Management Team (IPMT) is to manage the delivery of the Successor submarine programme. It comprises 29 personnel from the Ministry of Defence, 18 from BAE Systems Maritime—Submarines, eight from Babcock Marine and nine from Rolls-Royce. I am withholding the names of the individual members of the IPMT as this is personal data that cannot be released.
The Integrated Master Schedule (IMS) is the consolidated plan linking all the activities required to deliver the Successor submarine programme. It is maintained on a continuous basis. I am withholding publication of the IMS as its disclosure would prejudice national security and commercial interests, and because it relates to the formulation of Government policy.

I refer the hon. Member to the answer I gave on 19 November 2012, Official Report, column 239W, in which I stated that there are approximately 1,100 BAE Systems and 100 Babcock Marine personnel employed on the Successor submarine programme. Work on the Successor programme is also sustaining around 600 jobs at Rolls-Royce.
Information on personnel employed elsewhere is not held in the format requested and I would refer the hon. Member to the answer I gave on 19 November 2012, Official Report, column 235W, in which I stated that there are approximately 130 Ministry of Defence personnel employed solely on the Successor submarine programme.
