Mr. Sayeed: To ask the Secretary of State for Trade and Industry what cost benefit analyses her Department has undertaken to identify the net effect on total (a) employment and (b) economic activity in the United Kingdom of compliance with the Landfill Directive; and what the main conclusions of such analyses were. [121212] Mr. Morley: I have been asked to reply. A Regulatory Impact Assessment (RIA) of the Landfill Directive in England and Wales was published with the Second Consultation Paper on Implementation of Council Directive (199/31/EC) on the Landfill of Waste. This is available on the Defra website (www.defra.gov.uk). A base case was established and various policy mixes were costed against that base case. The additional costs of the policy mixes that reflect the levels of recycling, composting and recovery needed to meet the waste strategy targets amounted to a range of between £3.4 billion and £7.7 billion (net present value) over the 20 year period 2000-20. The RIA recognised that many of the potential benefits cannot be quantified but believes that a number will be of local significance where they result in a reduced impact of existing landfills. These benefits relate principally to reducing health and environmental risks and by promoting more sustainable options such as waste minimisation, re-use and recycling. The RIA also draws attention to benefits from investment in treatment technologies and rising landfill standards that could result in new economic and employment opportunities. As was also recognised by the Strategy Unit Report "Waste Not, Want Not", there are economic opportunities to be realised from improving the way that waste streams are managed. For example, less wasteful product design and manufacturing processes will translate directly into cost savings for business. New waste technologies and services can also provide new markets for UK businesses and generate significant revenue. If local authorities are to meet their recycling and landfill targets, for example, investment will be needed in alternative recycling/treatment facilities.

Mr. Sayeed:: To ask the Secretary of State for Environment, Food and Rural Affairs how much grant aid has been paid to the Environment Agency and its flood defence committees for flood defence in England in each of the past five financial years; how much will be allocated to them this financial year; and how much has been allocated under the Government's Spending Review 2002 for the next three financial years. [90816] Mr. Morley: The Environment Agency (EA) receives the bulk of its funding for management of flood risk through levies on local authorities which are largely reimbursed by central Government through the ODPM's funding stream to local authorities. Defra provides grant aid to the flood and coastal defence operating authorities (EA, local authorities and internal drainage boards) to support their capital works and related studies in the management of risk from flooding and coastal erosion. In the case of the EA, additional contributions are made to support national initiatives such as the flood warning public awareness campaign, the national flood and coastal defence database and catchment flood management plans. Figures in cash terms for Defra grant allocated in the current and five past years are: _________________________________________________________________________________________________. However, a number of unusually large local authority projects have meant the EA allocation has had to remain at much the same level as for 2002-03. Allocations are decided annually and the EA's for 2004-05 and 2005-06 have not yet been set. However indicative figures, which will be subject to change, at £80 million and £110 million respectively.

Mr. Sayeed: To ask the Secretary of State for Environment, Food and Rural Affairs what the lines of accountability are with regard to the implementation of the European Water Framework Directive in the event of a river basin management plan crossing borders between river basins. [93269] Mr. Morley: It is proposed that the Environment Agency will be under a duty to prepare a draft river basin management plan for each river basin district in consultation with relevant bodies and that Secretary of State should have an explicit role in approving plans, including powers to require modifications, or to reject them. Maps of the proposed river basin districts are included at appendix 5 of the Government's Second Consultation Paper. Four basins will cross internal borders, two in England-Wales (the Severn and the Dee) and two in England-Scotland1 (the Solway/Esk and the Tweed). The Directive allows individual river basins to be combined to form a district and it is proposed that England-Wales forms two districts, and it is likely that England-Scotland will combine basins to form one district. It is for further consideration how Defra and the Wales Assembly Government, and how Defra and the Scottish Executive will manage cross-border districts. Cross-border issues England-Scotland are treated separately from cross-border issues England-Wales to take account of the different legislation in place. 1 A small number of tributaries of the North Tyne rise in Scotland before flowing into England. Since only a small area of the basin lies in Scotland, it is proposed that it be combined with a neighbouring basin lying wholly in England, such as the Tees, into a single river basin district.

Mr. Sayeed: To ask the Secretary of State for Environment, Food and Rural Affairs what she estimates the impact of the European Water Framework Directive to be upon (a) water management and (b) land use planning at local government level. [91931] Mr. Morley: The information is as follows: (a) The Water Framework Directive sets up a catchment-based system of managing water through the establishment of river basin districts. The Environment Agency, which the Government have proposed should be the competent authority for the directive, already manages water on a catchment basis. Therefore, although boundaries will be new, the principle will not. In addition, England is well placed in legislative and institutional terms to implement the directive-in terms of the regulatory system, licence regimes and legal framework already in place. Our second consultation paper consults on what the gaps are and how they might be filled. The activities required by the Water Framework Directive-such as review of human activity, economic analysis, co-ordination of river basin management plans and selection of programme(s) of measures-will enable water to be managed in a more holistic way which encourages interested parties to contribute more actively to how water is managed in their area. (b) We are considering the implications of the Directive for land use planning at local government level in discussion with the Office of the Deputy Prime Minister, the Environment Agency and others. The Environment agency is also carrying out research into the effects of land use on water quality.
