Value for money (VFM) improvements in administration contributes to the delivery of the Department's wider VFM targets. The 2004 Spending Review reclassified frontline operational costs for areas such as prison establishments and immigration case-working to Programme expenditure. This will enable a more effective focus in bearing down on headquarters and back-office overheads without damaging front-line delivery.As set out in the Home Office Targets Autumn Performance Report 2005 (Cm 6707), during 2004–05 the Home Office and the Police Service achieved overall VFM gains worth £845 million pa of which £554 million was cashable. Of these, Headquarters reform contributed £32 million, all of which was cashable, an important contributor being the a reduction in Home Office headquarters headcount.

The Department collects expenditure information on non national health service staff for local NHS organisations including strategic health authorities (SHAs). Non-NHS staff expenditure figures include all agency staff and any other staff not directly employed by these bodies. Information relating to spend for the relevant staff groups in each SHA in England from 2002–03, when these were established is shown in the tables. Information relating to the costs of temporary managers is not collected centrally.The rise in agency staff spend over the years covered in the tables has tracked the rise in established posts over the period. Data for 2004–05 has not yet been verified but it suggests that expenditure in agency staff in the NHS has dropped significantly.Reducing agency spend is part of the Department's contribution to the £6.5 billion Gershon efficiency target and the 10 human resource high impact changes as highlighted in, ““A workforce response to local delivery plans: a challenge for NHS Boards””.

The Department for Work and Pensions was formed in June 2001 from the Department of Social Security and parts of the former Department for Education and Employment including the Employment Service.Information is published on gross and net controlled administration cost under spends in the Public Expenditure Outturn White Papers. The Department has completed a programme of change which has transformed the Department into a smaller more strategically focused organisation. This was reflected in the Department's Spending Review 2004 settlement, and is reflected in planned spending as transitional costs are completed. The following table shows that, in real terms, over the period 1998–99 to 2004–05 the Department's administration costs reduced by 9 per cent., the planned spend in 2007–08 is 29 per cent., below the 1998–99 level.

The administration costs outturn figures for DFID for the past eight years are set out in the following table:
Comparisons between administration budgets in 2003–04 and earlier years are not possible, due to the adoption of a new administration definition which included administration related items previously recorded within programme expenditure. The new definition improves transparency and management of administration costs.Since 1997 the overseas budget has increased significantly, DFID's resource Departmental Expenditure Limit (DEL) increased by 50.8 per cent. between 1998–99 and 2004–05. Over the same period, the administration budget has grown modestly to support the expanding programme.Under the SR04 Efficiency Programme, DFID will be saving £20 million in administration costs by 2007–08 (in 2007–08 prices) over a baseline of the 2005–06 budget. Headcount reductions and relocations contribute towards this, as does a reduction of the support services budget by £4.2 million, taking into account inflation, by 2007–08, over the same baseline. The Ministry of Defence budget does not include a formal administrative costs control, although the Department's long-standing efficiency programme bears down on overhead costs. Performance against previous efficiency targets has been published in the Department's Performance Reports and, from 2002–03, the Annual Report and Accounts, which are available on Department's website. Further detail on MOD's Spending Review 2004 efficiency programme is described in its efficiency technical note, which is also published on the website.

Administrative savings are a target in the Northern Ireland Office's (NIO) Public Service Agreement (PSA).1998 Comprehensive Spending Review period (1999– 2000, 2000–01 and 2001–02)Because of political uncertainties and doubts about the range of responsibilities for which the Secretary of State for Northern Ireland would be directly accountable to Parliament following devolution, the NIO did not publish a PSA in the 1998 Comprehensive Spending Review period (1999–2000 to 2001–02) and there was therefore no target to secure administrative savings. Actual savings made in this period were used to offset in-year pressures to allow the Department to live within its baseline allocations.2000 Spending Review period (2001–02, 2002–03 and 2003–04)The NIO published its first PSA as part of the 2000 Spending Review, setting out the Department's targets. This included a target of securing on-going savings of 3 per cent. in Core Departmental administration costs. This was met.2002 Spending Review period (2003–04, 2004–5 and 2005–06)The PSA for this period included a target of securing on-going savings of 2.5 per cent. in Core Departmental administration costs. This was met.2004 Spending Review period (2005–06, 2006–07 and 2007–08)During the 2004 Spending Review period, the NIO is committed to delivering 2.5 per cent. year on year efficiency targets. Efficiency Delivery Plans are in place to meet this target and the Department published an Efficiency Technical Note on 5 December.

The Office of the Deputy Prime Minister (ODPM) was created following the Machinery of Government changes on 29 May 2002.The 2002 Spending Review provided for an increase of £902 million in the departmental expenditure limit by 2005–06, an annual average real growth of 4.9 per cent. To deliver the expanded programme, administration expenditure was also budgeted to increase.In each year since the ODPM was established, administration spending has been constrained to below budget. The 2000 Spending Review set the Foreign and Commonwealth Office (FCO) an efficiency target of 3 percent. of its budget over for 2002–03 and 2003–04. The savings were identified in areas such as procurement, reviewing staff requirements and internal markets. Corresponding adjustments were then made to Directorate's allocations. Savings amounted to:
In the 2002 Spending Review, the FCO committed to save 2.5 percent. on its administration budget year on year. This was mirrored in the FCO's internal resource allocation: Directorates were allocated resources to meet new requirements and challenges but were required to find 2.5 percent. efficiency savings.This amounted to:
The FCO also saved an additional £6.6 million in 2004–05 as part of the efficiency plan agreed in the 2004 Spending Review.Systematic data on efficiency savings realised (as opposed to planned) for the financial years before 2001–02 is not available and could not be reconstituted except at a disproportionate cost.

Mr. Maude: To ask the Secretary of State for Foreign and Commonwealth Affairs what assessment he has made of the progress made in
establishing provisional institutions for democratic self-Government in Kosovo. [126604]
Mr. Vaz: [holding answer 19 June 2000]: UNSCR 1244, which established the international presences in Kosovo, gave the international
civil presence responsibility for development of provisional institutions for democratic and autonomous self-government. The UN
Mission in Kosovo (UNMIK) is preparing a draft Regulation on establishment of municipal authorities in Kosovo, for discussion in the
Joint Interim Administrative Structures (JIAS). UNMIK intends to hold elections for these authorities later this year.
The Contact Group is currently developing guidance for UNMIK on the possible structure and content of Kosovo-wide institutions for
provisional self-government, taking into account the Rambouillet Accords. UNMIK's proposals for such institutions would also be for
discussion in the JIAS. This is unlikely to start in earnest until after the municipal elections.

Mr. Vaz: [holding answer 19 June 2000]: The US Government is working closely with the UK and our partners in the Contact Group in
developing guidance for the UN Mission in Kosovo (UNMIK) on the possible form and content of provisional institutions for self-
government in Kosovo. As required by UNSCR 1244, the development of these institutions will take account of the Rambouillet Accords,
of which US officials were the principal architects. Under any proposals for provisional institutions UNMIK and KFOR would retain
their overall responsibilities as set out in UNSCR 1244.

Mitrovica; and (b) re- establishing blocked trade ties between the southern and the northern parts of Mitrovica; [126645]
(3) what recent representations he has received from Mitrovica's regional administrator regarding additional human, financial and
security resources for this town; [126643]
(4) what estimate he made of progress made by the Joint Interim Administrative Council for Mitrovica. [126646]
Mr. Vaz: [holding answer 19 June 2000]: Measures to improve public order and to counter extremist activities in Mitrovica have
continued to be a key focus of both UNMIK and KFOR. Working with the Joint Interim Administration Council (JIAC) they have
implemented a strategy to stabilise the situation and to build confidence between the communities. UNMIK police and KFOR are taking
steps to enhance joint security operations. The zone of confidence in central Mitrovica has been implemented.
Additional KFOR and UNMIK police and personnel have been deployed. Village employment and rehabilitation projects, funded by the EU,
are being implemented around Mitrovica. New protected train and bus services have started allowing Serbs to commute to Mitrovica.

Mr. Maude: To ask the Secretary of State for Culture, Media and Sport when he plans to publish draft statutory directions to the
National Lottery distributing bodies. [38115]
Mr. Chris Smith: [holding answer 6 April 1998]: I intend to publish to day drafts of the revised Policy Directions for the Arts
Council of England, the English Sports Council, the National Heritage Memorial Fund and the National Lottery Charities Board. Copies
will be placed in the Libraries of the House. My right hon. Friends the Secretaries of State for Scotland, Wales and Northern
Ireland plan to publish drafts of revised Policy Directions for the Arts and Sports Councils of those countries at the same time.
Drafts of revised Financial Directions for all existing Lottery distributors will be published in the early summer. I will publish
drafts of Directions to the New Opportunities Fund for consultation with its board after Royal Assent to the National Lottery Bill
but hope to make available a preliminary draft soon.
