The administration of Jobcentre Plus is the responsibility of the chief executive, Darra Singh. I have asked him to provide the right hon. Member with the information requested.Letter from Darra Singh:"The Secretary of State has asked me to reply to your questions asking how many jobcentres have undergone estates works to enable them to meet demand for their services in the last 12 months and at what cost; how many Jobcentre Plus offices estate works are planned to enable them to meet demand and what the total estimated cost is of all such works; which Jobcentre Plus offices which closed in each of the last six years have been re-opened, when each was reopened and what the cost was of (a) closing and (b) re-opening each; and which Jobcentre Plus offices which closed in each of the last six years are under consideration for re-opening and what estimate has been made of the cost of (a) the closure and (b) re-opening of each. This is something that falls within the responsibilities delegated to me as Chief Executive of Jobcentre Plus.""In order to ensure that Jobcentre Plus was capable of meeting the challenge of rising caseload volumes as a result of the current economic climate, Customer Service Directors undertook a review of existing services delivery arrangements in each District. This review also took account of planned welfare reform changes for the next two to three years, and the latest known information on the expected increase in business and customer volumes.""This exercise identified a requirement for work in 429 locations to increase capacity for dealing with the higher volumes of customers and to accommodate additional staff. The extent of this work varied from location to location, and we developed a range of solutions to meet additional capacity requirements. We have embarked on a programme of converting or extending our existing buildings where necessary and in the vast majority of sites affected there is sufficient internal space to enable capacity increases by converting under-utilised general office space. In sites where increased capacity is required, the work carried out is reversible and of a temporary nature. Estate modification works have so far been completed in 392 buildings to support meeting the challenge of prevailing economic conditions. The final cost of modification works at these sites is not yet known and will be published in due course.""In order to make our services more accessible to customers we are providing a range of support through outreach, often delivering advisory and other support on partners' premises. We are supplementing these measures by operating extended opening hours in some locations where the need for this is identified locally. This includes some offices opening to the public on Saturday.""We only acquire new temporary space where all other measures are insufficient and Jobcentre Plus presence in these buildings will be clearly badged as temporary facilities. Jobcentre Plus have considered re-opening four offices, which were previously open to the public but have been closed in the last six years, for temporary re-occupation. These sites are detailed at Annex A.""These offices in Annex A were previously closed as part of the Jobcentre Plus modernisation programme. In 2002 Jobcentre Plus inherited around 1,500 offices from the merger of the former Benefits Agency and Employment service. At the time of merger the two organisations had many offices which were geographically close to each other, often in the same street. The modernisation programme has modernised our Jobcentre network to improve customer service, rationalising our estate to provide excellent high street coverage and a single, integrated customer facing office, at the same time reducing cost to the taxpayer. We remain the largest office network in Government with 741 modern Jobcentres supported by 31 modern, industry standard contact centres and 79 main benefit processing centres.""The four offices listed in Annex A have now re-opened and are delivering an appointment-only based service to customers. No further offices which have been closed in the last six years are currently under consideration for re-opening. The original lease exit costs of closing the offices are also included in Annex A. The cost of re-occupation is yet to be finalised.""The Jobcentre Plus estate remains under constant review, taking into account prevailing economic conditions and changes in our service delivery planning. This is something that falls within the responsibilities delegated to me as Chief Executive of Jobcentre Plus.""Flexible interventions were introduced at a time of rapidly increasing demand on our services and before we had the opportunity to increase our staffing levels to meet those demands. We have subsequently recruited additional staff which in turn has allowed ""us to reduce the number of flexible interventions deployed. In some circumstances, we have decided to deploy our flexibilities into our core business as part of our improved delivery model, in order to further improve customer service. During the economic downturn, despite these increased demands, Jobcentre Plus maintained and improved performance and is meeting all of its key performance targets.""A total of 19 flexible interventions were approved. The number of Jobcentre Plus offices that have deployed the specific flexible interventions you requested information on are detailed in the table below. However, management information on the number of customers who have been the subject of these interventions is not collected."

This is something that falls within the responsibilities delegated to me as Chief Executive of Jobcentre Plus.""Flexible interventions were introduced at a time of rapidly increasing demand on our services and before we had the opportunity to increase our staffing levels to meet those demands. We have subsequently recruited additional staff which in turn has allowed ""us to reduce the number of flexible interventions deployed. In some circumstances, we have decided to deploy our flexibilities into our core business as part of our improved delivery model, in order to further improve customer service. During the economic downturn, despite these increased demands, Jobcentre Plus maintained and improved performance and is meeting all of its key performance targets.""A total of 19 flexible interventions were approved. The number of Jobcentre Plus offices that have deployed the specific flexible interventions you requested information on are detailed in the table below. However, management information on the number of customers who have been the subject of these interventions is not collected."

This is something that falls within the responsibilities delegated to me as Chief Executive.""Jobcentres manage performance through a series of Targets and Key Management Indicators. The majority of these are managed at site level although some are managed at higher levels.""The performance data sets used are:""Targets:""Customer Service—how well we deliver our service to customers.""Job Outcome—the number of our customers moving into work.""Employer Engagement (Outcome Component)—how well we deliver our services to employers.""Intervention Delivery—providing timely work-focussed support.""Key Management Indicators:""Jobseeker's Allowance Off Flow—to achieve specified Jobseeker's Allowance off flow rates.""Date of Claim +3 Scheduled—the number of new claims interviews booked within 3 days.""Attendance Management—to reduce the average number of working days lost through sick absence.""Customer Compliance—to undertake compliance activities which result in a change to current benefit or a past period overpayment.""Jobseeker's Allowance Direct Payments—to promote payment of new claims into a bank account.""Local Employment Partnerships—to ensure that Jobcentre Plus meets its commitment to place both disadvantaged and newly unemployed jobseekers in to work with LEP employers.""These data sets can be supplemented by other information and used when required Data is not collated on the average length of time taken to undertake advisory interventions including a New Jobseeker Interview, making a jobseeker's agreement, to sign on and for other purposes, as the actual time taken will depend on the individual customer's needs.""I hope this information is helpful."

Member with the information requested.Letter from Mel Groves:"The Secretary of State has asked me to reply to your question asking how many personal advisers have been employed in Jobcentres in each of the last 10 years. This is something that falls within the responsibilities delegated to me as Acting Chief Executive of Jobcentre Plus.""Information is only available from 2003/04. The following table shows the number of advisers for each year from 2003/04 to 2009/10. These figures represent an average of staff deployed in personal adviser activities across each year.""The table reports a reducing trend in personal adviser numbers over the period. That reflects a decline in unemployment levels. However, as unemployment has increased, this has resulted in additional personal advisers being recruited during the second half of 2008/09. As at May 2009, Jobcentre Plus had 10,458 advisers in post and more are currently being recruited."

Jobcentre Plus operations are built around the need to provide the support that people need to help them find work as soon as possible.The average length of the initial interview is 40 minutes, but the actual time taken will vary depending upon individual customer needs. Everyone making a claim for jobseeker's allowance (JSA) has this one-to-one interview with a personal adviser to assess their circumstances, discuss and set in place a jobseeker's agreement and make sure they have information about and access to the help they need. The interview may be shorter if, for example, some of the information is already held.Following the initial interview, jobseekers are normally then asked to attend the local office fortnightly for a jobsearch review. The average time allocation for these contacts is 7.5 minutes, but the actual time taken will vary depending upon customer needs. For those people who do not find work quickly, a review is undertaken at or around 13 weeks. The average length of this review is 20 minutes, but the method of delivery and duration of contact will vary, depending upon individual needs. Further interviews take place if the claim lasts longer and interviews taking place at key points such as six months would be of a longer duration.Detailed guidance has been issued to Jobcentre Plus staff, particularly in view of the introduction of new services in April. Copies have been placed in the Library.

This is something which falls within the responsibilities delegated to me as Acting Chief Executive of Jobcentre Plus.""Jobcentre Plus are continuously reviewing existing service delivery arrangements in order to meet the challenge of the current economic climate and the planned welfare reform changes for the next two to three years. The latest reviews have taken account of the most up to date information on the expected increases in business and customer volumes.""In the light of the unprecedented customer demand we have secured the required funding to convert or extend our existing buildings where necessary. In addition, we aim to make our services accessible to customers by providing a range of support through outreach facilities, often delivering advisory and other support on partners' premises. We are supplementing these measures by operating extended opening hours in some locations where the need for this is identified locally. This includes some offices opening to the public on Saturday. We will therefore only acquire new space where all other measures are insufficient.""As at 30 June 2009, estates work had been undertaken and completed on 18 of our buildings at a cost of £1m, increasing our capacity to deliver additional customer service to the public. Estates work is planned on a further 151 buildings. This work is currently at an early stage and therefore the costs are not fully known."

The precise numbers of offices operating extended hours will vary week by week depending on the need.""However, as an example, between 15 and 28 June a total of 301 Jobcentres opened to customers on Saturday, 21 opened to customers on Sunday and 63 opened for extra hours during the week. Our Service Delivery plans are kept under constant review to make sure we offer the best possible service to meet the needs of our customers."

To help manage rising business volumes we have implemented a number of related measures. These include speeding-up the recruitment, training and deployment of additional staff; and adopting a first-available personal adviser approach to make more effective use of resources and to minimise waiting times."

Programme centre contract prices for 2009-10 are £328 per successful outcome (between £347 and £386 in London). Of this, 70 per cent. is paid up front when a customer starts and the remaining 30 per cent. is paid only if the customer is placed into employment. On average, the anticipated costs are around £254 per person (between £269 and £299 in London).

The budget for programme centre provision for 2008-09 was £16.7 million and the estimated expenditure, pending audit was £12.3 million.The total budget for programme centre provision in 2009-10 is £23.7 million. This figure includes the budget of £13 million for new provision for newly unemployed (non-professional) support delivered by programme centres.Budgets for years from 2010-11 onwards have not yet been set.
