Does the Minister agree that some of the most natural, sustainable and environmentally beneficial projects are those such as Slowing the Flow at Pickering, which has prevented Pickering flooding in recent years? Will he use his good offices to ensure that farmers will be reimbursed through environmental land management schemes, and that upland farmers in particular will benefit from flood prevention money as a public good to the community, especially common land graziers and others who farm on common land?

The noble Baroness is right to point to the potential for natural flood management to improve the environment in a holistic way while providing sustainable flood defences. That can be through a variety of approaches, including restoring riverbeds, changing the way in which land is managed, as the noble Baroness says, to absorb more water, or creating salt marshes in coastal areas to absorb wave energy. That is why this Government have pledged to invest at least £300 million in natural flood management over the next 10 years—the highest figure to date for the floods programme—as well as work for other programmes, including environmental land management schemes, to ensure that farmers are properly part of the flood defence picture.

The Renewable Transport Fuel Obligation is currently our main support mechanism to encourage the supply of renewable fuels, including aviation fuels and those produced from waste feedstocks like used cooking oil (UCO).
The Government plans to introduce the sustainable aviation fuel (SAF) mandate in 2025, which will aim to drive demand for SAF in the UK and deliver at least 10% SAF in the jet fuel mix by 2030. The mandate will include a cap on hydroprocessed esters and fatty acids (HEFA) SAF, which includes UCO. The Department is currently consulting on what level the cap should be set at.

If there is one thing many parts of the UK are not short of, it is water. The noble Baroness’s point is partly valid in that we need substantial quantities of water for producing electrolytic hydrogen, which is fundamentally electricity and water, so that is something we need to bear in mind in terms of location.

Passengers may be referred from the e-Gates to an officer at PCP desks for a variety of reasons. There are well defined processes for updating UK border systems when new documents are introduced and the performance of new British passports through UK border controls is being monitored. We are receiving feedback there may be higher levels of referrals with some of these passports and are working to determine root cause.

As outlined in my answer on 14 January, the UK will continue to work with supermarkets and retailers. We have a dedicated group of officials working on this. We are seeking new end-to-end digital systems that will enable goods to be moved in accordance with the protocol in the most streamlined way, and this will be backed by a major injection of UK government funding as part of a broader support package.
