The Electoral Commission informs me that in 2009 it commissioned Ipsos MORI to conduct research on the collection of personal identifiers and the introduction of individual electoral registration. The research, which included people with a low level of literacy in the sample, found that participants experienced few difficulties in completing the forms. The findings of this research are available on the Commission's website.The Commission further informs me that its plans for reviewing the move to individual electoral registration are being developed and will include an assessment of the challenges faced by different groups when registering to vote. It is intended that those who have a low level of literacy will form part of this work.

The Department for Education and Skills does not collect statistics on the literacy levels of people over the age of 65 years.The Department does collect statistics on learners starting Skills for Life courses?adult literacy, numeracy and language courses. In the academic year 2003/04 around 18,000 adults aged 60 to 69 and 9,000 adults aged 70 and above in England started Skills for Life courses.

In 2005 my Department made an assessment of the additional support that might be helpful to vulnerable victims and witnesses, including those with communication difficulties, in the criminal justice process. An interdepartmental examination of early advice provision is also examining ways in which access to independent early legal advice can be improved for vulnerable groups. In addition my Department is testing the use of television as a means of delivering education and information for potential users of the Justice System, with a particular focus on vulnerable and socially excluded witnesses.Her Majesty's Courts Service's victims and witnesses strategy aims to improve the court experience of victims and witnesses, including vulnerable ones. Examples of help given to vulnerable witnesses are: instructions to court ushers to offer witnesses the option of repeating the oath after the usher rather than reading it, thus assisting those with literacy problems; videolink facilities to enable housebound witnesses to give evidence from home and children to give evidence separate from the parties and in a less intimidating environment; and providing an interpreter automatically when a party has a hearing impediment and for those whose first language is not English in cases of committal, domestic violence and where children are involved, and in other cases if this is the only way in which a party can give evidence.The Legal Service Commission, through the Community Legal Services Strategy, is looking at ways of targeting expenditure more on those who need it most, particularly the socially excluded. Community Legal Services Direct provides free legal advice and information which is available in different languages and formats and is particularly useful to people who may have problems accessing traditional services. People with literacy problems can call a national telephone service to find information about their nearest solicitor, obtain information leaflets in audio formats, and access a website that is speech-enabled.

The most detailed survey of basic skills in Britain is "Adult Literacy in Britain", published in 1997. This reported that 20 per
cent. of the UK population born in the UK had low levels of literacy, compared with 41 per cent. of those born outside the UK.
The categories of skills referred to in the table above are defined as follows: `Average or Above'--Someone in this category will be
able to satisfactorily complete most tasks, given that they were straightforward and commonly encountered in everyday life.
Respondents were allowed to make some mistakes without being classified as below average or in need of help. `Low'--These
respondents will be regarded as on the borderline of functional literacy and could attain the national standards in literacy and
numeracy with relatively limited coursework or assistance. `Lower'--These respondents have limited literacy and numeracy skills and
would need directed assistance in order to reach the national standards. They would be expected to have difficulties in coping with
at least some of the everyday literacy and numeracy requirements they encounter. `Very Low'--These people have severe literacy and
numeracy problems and would need intensive assistance to reach national standards.

Mr. Nicholas Brown: Information on the literacy levels among long-term unemployed people in coalfield areas is not available. It is
estimated that around one third of unemployed people have literacy levels below Level 1 (the level expected of an 11 year old) in
England1.
We are committed to helping unemployed people improve their literacy and numeracy skills so they can find and stay in work.
Jobcentre Plus has comprehensive arrangements in place to identify clients who need help with their basic skills, and refer them to
high quality learning opportunities. Around 15,000 clients are screened for literacy and numeracy needs by Jobcentre Plus every
week.
We are currently introducing a number of measures to enhance our basic skills provision even further. For example, each Jobcentre
Plus district now has a basic skills champion to drive forward work and support front line staff in this important area, and in
October we introduced a more intensive and work-focused basic skills training programme. Between September 2001 and March 2002 we
piloted different ways of encouraging people to take up literacy and numeracy help. One of these pilots was in my hon. Friend's
constituency. Evaluation of the pilots will help us determine the future strategy for helping unemployed people improve their basic
skills. The final evaluation report will be available next summer.

John Mann: To ask the Chancellor of the Exchequer what progress has been made in testing how financial incentives can support
employers and individuals in tackling poor basic skills and attainment to Level 2 qualifications. [53093]
Dawn Primarolo: As part of Skills for Life, our national strategy for improving adult literacy and numeracy skills, pathfinder areas
were established in September 2001 to pilot a range of approaches including financial incentives for learners and fixed rate
replacement costs for employers to release low skilled staff for training. In addition, the Employment Service, now Jobcentre Plus,
has recently completed piloting alternative approaches to identify and meet the literacy, language and numeracy skills needs of
jobseekers. These pilots included the use of financial incentives. Evaluations of all these approaches are currently underway.
In addition to these pilots, Budget 2002 announced details of six new Employer Training Pilots which will test, among other things,
how financial incentives can support employers and individuals to tackle the problem of poor basic skills and attainment of an
initial level 2 qualification. It is intended that the pilots will become operational by September 2002. The pilots will provide
information about how different measures might impact on UK skills, and will gather evidence, which will contribute to the
Government's consideration of workforce development policy. Further details can be found in `Developing Workforce Skills: Piloting a
New Approach', which was published alongside the Budget and is available in the House Library.

John Healey: The Department for Work and Pensions (DWP) is working with us to implement "Skills for Life": our national strategy for
improving adult literacy and numeracy skills. DWP has developed and increased Jobcentre Plus's capacity to do this, including, from
April 2001, national screening for basic skills need of jobseekers and those on voluntary New Deals at the six month stage of
unemployment. The impact of these changes is now being evaluated. In addition, we are examining the early results of six pilots,
testing the effect of new approaches to improving the basic skills of those on jobseeker's allowance, which ran from September 2001
to March 2002. These measures, together with the continued training of Jobcentre Plus staff, will ensure that the number of
referrals from Jobcentre Plus to providers of basic learning skills will continue to increase and that by working effectively across
Government, we can together achieve our target of 750,000 adults with better basic skills by 2004.

Mr. Nicholas Brown: Statistics relating to the literacy levels of the long-term unemployed in England are not available. However, we
estimate that around one third of unemployed people have literacy and/or numeracy skills below Level 1 (the level expected of an
11-year-old) in England){1}.
No separate information is available for literacy levels among long-term unemployed people in coalfield areas, although we do have
information on overall literacy levels in these areas.
We are committed to improving the literacy and numeracy of unemployed people so they have the skills they need to find and stay in
work. In September 2001 we began piloting alternative ways of encouraging people claiming jobseeker's allowance to take up offers of
help with their literacy and numeracy skills. One of these pilots is in my hon. Friend's constituency.

John Mann: To ask the Secretary of State for Education and Skills what her policy is on grammar and spelling tests in (a) primary
and (b) secondary education. [29302]
Mr. Timms: In order to make sense of what they read children need a clear awareness of grammar for both literal and inferential
understanding, both of which are assessed in the reading tests at each key stage. At Key Stage 1 and 2 spelling is assessed by a
separate test. At Key Stage 1 the outcome of the test is reported separately, while at Key Stage 2 it contributes to an overall
level for writing. At Key Stage 3 spelling is an integral part of the judgment leading to an overall level for writing. Grammar is
assessed within the context of pupils' writing at all key stages. Criteria for grammar that allow teachers and markers to make
judgments about pupils' performance are integral to the mark schemes.
