Dr. Fox: To ask the Secretary of State for Health what radiological protection, with specific reference to protective coverings, is required when using new scanners; and whether the cost of protective items is covered by the funds set aside for extra CT and MRI scanners. [84015] Ms Blears: The following regulations, standards and guidelines are designed to ensure that all aspects of safety, including radiation protection issues, are addressed whenever diagnostic medical equipment is installed in the United Kingdom. For general safety issues, all equipment must be CE-marked in accordance with the requirements of the Medical Devices Regulations, 2002, S.I. 2002, no. 618, which are derived from the Medical Devices Directive, 93/42/EEC. In addition medical electrical equipment should meet the British and European standards, such as the General Requirements for Safety, BSEN 60601. The Ionising Radiations Regulations 1999 (IRR99) provide radiation protection to workers and the public and are enforced by the Health and Safety Executive. Department of Health regulations concerning radiation protection for patients are the Ionising Radiation (Medical Exposure) Regulations 2000 [IR(ME)R 2000]. To ensure that imaging equipment is installed in suitable accommodation, NHS Estates publish guidelines that describe issue that should be considered. References to the relevant publications are provided below. Consultations regarding the allocation of extra computed tomography and magnetic resonance imaging scanners are under way with strategic health authorities and local healthcare commissioners. These discussions will ensure that adequate funding is in place to allow the safe installation of all new equipment. Dr. Fox: To ask the Secretary of State for Health, what the recommended thresholds for (a) providing child protection services, (b) instigating child protection inquiries and (c) convening initial child protection conferences are. [78041] Jacqui Smith: Where a child is suspected to be suffering, or likely to suffer significant harm, local authority social services departments are required by section 47 of the Children Act 1989 to make enquiries, to enable the local authority to decide whether it should take any action to safeguard or promote the child's welfare. Where, following the outcome of section 47 enquiries, the agencies most involved judge that a child may continue to suffer, or to be at risk of suffering significant harm, the social services department should convene an initial child protection conference. The aim of the conference is to enable those professionals most involved with the child and family to assess all relevant information; to make judgements about the likelihood of a child suffering significant harm in future; and to decide what future action is needed to safeguard the child and promote his or her welfare, how that action will be taken forward, and with what intended outcomes. If a decision is taken that the child is at continuing risk of significant harm, his or her name will be placed on the child protection register, and it will therefore be the case that safeguarding the child requires inter-agency help and intervention delivered through a formal child protection plan. It is also the role of the conference to formulate the outline child protection plan, in as much detail as possible. A child's name may not be placed on the register, but he or she may nonetheless be in need of help to promote his or her health or development. In these circumstances, the conference should ensure that arrangements are in place to consider with the family, what further help and support might be offered.

Dr. Fox: To ask the Secretary of State for Health to what use child protection registers are put; and how he expects this to change in the next three years. [78038] Jacqui Smith: A central child protection register should be maintained in each area covered by a social services department. The register should list all the children resident in the area (including those who have been placed there by another local authority or agency) who are considered to be at continuing risk of significant harm, and for whom there is a child protection plan. The principal purpose of the register is to make agencies and professionals aware of those children who are judged to be at continuing risk of significant harm and in need of active safeguarding. The Joint Chief Inspectors' report "Safeguarding Children", published on 14 October 2002, contains a recommendation that the Department should review the purpose of child protection registers and issue guidance to local authorities. The Government have welcomed the publication of this report. The Government recognise that there is still more to be done to ensure that the highest standards of child protection are applied in every case. That is why it commissioned the Joint Chief Inspectors' report. It is also why my right hon. Friends, the Secretary of State for Health and the Home Secretary set up the statutory inquiry, chaired by Lord Laming, into the circumstances leading up to, and surrounding, the death of Victoria Climbie. The Government look forward to receiving Lord Laming's report later this year. It will respond in full to both reports after it has had the opportunity to consider them fully.

Dr Fox: To ask the Secretary of State for Health how the Government intends to ensure that the safeguarding of vulnerable children takes place at a primary care level and that GPs participate to an extent which does not impinge upon them carrying out other clinical duties. [78021] Jacqui Smith: From April 2002, responsibility for securing the provision of the health contribution to child protection services began to be devolved to primary care trusts (PCTs). The particular roles and responsibilities of health professionals for child protection are set out in the Government's core inter-agency child protection guidance Working Together to Safeguard Children. Although this is a new role for PCTs, they are not expected to assume this responsibility without support. Child protection will form a key competency task within the national primary and care trust development programme currently being developed. The exercise of responsibility for child protection involves more than the specific clinical service; it necessitates PCTs exercising a public health responsibility for a whole population. It will require good partnership working with all stakeholders, in particular councils with social services responsibilities. Guidance on specific action required was issued to all chief executives of PCTs in January this year. This will be followed next year by supplementary child protection guidance for health professionals. In addition, the national primary and care trust development programme team are currently running child protection seminars for PCT directors with responsibility for children.
