My hon. Friend the Minister is right that persistent truancy is a major problem, but there is also the problem of peer pressure on younger people to stay away from school, which leads to drink and drug problems and petty crime. What can we do to ensure that local education authorities across the country have the right funding and do not cut back on truancy and welfare officers? Giving them powers to act is important.

It is very important. Through the national strategies and other schemes, we are concentrating on behaviour, truancy, peer mentoring, bullying and all the things that may impact on truancy. My hon. Friend is right that we should emphasise persistent absence because about 2 per cent. of pupils are responsible for over half of those unauthorised absences that we talked about earlier. Therefore, it is important that we focus on them. We have done that through concentrating on 400 schools with the most problematic records, with considerable success: there was a 20 per cent. reduction last year in persistent absentees from those schools.

The number of pupils absent with the average number of half days missed for each of these pupils due to unauthorised absence in Lancashire local authority is given in the following table.
Data is not yet available on the number of times any one individual is absent. Pupil level absence data were collected for the first time via the School Census in January and will be published in March 2007.Unauthorised absence is absence without leave from a teacher or other authorised representative of the school. This includes all unexplained or unjustified absences, such as lateness, holidays during term time not authorised by the school, absence where reason is not yet established and truancy.

Education welfare officers help to identify the causes of poor attendance, such as bullying where that is a factor, and work with both schools and families to resolve attendance issues, arranging home visits where necessary.In addition education welfare officers in Lancashire participate in regular truancy sweeps organised by the local authority and police.

I refer my hon. Friend to the replies given on 2 November 2005, Official Report, column 1216W to a question from the hon. Member for Romford (Andrew Rosindell) and on 9 November 2005, Official Report, column 623W to a question from the hon. Members for Buckingham (John Bercow) and Romford.In September 2005, I announced a drive against ‘serial truants' in 146 secondary schools which account for one in five of all instances of unauthorised authorised absence across the country. This drive will provide an intensive package of support and challenge to truants and their families. We have now extended this drive to cover 200 secondary schools and an estimated 13,000 pupils.Key workers in the 200 schools and their local authorities will draw up an individual action plan and work with each truant to improve their school attendance. Where appropriate, truants and their families will be given co-ordinated support from children's services to tackle wider issues such as drugs, mental health or parenting skills that might be contributing to their truancy. Key workers will also consider referring parents of the most persistent truants onto the ‘Fast Track to Attendance' scheme and, unless the youngster's attendance improves over a 12 week period, the parents will face a penalty notice or prosecution.

Mr. Hoyle: To ask the Secretary of State for Education and Skills if he will make a statement on his plans to provide more powers to
welfare officers to curb truancy in schools. [99658]
Mr. Ivan Lewis: The forthcoming Anti-Social Behaviour Bill will formally enable education welfare officers to ask parents who fail
to secure their child's regular attendance at school to sign a parenting contract. This will mean agreeing to co-operate with
support arranged by the local authority (typically a parenting course) and taking specified action to improve their child's
attendance. Refusal to sign or breach of contract may result in a fixed penalty notice or prosecution.
The Bill will also enable education welfare officers to issue fixed penalty notices to parents who condone or ignore truancy.
Failure to pay the penalty will result in prosecution.
These new powers will complement existing measures for tackling truancy, including `fast-track' prosecutions and truancy sweeps.

Mr. Hoyle: To ask the Secretary of State for Education and Skills what measures he is taking to reduce the number of children
failing to attend school; and what discussions he has had with officials and Ministers in the Home Office regarding truancy from
schools. [92013]
Mr. Ivan Lewis: On 12 December 2002, my right hon. Friend, the Secretary of State for Education and Skills, set out his strategy to
improve behaviour and attendance in all schools. In doing so, he underlined our commitment to the Public Service Agreement: by 2004,
to reduce truancies by 10 per cent. compared to 2002, to sustain the new lower level, and improve overall attendance levels
thereafter. To achieve this objective, we have introduced a range of initiatives, such as the co-ordination of national truancy
sweeps, funding for electronic registration systems, the development of guidance for more effective prosecutions and a sustained
publicity campaign aimed at parents and pupils. In addition, we are proposing a new package of support and sanctions, such as
behaviour and attendance training and audits available to all secondary schools from September, fixed penalty notices for parents of
persistent truants and the introduction of parenting contracts.
Ministers and officials in this Department and the Home Office are in regular contact on truancy issues, for example through the
Government's Street Crime Initiative and in developing measures for the proposed Anti-Social Behaviour Bill.
