Fingerprints records are currently retained indefinitely on IDENT1 (the national fingerprint database) for persons arrested for a recordable offence, whether or not subject to a conviction or acquittal or no further action. Proposals on future retention policy are set out in the public consultation paper 'Keeping the right people on the DNA Database' published on 7 May 2009.

The Vetting and Barring Scheme programme, which includes establishment of the Independent Safeguarding Authority is being delivered in phases. The programme is currently in its third phase and a privacy impact assessment is scheduled to be completed with the full support and contribution of the Information Commissioners Office during the remaining three phases of the programme. Some aspects of the privacy impact assessment have been captured in the first round of business impact assessments and the Information Commissioner's Office is aware of this progress.

The ISA manages a number of databases. Only ISA staff will have direct access to the databases and information will be shared with partner organisations and individuals in accordance with the provisions of the Safeguarding Vulnerable Groups Act 2006. Of course, any employer with legitimate reason will be able to check if an individual is registered with the scheme.

Records relating to individuals will be retained in accordance with the ISA's data retention policy. The ISA is aware of its responsibilities under the Data Protection Act and ensures that information is retained and reviewed in accordance with the legislation. The data retention policy is being developed and will be discussed with the Information Commissioner. It will be finalised in line with the ISA assuming its full statutory responsibilities in July 2010.This policy will set the specific timelines for ISA data retention which will depend upon the nature of the record and the purpose for which it is being retained.

Much of the information held by the Independent Safeguarding Authority is obtained from the security accredited Police National computer (PNC). Information added to the PNC undergoes a series of checks to ensure accuracy The ISA will therefore accept such information as accurate and will not carry out further checks. However a range of technical and non-technical controls are employed to ensure the security and non-contamination of these records. Information obtained from other sources (such as employers) is subjected to strict accuracy and integrity checks.

The Department for Children, Schools and Families is responsible for (i) the National Pupil Database, (ii) ContactPoint, (iii) the Common Assessment Framework and eCAF, and (iv) the Integrated Children's System.The YJB, DCSF and MOJ jointly sponsor Wiring Up Youth Justice (v), which is a programme, not a system for holding data. The Youth Offender Information System (vi), RAISE (vii), and the Universal Monitoring and Evaluation Information System (viii), are commercially supplied, local authority based systems, which the YJB monitors and has some limited influence on. The Youth Justice Board, an executive agency jointly sponsored by the Department for Children, Schools and Families and the Ministry of Justice, is responsible for the ASSET Young Offender Assessment Profile (xi) and Onset (x), which are national assessment tools, and not electronic systems for holding data.I am able to provide the following information.National Pupil DatabaseAs an indication of the number of records in The National Pupil Database, there were around 7.3 million full-time equivalent pupils in state funded primary, secondary and special schools in 2008.The National Pupil Database is a longitudinal database linking pupil and student characteristics to school and college learning aims and attainment information for all children in maintained schools in England since 2002. The National Pupil Database also holds individual-pupil level attainment data for pupils in non-maintained and independent schools who partake in the tests or examinations.The National Pupil Database holds pupil and school characteristics such as age, gender, ethnicity, attendance and exclusions (sourced from the School Census) for maintained schools only, matched to pupil-level attainment data (Foundation Stage Profile, Key Stage assessments and external examinations) collected from schools and local authorities by the Department, the National Assessment Agency and awarding bodies. The number of data items included for each pupil will depend on where they are in the education cycle and on which tests and examinations they have taken.ContactPointIn March 2009 there were 12.4 million records on ContactPoint with a further 445 thousand records in the archive. ContactPoint has a number of data fields which contain information supplied by each data source. Some fields can hold multiple entries, for example where two addresses are known. Some fields hold information calculated by the system rather than supplied by data sources and some are considered metadata, such as verification levels and the date last updated.eCAFThe national eCAF system is currently under development and not yet at the stage where (a) the number of records or (b) the number of data fields that will be held in the system can be defined.The Integrated Children's SystemThe Integrated Children's System is a set of requirements that guide local authorities in implementing their local children's social care case management systems. Each local authority is separately responsible for its own IT systems and case records, and information on these is not held centrally.Wiring Up Youth Justice programmeThe Wiring Up Youth Justice programme (WuYJ) is a business change programme of projects that improves the ability of YOTs, the YJB and the secure estate to electronically access and exchange information that is already held in existing case management systems. As such, it is not a system where data is stored. However, WuYJ is developing the Youth Justice Management Information System, which from 2009/10 will store limited data extracted by YOTs from UMIS, YOIS and Raise. It is replacing the Themis system which previously carried out this function.The Youth Offending Information SystemThe Youth Offending Information System (YOIS) is a case management system developed and marketed by CACI (formerly Social Software Ltd), and made available to local authorities to purchase on behalf of their youth offending teams. Over one hundred local authorities have purchased licences to use this system.RAISEThe RAISE system (also known as Careworks YOT) is a case management system developed and marketed by Careworks Ltd. and made available to local authorities to purchase on behalf of their youth offending teams. Over 40 local authorities have purchased licences to use this system.Universal Monitoring and Evaluation Information System (UMIS)UMIS is an advanced information management system developed and marketed by CACI (formerly Social Software Ltd.) for use by all services involved in the field of prevention. It records the whole intervention process from observations and concerns, through to referral, assessment, panel, intervention and evaluation, providing an overview of the work undertaken with the child, young person or family so this can be evaluated on an ongoing basis and help point to how better outcomes can be achieved in the future.AssetResearch commissioned by the Youth Justice Board has established the main risk factors that lead to youth offending and also the protective factors that can prevent it. Asset provides a common, structured framework for assessment of all young people involved in the criminal justice system. It is a standard national assessment tool of the factors contributing to a young person's offending. Asset details are recorded on YOIS or RAISE. Asset is a national assessment tool, not a system.OnsetThe Onset referral and assessment framework was designed by the Centre for Criminological Research, University of Oxford for the YJB and was piloted by the 13 pilot youth inclusion and support panels.Onset promotes the Youth Justice Board's prevention strategy by helping to identify risk factors to be reduced and protective factors to be enhanced. It also provides information which might be helpful in selecting appropriate interventions for those identified as needing early intervention.When collated, the information on Onset can be used for monitoring, as well as targeting specific sub-groups where applicable, or providing progress data to steering groups. The new prevention counting rules require all Youth Justice Board-funded prevention programmes to use Onset as the basis for their referral and assessment mechanisms. Onset details are recorded on UMIS and RAISE. Onset is a national assessment tool, not a system.More detailed information about these systems is not held centrally and it would far exceed the cost threshold to collect and collate it.

The information is as follows:(i) Police National Computer (PNC)The Police National Computer (PNC) is a critical national service which the Police Service and many others in the Criminal Justice System rely on in order to perform their jobs effectively and safely.The PNC contains records from a number of separate information databases. The information records stored on the PNC are as follows:"Vehicles—these records are made up of the key data items held by the Driver and Vehicle Licensing Agency (DVLA) that describe the vehicle and its registered keeper. This information, supplemented by any police reports relating to vehicles of interest to the police, is primarily used for roads policing purposes.""Drivers Licences—these records are made up of the key data items from DVLA and record driver entitlement. Their use is confined to roads policing. The system was constructed to enable enquiries to be carried out efficiently and save members of the public from having to present their documents at police stations, reducing inconvenience and saving police time.""Property—these records are constructed by the police and describe stolen, lost and found items of property that are uniquely identifiable by a (serial) number.""Crimelink—these records are constructed by the police and relate to serious unsolved crimes, where the perpetrator has yet to be identified.""National Firearms Certificate Holders—these are records pertaining to the management of firearm licences. They hold details of members of the public who legally own firearms, renew firearms licences, have been refused a licence or had one revoked. The Dunblane tragedy was a key driver for developing the system.""Names—these records are created when individuals are arrested. They record any charges and the subsequent disposal. All recordable convictions are held on the PNC. In England and Wales, records are retained in accordance with ACPO's Criminal Records Office PNC Data Retention Guidelines (publicly available via the ACRO website). In essence all records are retained until the individual is ""100 years of age. Records from Scotland are retained in accordance with their legislation and records on the PNC are deleted in the same timeframe as that of Scotland's Criminal History System (CHS)."The table shows the number of records held on the PNC, broken down by the various information databases, as at 13 November 2008. These figures are not mutually exclusive; for example, the same record may be included in more than one database.
The current number of data fields available for each type of record is as stated in the following table.
While this illustrates the data fields available they will not all be completed for every record.Where fields are sub-divided, for example a post code may be entered in two parts, or where multiple entries can occur, for example up to 999 addresses may be entered on a person's record, this has been counted as one data field.(ii) Impact Nominal Index (INI)The INI is a system used by all police forces in the United Kingdom and other joint operating authorities such as the Serious Organised Crime Agency and Child Exploitation and Online Protection centre. It provides summary level information of people who have passed through one of six business areas of the police forces. These business areas are: crime, custody, child protection, domestic violence, firearms licensing (revoked and refused) and intelligence.The system is part of the response to Sir Michael Bichard's inquiry into the Soham murders, seeking to provide a national information sharing capability to prevent criminals escaping detection simply by crossing force boundaries.As at 19 March 2009 there were 69,246,299 records on the INI.Each INI record contains 15 data fields, which include eight fields for the basic nominal data such as surname, forenames, PNC ID, date of birth, age and gender.The remaining fields contain reference information pertaining to the origin of the data such as the details of the police force/organisation, reference ID, business area and number of records held.(iii) Police National Database (PND)The PND has not yet been built and therefore does not contain any records or data fields.(iv) National DNA DatabaseThe National DNA Database (NDNAD) plays a key role in catching criminals, eliminating the innocent from investigations and focusing the direction of inquiries. It is also one of the few long-term investigation tools, sometimes identifying criminals many years after they believe they have escaped detection. The purpose of the NDNAD is to match DNA profiles left at crime scenes with DNA profiles from known subjects and thereby provide the police with a lead for further investigation.As at 30 March 2009 there were 5,614,411 subject profile records retained on the National DNA Database (NDNAD) from all police forces, relating to approximately 4,856,466 individuals. Of these, 5,258,779 were from English and Welsh police forces, relating to approximately 4,548,844 individuals. In addition, as at 31 December 2008 there were 343,657 crime scene profiles retained on the NDNAD, of which 329,482 were from English and Welsh police forces.The reason why the number of subject profile records is not the same as the number of individuals is that it is possible for a profile to be loaded onto the NDNAD on more than one occasion; that is, some profiles held on the NDNAD are replicates. This can occur, for example, if the person provided different names or different versions of their name on separate arrests, or because profiles are upgraded.All NDNAD records have the same structure consisting of 36 data fields. However, some of these fields are only relevant to subject profiles, and some are only relevant to crime scene profiles. Therefore, no record will have all data fields completed.(v) National Fingerprint Database (IDENT.1)IDENT1, the national fingerprint database, is central to police investigation, crime detection and public safety. It gives the ability to establish the identity of arrestees and link a presence at a crime scene with a verified identity quickly and, where necessary, to a forensic standard.As at the end of February 2009, the IDENT1 (National Fingerprint Database) Unified Collection of Print Sets contained the verified identities of 7.8 million individuals, with which were associated 16.9 million sets of ten-prints and 6.7 million palm prints. The Unified Collection of Unresolved Crime Scene Marks contained 1.78 million finger marks and 115,000 palm marks. There were also 4,600 marks in the Serious Crime Collection.In addition to the fields representing the biometric data above, there are five fields relating to the biographic data associated with each person: first name, surname, date of birth, gender and appearance.(vi) National ANPR Data Centre (NADC)Automatic Number Plate Recognition (ANPR) technology allows vehicle registration marks to be "read" by cameras and for the details to be compared against identified database records.ANPR data itself involves a number of different components. These are:"The overview image, which shows a picture of those parts of vehicle captured by camera while photographing the number plate.""The plate patch, which extracts and isolates the picture of the number plate from the overview image.""The ANPR interpretation (Read) which shows how the ANPR programme has read the number plate.""Hotlists, which are lists of vehicles of interest to the police.""ANPR matches (hits) which show when an ANPR read has matched something on a hotlist.""Time, date and location stamp, which show when and where the data was obtained (the entire national system is time/date synchronised)."The NADC provides a national store for the ANPR data captured by police forces.The NADC does not itself contain personal data. However, it does contain data which, when combined with other data sources (e.g. vehicle keeper records), could identify an individual. Access to the NADC is only permitted for major and serious investigations and requires authorisation in each case by a senior officer. The level of authority required to access ANPR data increases over time.It is estimated that there are currently 1.3 billion records held on the system.For each number plate read recorded, nine fields are populated. For each number plate read that matches a "hotlist" (for example a list of uninsured vehicles), 11 fields are populated, six fields are used to record details of cameras, four fields are used to record audit information.(vii) UK Border Agency's e-borders programmeThe Semaphore Legacy system of e-Borders currently contains over 82 million records.The e-Borders system will capture data on passengers and crew arriving in and departing from the UK. This data is API (Advance Passenger Information) and OPI (Other Passenger Information). API will be captured on all those travelling to and from the UK and will comprise up to eight data fields. OPI will be provided by carriers on selected routes only. This will be a data record corresponding to their passenger reservation information. Carriers will only be required to provide this to the extent that it is known, the number of data fields in these records will therefore vary and none are mandatory.

There are currently 4,915 records in the C-NOMIS (now Prison-NOMIS) system using 16,639 data fields.Prison-NOMIS (formerly C-NOMIS) will replace the Prison Service case management system, 139 instances of Local Inmate Database System (LIDS), with an enhanced centralised system that also incorporates a fully integrated Management Information System (MIS) and Operational Reporting solution. It will therefore improve the information available to decision makers, and will increase the speed of access to information for those monitoring performance across a range of activity. The improved quality of information is expected to lead to better operational effectiveness and offender management, e.g. better sentence planning; better sentence delivery and better targeting of interventions.Prison OASys currently contains 178,165 and Probation e-OASys 2,738,379 offender assessments using 750 data fields. The Offender Assessment System (OASys) is critical to the offender management process in that it enables the recording of static and dynamic risk factors as well as the risk of serious harm that an offender may pose to others. The next release of OASys, due in July 2009, will provide additional functionality for practitioners enabling a more efficient approach to offender assessment. The new OASys release will facilitate a shorter offender assessment depending upon the risks the offender poses. This will enable efficiencies specifically when working with lower risk offenders. The two current OASys applications in prison and probation will be replaced during 2011 by a single application developed within the OASys R project which is a project within the NOMIS programme.There are 478,596 active case records held on the Libra system. There are 568,043 fields. This is the number of fields that are defined in the database. Included in these figures are fields that are system generated and therefore do not require individual data input.Libra replaced the ageing magistrates courts computer systems with a single, national infrastructure and case management application. This has enabled HMCS to implement standard national business processes, improving efficiency across England and Wales. The Libra system improves joined up justice by providing electronic links between the courts and criminal justice partners such as the police, CPS, OCJR, Prisons and Probation and the DVLA.The OASys assessments and C-NOMIS can be shared between prison and probation.Libra holds information in a more structured and standardised format than the legacy systems within the magistrates courts. Holding the information in a structured way enables it to be exchanged effectively between the systems of different criminal justice organisations—reducing the need for the information to be re-keyed and improving overall efficiency for both courts and criminal justice partners. This means that there are more data fields than previously, as many of these fields have defined purpose for the sharing of information. While more data fields are required, Libra re-uses these much more effectively than legacy systems and so increases efficiency both within HMCS and across the criminal justice system.The OMNI Infrastructure is a hardware and software mechanism for delivering IT services to the national Probation Service. It is not, in itself, a case management system and thus has no records or data fields.

Comprehensive information on numbers of records is not available. Out of hours, radiology, and most detailed care records systems, are procured and managed locally by primary care trusts and national health Service trusts. Information is not collected centrally on the number of records these systems hold, or on the number of detailed care records held in data centres operated in connection with the national programme for information technology.In addition, while national activity data is collected and published on an annual basis about imaging and radiodiagnostic examinations and tests, it is not possible to differentiate historic data in terms of those that were stored using picture archiving and communications systems.For other systems, information as at 13 March 2009, is in the following table.
Information on data fields could only be obtained at disproportionate cost. Systems involve the use of application software, and in some cases multiple applications, each with its own data model containing potentially thousands of data fields. There is no database function that will count the number of data fields in a database, and to do so would involve a manual process that could take many hours in each case.

I have been asked to reply as the Minister responsible for the Learning and Skills Council.Managing Information Across Partners (MIAP) provides a set of services in support of the Transformational Government Agenda. It is about streamlining and improving how information on learners and learning is used within the education and training sectors so that excellent services are made available to individuals, employers and their communities.MIAP offers three internet based services: a provider facing Learner Registration Service which assigns a unique learner number to everyone over the age of 14 in education and training; a learner facing Learner Record Service which is in development, and which uses the unique learner number to enable learner access to their lifelong learning records for the very first time; and a UK Register of Learning Providers, which supports the sharing of learning provider information and brokerage. These services are supported by best practice data sharing protocols in line with Data Protection Legislation.Over 5.6 million unique learner numbers have been created. For each unique learner number, a unique learner number record is created with up to 16 data fields, of which 6 are mandatory.The UKRLP lists over 22,000 learning and training providers. These records provide details of individual training organisations, the services they provide, along with links to other information such as inspection reports.

The estimated development and set-up cost of ContactPoint is £224 million (most of which is expected to be incurred by the end of the financial year 2009-2010). This includes: the costs of adapting existing systems that will supply data to ContactPoint and the costs of ensuring that data is accurate; adapting the day-to-day systems used by practitioners so they can access ContactPoint from them; and the costs of introducing robust arrangements to ensure proper security, and effective ContactPoint user training.The latest estimate for running (maintenance) costs in 2009-10 is just under £44 million including inflation, of which most will go directly to local authorities to fund staff to ensure the ongoing running, maintenance, operation and security of ContactPoint.

The Department realigned its contracts with its major suppliers, EDS and BT, in 2005, which means the Department only pays for the IT services it consumes.As the contract pricing mechanisms are based on the volumes of services consumed, it is not possible to separately identify the elements of the service costs that relate to the maintenance and management of databases.

The Department has in excess of 200 database information owners. The cost of undertaking an exercise to determine the cost of maintenance and management would incur disproportionate cost for the Department alone. As a consequence, a response has not been requested from its agencies.

Database maintenance costs in the Department are contained in the outsourced ICT contract service charges and the cost of staff involved in the management and analysis of information. The Department does not separately identify database management expenditure and to separate out the cost of maintaining databases would entail disproportionate cost.

The Department for International Development (DFID) owns and manages a number of internal databases that support financial, human resources, document management and other information systems.System controls, validations and administration processes ensure that the data is as accurate and up-to-date as possible. These activities are considered part of the normal system running and are not separately logged or costed.DFID also owns the following websites that are operated by external organisations on behalf of DFID."1.
