It is vital that Iraq's political leaders take advantage of recent improvements in the security situation to make substantive progress in the political process. We continue to press Iraq's political leaders to move the reconciliation process forward through the completion of a thoroughgoing and broadly supported constitutional review and early passage of legislation key to this process, such as that on de-Ba'athification, provincial powers, elections, hydrocarbons and revenue sharing.We welcome the agreements reached by Iraqi political leaders on some of these contentious issues in August and urge them to follow through on the commitments made.

DFID is very concerned about the humanitarian situation in Iraq and among refugees in the wider region. Many Iraqis are denied adequate protection and access to basic services. There is a lack of reliable information about the situation. However, the UN estimates that over two million people are internally displaced, with a further two million displaced across the region, 80 per cent. of whom are in Syria and Jordan. UNHCR is investigating reports of increased refugee returns from Syria, and the reasons behind such returns. We await the outcome of this work.DFID is supporting the delivery of emergency relief and protection through contributions to internationally mandated humanitarian agencies. We have recently allocated an additional £5 million to these efforts, bringing our overall humanitarian commitment for Iraq to over £130 million since 2003 and £15 million this year.

I had a number of discussions with a range of interlocutors in southern Iraq, including senior British officers and Iraqi officials. Our discussions covered the security situation, governance in the Multi National Division (South East) area and economic reconstruction.

[holding answer 10 March 2006]: As at 8 March 2006, a total of 103 British Forces personnel have died while serving on Operation TELIC since the start of the campaign in March 2003. Of these, 79 are classed as killed in action—including as a result of hostile action—and 24 are known to have died either as a result of illness, non-combat injuries or accidents, or have not yet been officially assigned a cause of death, pending the outcome of an investigation.Centrally available records show that some 230 UK personnel have been treated at UK medical facilities in theatre for wounds received as a result of hostile action between March 2003 and January 2006¹."¹Before October 2004, we only have centrally held records for the Shaibah UK Field Hospital. The figure does not include, for example, UK casualties of hostile action who were treated either by other UK Field Hospitals (early stages of operation only—for which unit records are not held centrally) or by coalition partners, or those with more minor injuries who did not receive Field Hospital treatment. From October 2004, the figure relates to all those wounded who were treated in any of the UK medical facilities in the UK-led Multi-National Division South East MND(SE) area. This figure excludes any personnel who subsequently died."Our Notification of Casualty reporting records also allow us to give a figure for those categorised in theatre as Very Seriously Ill/Injured/Wounded (VSI), meaning that their life was imminently endangered. Some 40 personnel were categorised as VSI as a result of injury or wounds, however caused, in Iraq between March 2003 and January 2006²."²The VSI figure excludes any personnel who subsequently died in theatre."Separate records show that between February 2003 and January 2006 up to 4,000 military and civilian personnel (including a few Iraqis) have been medically evacuated from theatre. The great majority of cases were due to illness or accidental injury and not as a result of hostile action.The Ministry of Defence intends to publish casualty figures for Iraq on the MOD website in the next few weeks, identifying the number of personnel categorised as Seriously Injured”” and Very Seriously Injured””. The figures will be updated regularly.

The net additional costs of operations in Iraq to 31 March 2005, as recorded in the Ministry of Defence's Annual Reports and Accounts, total £3,068 million as follows:
Estimated annual costs for operations in Iraq of £1,098 million in 2005–06 were included in the MoD's Spring Supplementary Estimate. Final figures will be published by the MoD in their Annual Report and Accounts for 2005–06 following audit by the NAO.

[holding answer 5 December 2005]: As at 5 December 2005, a total of 98 British Service personnel have died while serving on Operation TELIC since the start of the campaign in March 2003.Of these, 75 are known to have been killed as a result of hostile action, and 23 are either known to have died as a result of illness, accident or from other non-combat injuries, or have not yet been officially assigned a cause of death pending the outcomes of ongoing coroners investigations into the circumstances pertaining to these deaths.The total number of UK personnel admitted to Shaibah Field hospital and classified as wounded in action (WIA) is 189. A larger number have, however, sustained non battle injuries or succumbed to illness whilst serving in Iraq.

Mr. MacDougall: To ask the Secretary of State for International Development if he will make a statement on the humanitarian

Hilary Benn: Iraqi ministries, United Nations agencies, the Red Cross and Red Crescent, and Iraqi NGOs and citizens are providing
emergency humanitarian assistance where people are affected by fighting. An Emergency Working Group has been established to
coordinate these efforts.
DFID has committed £333 million to humanitarian assistance and reconstruction in Iraq since March 2003, contributing towards
the progress that has been made in restoring essential services, delivering food rations, reopening hospitals and schools and
beginning the process of longer-term reconstruction.

It is too early to provide total costs of the military campaign in Iraq. However, the Ministry of Defence estimate for the
preparatory phase, up to the point military operations began, at around £700 million.

Mr. Ingram: [holding answer 9 June 2003]: In the period to 1 May, 33 UK service personnel had lost their lives. As of 25 June a
further 10 personnel had died.
Fatalities suffered by other members of the coalition is a matter for them to comment on.
We make every effort to minimise any impact on the Iraqi civilian population of the coalition's military action. We have no means of
ascertaining the numbers of Iraqi civilians, or other categories, who were killed during the conflict.

Mr. MacDougall: To ask the Secretary of State for Scotland what discussions she has had with the First Minister and the Ministry of

Mrs. Liddell: The Government recognise the important contribution service families make to defence. The First Minister said in his
statement to the Scottish Parliament on 19 March they will have our care and support. The Ministry of Defence's aim is to manage
with care the issues of dependent family members recognising the special circumstances of service families, particularly at this
time.
