Mr. Ingram: It is too early to know what caused the fatal accident on Salisbury Plain, but a full investigation has begun. Clearly
all our thoughts are with the families and friends of the two soldiers who died in the accident.

Dr. Moonie: A review of the UK combat support vehicle requirement is currently taking place. It will not be possible to finalise the
number of multi-role armoured vehicles required until this review has reported in late 2002.
The memorandum of understanding that governs the collaborative programme does not commit any of the three nations to production and
makes no reference to specific production quantities. The issue of compensation payments does not arise.

Mr. Hoon: Work by the nations of the Western European Armaments Group to examine the possible creation of a European Armaments
Agency is making steady progress, with the aim of providing advice to national defence Ministers on its principles of operation this
autumn. I am placing a copy of the "Masterplan for the European Armaments Agency" dated 17 November 1998 in the Library of the
House. Revisions to the Masterplan which take into account developments since its original publication, including to its timetable
of activities, are under discussion by the Group's officials.

Components for the L15 round are manufactured by RO Defence, at its sites in Birtley, Bridgwater, Bishopton, Blackburn and Glascoed.
The final assembly of the L15 round takes place at Glascoed, Gwent.
The M107, a cheaper training projectile, is no longer procured for use by the British Army. The last batch of M107 was received in
July 1999 and was procured through NAMSA from the Italian contractor, Simmel, by competitive tender. We have no knowledge of where
the components were manufactured and assembled, which really is a matter for the contractor. Approximately 1,100 M107 projectiles
remain and will be consumed at training during this year.

Mr. Key: To ask the Secretary of State for Defence what budget his Department has for e-business projects. [132178]
Dr. Moonie: [holding answer 23 October 2000]: The Ministry of Defence (MOD) does not have a separately identified budget for
e-business projects. Exploitation of new electronic means of doing business--which might also be labelled as e-commerce,
e-Government, or responding to the information age--is taking place across the range of MOD activities. The budget for any given
project therefore normally forms part of the wider budget for the individual MOD management area that is responsible for its
delivery. Nevertheless, there are a number of MOD projects of this type that are of sufficient size and importance for their
individual budgets to be readably identifiable. These include the following:
Defence Electronic Commerce Service (DECS) The Defence Logistics Organisation is developing DECS, a new electronic procurement
system that will include on-line catalogues of products and automatic transaction facilities. DECS will provide the MOD with a
single view of the Services' procurement needs and transactions, allow communication across a variety of technologies and
departments, and speed up purchasing. The current provision for the DECS project is £45 million over 10 years.
Modernising Government Delivery The Defence Procurement Agency is developing shared data environments with industrial partners on
major equipment programmes and investing in web-based publishing and information exchange in business areas that communicate with
industry and the general public. The current provision for this project is £10.5 million over five years.
On-line weather services and UK Hydrographic Office Information Services The UK Meteorological Office and the UK Hydrographic Office
provide specialist services on-line to industry and the general public. The UK Meteorological Office provides on-line weather
forecasts and Severe Weather Warnings and can accept payment electronically. It is also developing mobile Internet and digital TV
services. The overall cost of this programme is £2.5 million for this financial year. The UK Hydrographic Office is developing an
on-line service for customers to request and pay for hydrographic information. The estimated cost of this programme is £7.5 million
over five years.
Electronic Purchasing Service The Defence Evaluation and Research Agency is implementing an electronic central inquiry service,
information request service, and electronic purchasing to serve Government Departments, industry and the general public. The
estimated start-up cost of this programme is £7.8 million. In addition, the MOD remains committed to using the best available
electronic technologies to improve our operational capabilities and enhance the effectiveness of the UK Armed Forces. Further
information on MOD IT projects delivering business support and front-line military capability is available in my letter to the hon.
Member for Hereford (Mr. Keetch), dated 25 January 2000, a copy of which is in the Library of the House. In concert with other
Government Departments, the MOD is producing a Departmental e-business strategy that will outline how we intend to achieve the
Government's electronic service delivery targets. This document is expected to be published later this year and will be updated
regularly.

Mr. Hoon: This is a matter for the Chief Executive of the Defence Procurement Agency. I have asked the Chief Executive to write to
the hon. Member.
Letter from Robert to Walmsley to Mr. Robert Key, dated 23 October 2000:
I am replying to your question to the Secretary of State for Defence about the BOWMAN communication system. This matter falls within
my area of responsibility as Chief of Defence Procurement and Chief Executive of the Defence Procurement Agency.
Depending on the outcome of the competition, we expect to award the BOWMAN production contract during late summer 2001.
We are seeking to maintain the current planned in-service date of late 03/early 04, but until the outcome of the competition is
know, it is not possible to give a firm date. We remain confident that competition offers the best route to meeting the requirement
within an acceptable time-scale. To date, this has been validated by the vigorous competition currently being conducted between
potential Prime Contractors.
For the purposes of the new competition, and based on work to date, we have set industry a budget for the procurement of BOWMAN at
£1.7 billion. (Vat inc) This figure excludes sunk costs, long term support and Government Funded Material.

Mr. Key: To ask the Secretary of State for Defence which UK military assets are equipped with Link 16/JTIDS terminals. [132180]
Dr. Moonie: Link 16/JTIDS terminals are currently fitted to the Tornado F3 and Sentry E3 aircraft and also to the UK Air Defence
Ground Environment. Terminals were also fitted to a number of VC10 and Tristar Tanker aircraft in 1999 to meet an Urgent Operational
Requirement in Kosovo.
We are planning to fit Link 16 terminals to a number of other Air, Naval and Army platforms, the primary ones being Sea Harrier FA2
aircraft, Sea King AEW Mk7 helicopter, Aircraft Carriers, Type 42 Destroyers, Type 45 Destroyers and Air Defence equipment. This
will make a significant contribution to situational awareness for platform commanders. Other potential applications are also being
studied.

Dr. Moonie: Over the three successive annual planning rounds since the inception of the Smart Procurement Initiative, we have
identified costing reductions attributable to Smart Procurement which total £2 billion over the 10-year period 1998 to 2008. We
expect to improve on this in current and future planning rounds.

Dr. Moonie: The Ministry of Defence is currently conducting research into through wall imaging technology and techniques within both
the Corporate and the Applied Research Programmes. In financial year 2000-01 this will amount to £370,000 in total. Work is planned
to continue in this area.

Letter from Robert Walmsley to Mr. Robert Key, dated 13 July 2000:
I am replying to your questions to the Secretary of State for Defence about the BOWMAN communication project. This matter falls
within my area of responsibility as Chief of Defence Procurement and Chief Executive of the Defence Procurement Agency.
The personal role radio (PRR) is a short range radio designed to facilitate communications within sections and other small military
teams. The PRR will be required to work with existing Clansman and BOWMAN man portable radios which will enable section commanders
to pass information from the platoon net to the section and vice versa. The PRR is currently being procured through competition. It
is therefore not possible now to give a definitive cost figure, but it is expected that the whole life cost will be in the order of
£40M.
The original budget for the procurement of the BOWMAN system was £1.9Bn at 1993/94 economic conditions. Allowing for inflation this
equates to the current budget for the procurement of BOWMAN, as currently constituted, of £2.2Bn at 1999/00 economic conditions.
ACSL is currently the preferred source for the supply of BOWMAN. Study contracts were placed earlier this year with Computing
Devices Canada and Thomson CSP to ascertain whether alternatives to the current ACSL solution for BOWMAN might be available to
compete for the requirement. These studies have reported and are being evaluated. We expect a decision on the way ahead for the
BOWMAN project later this Summer.
I can confirm that staff requirement (L) 4083 vehicle integrated communications and information system continues to form part of the
BOWMAN requirement.

Mr. Key: To ask the Secretary of State for Defence if he will acquire GPS tail kits for all RAF iron bombs. [129080]
Mr. Spellar: On current plans, we aim to introduce an all-weather precision bombing capability in 2006. The Kosovo campaign
confirmed the need to improve our capability in this area and we are examining the scope for advancing this date alongside other
high priorities.
Various technological solutions are available that could provide autonomous guidance for a weapon which meets this requirement,
including the use of Global Positional System (GPS) technology.
There is not considered to be a requirement to acquire all-weather guidance for all our bombs. Laser guided bombs such as Paveway 2
and 3 remain highly cost effective weapons in the majority of weather conditions.

Letter from Robert Walmsley to Mr. Robert Key, dated 19 June 2000:
I am replying to your questions to the Secretary of State for Defence on the collaborative TRACER/FSCS and the US FCS programmes.
These matters fall within my area of responsibility as Chief of Defence Procurement and Chief Executive of the Defence Procurement
Agency.
On the future of the TRACER/FSCS collaborative programme, I can confirm that the United Kingdom requirement for a replacement
armoured reconnaissance vehicle to form part of the UK's overall battlefield reconnaissance and surveillance capability remains
extant. The current phase of the programme is of 42 months duration and is scheduled for completion in July 02. The programme is
proceeding to schedule and both participating Governments are pleased with progress to date. In parallel, studies are being
conducted to examine the potential use of unmanned air vehicles. The outcome of these studies will be used to inform the UK decision
on the optimum mix of platforms, technology and sensors and the role that TRACER would play in the Army's future battlefield
information gathering system. Any decision to proceed to the next project phase will be the subject of future national approvals.
A feature of defence procurement is the need to accommodate new, sophisticated systems within the resources expected to be
available. Competing demands on available resources inevitably lead to priorities being kept under review. The current budgetary
review process in the US, which could have implications for the TRACER programme, is being closely monitored. We are in regular
contact with the US DoD on this and their FCS programme. It would be premature at this stage to speculate on the prospect of UK
involvement in the FCS programme.

Mr. Spellar: [holding answer 13 June 2000]: Public Private Partnerships comprise a range of close relationships between the public
and private sectors including Private Finance Initiatives (PFI) and Smart Procurement. PFI solutions are being explored for a number
of services in direct support of operations (e.g. Heavy Equipment Transporter, Future Strategic Tanker Aircraft) where we judge this
may offer best value for money without detriment to operational effectiveness.
