The Identity and Passport Service (IPS) has recently completed the co-location of seven passport interview office sites in Belfast, London, Glasgow, Newport, Liverpool, Durham and Peterborough.
The co-location brings together the public counter (passport offices) and interview office functions (personal passport interview offices) into a single location. Each of the seven locations can now deal with two types of transaction—passport applications and interviews.

The IFS (Identity and Passport Service) currently operates seven offices where customers can attend to apply for and be provided with a passport. None of these was closed in the financial year 2010-11.
IPS also provides a number of interview offices for customers who are asked to attend a face to face interview in order to authenticate their identity.
In the financial year 2010-11 10 interview offices closed.
They were located in Andover, Berwick on Tweed, Bury St Edmunds, Dover, Dumfries, Oban, Scarborough, Sleaford, South Molton, and Stirling.
Due to redeployment of staff ahead of formal closure, four of these offices did not undertake any interviews in 2010-11. (Andover, Dover, Dumfries and Stirling).
The office in Oban was replaced by a video interview office from September 2010. (Customers attend the local authority office and are interviewed over a video link.)
Volumes
In the financial year 2010-11, 473,407 applications for passports were made by personal callers to the seven offices where this facility exists:
London—204,205
Liverpool—77,967
Peterborough—56,340
Newport—43,443
Glasgow—44,139
Belfast—15,057
Durham—32,256
In the financial year 2010-11, 300,115 authentication interviews where conducted across the network of 56 interview offices and 26 video interview locations.

Of the 300,115 interviews detailed above, 2,563 were conducted via our video interview service from the following locations
Passport applications rejected
The total number of refusals following a face to face interview from April 1 2010 to March 31 2011 is six. Additionally, for the same period, 1,601 adults who applied for a UK passport for the first time withdrew prior to their face to face interviews, where otherwise the passport would have been issued.
IFS does not record refusals specifically by postal application or in person application channel. Therefore we cannot say how many applications were rejected at the public counter. However, the figure for detected fraud for 2010-11 for all passport applications (where no passport was issued) is 7,870.
Costs
The cost of running the personal passport application offices in the 2010-11 financial year was £24.223 million

Interview offices £13.424 million
These figures are subject to audit finalisation. This amount represents the direct costs associated with seeing passport applicants in person at passport application and interview offices. It does not include administrative overheads such as accommodation and depreciation of assets utilised.

The Identity and Passport Office indicated on 8 October 2010 that a consultation process would commence on the future of the Newport passport office as a passport processing centre. It is intended to retain a customer service centre in Newport which will enable applications to continue to be made in person and to be conducted in the Welsh language. In addition, applications for a renewed or new passport can continue to be made online via the Directgov website at http://www.direct.gov.uk/en/Diol1/DoltOnline/ DG_4018268.
The Identity and Passport Service is currently reviewing its interview process to identify ways in which it can enhance its approach to fraud prevention and detection. The outcome of the review will be announced shortly.

In July and August 2009 we are closing offices in Redruth and Omagh. Both of these offices proved unpopular with our customers and did not represent value for money. Alternatives are available within acceptable distances and travelling times.
We have also highlighted some other offices which are currently experiencing low demand and are in discussions regarding our future approach.

IPS is progressing with the development of remote community passport interview services. A service proof-of-concept has been developed and will shortly commence customer testing. Negotiations with local authorities to make available staff and premises where the video interviews will be conducted are well advanced. It is planned that the services will be rolled out during 2008, subject to successful testing and finalisation of offices.

As at 10 December 2007, 41 interview offices dealing with first-time passport customers are in live operations—the table below lists all 41 offices. We anticipate that 62 offices will be fully operational by end December 2007, with a further six opening by end February 2008.
As at 10 December 2007, IPS has conducted 15,800 completed interviews and 94.1 per cent of these interviews have resulted in a passport being issued within three days of completion of appointment; 2.8per cent have not been completed and 3.1 per cent have required further examination.

My noble friend Lord Bassam gave the Government’s position in the House of Lords on Thursday 15 March, when he said: "““I cannot agree with the suggestion that the Government should review their policy on the introduction of interviews for first-time passport applicants. All interview office staff were engaged in their duties on 1 July 2007, which included testing, training and preparation of a number of interview offices, as well as conducting interviews at the Belfast and Glasgow offices.

the actual cost for 2006-07 was £50,802,631.34 and the estimated cost for 2007 up to 1 July is £18,229,099.96, a total of £69,031,731.30.

The requirement to attend an interview will be introduced gradually, starting with modest volumes of interviews in a limited number of interview offices from May 2007 (starting in Belfast and Glasgow), with the Identity and Passport Service progressively adding further offices through to the end of 2007. This progressive introduction follows the best practice approval for implementing a major change and will enable the Identity and Passport Service to fine-tune the interview process for customers using feedback from the early interviews.

The other day the noble Baroness, Lady Scotland, said that only two of them were operative. According to an answer given by the Minister a month ago, 55 staff have been recruited. Belfast has three staff manning the office and Glasgow has six staff manning the office; what has happened to the other 46?

My Lords, I can assure the House that they have not gone missing. As my noble friend Lady Scotland explained very clearly the other day, all the other offices are becoming operative in a phased programme. By getting in early on the process of identifying people who want to have a passport, we can begin to prevent and detect even more fraud.

There will be four interview offices located in Wales and the information is in the table.
The Identity and Passport Service is unable to separately identify the expenditure on these offices within the total 2006-07 costs of the whole office network.

IPS has not yet secured premises for passport interview offices in Maidstone, Dundee, Derby, Oxford or Barnstable. In the case of Barnstable, IPS has extended its search to neighbouring towns.
