Ms Shipley: To ask the Secretary of State for the Home Department what the timescale is for the implementation of each of the Bichard Report recommendations, with particular reference to (a) departments retaining records of cases not referred to the police, (b) all posts in schools being subject to the enhanced disclosure requirement, (c) head teachers and school governors receiving training to ensure that interviews reflect the importance of safeguarding children, (d) interview panels to appoint staff working in schools requiring at least one trained member and (e) the introduction of a national IT intelligence system. [180583] Mr. Blunkett: We are developing urgently a programme for implementing the recommendations in the Bichard Report. The Home Office is co-ordinating this programme, but it will involve all the Government Departments responsible for implementation agreeing a timetable and key milestones for the work. We are committed to achieving substantial progress across the range of recommendations by the time Sir Michael Bichard reconvenes his Inquiry in six months. The current criteria of eligibility for Enhanced Disclosures have been under review. Proposals for revised criteria have been the subject of consultation and the results are being analysed. The recommendation that all posts working with children and vulnerable adults, including posts in schools, should be eligible for Enhanced Disclosures is being taken forward in the context of this review. Our aim is that new criteria should be in place by the end of the year. Work to develop a national IT system for police intelligence is being undertaken as a key priority. It may well be two years before such a system is fully up and running. However, the work we have done with the police service to develop a strategic approach to the delivery of national IT infrastructure is already producing great progress. The Police Local Exchange (PLX) system, which indicates where forces hold intelligence on specific individuals, will be introduced as an interim solution by spring 2005. Taking into account projects such as the £500 million Airwave communication system, the new national DMA database and the investment we have put into the Criminal Records Bureau over the past three years, we have invested more than ever before. This commitment is further reinforced by the £600 million that we allocated from 2002 to the whole criminal justice IT system to improve links between the courts, policing and social services. The other specific recommendations referred to are the responsibility of my right hon. Friend the Secretary of State for Education and Skills (Mr. Charles Clarke). Officials in his Department are already in discussion with the National College for School Leadership about ways in which appropriate training might be developed for head teachers and governors to enable them to reflect the importance of safeguarding children when interviewing for staff appointments. It will be necessary to consider the practical issues associated with delivering additional training to many of the approximately 22,100 head teachers and a proportion of the estimated 350,000 school governors before making a commitment to a timescale for this to happen. As regards handling information about cases involving known or suspected offences against children, the Department for Education and Skills will be writing to local authorities very shortly to reaffirm the existing guidance in "Working Together to Safeguard Children" and will set out how the relevant recommendations will be taken forward in the longer term.

Ms Shipley: To ask the Secretary of State for Education and Skills what plans he has to increase support for the non-abusive parent in cases of domestic violence where children are involved. [134909] Margaret Hodge: The Government have proposed a number of measures which will improve the support and protection available to the children and non-abusive partner of a violent parent. These were set out in our consultation paper "Safety and Justice: The Government's Proposals on Domestic Violence" and include: making sure that child contact arrangements in domestic violence cases guarantee the safety of all parties. We will be expanding the provision of supervised child contact centres and services. Where domestic violence (or other safety issues) features in contact cases it is vital that the families are referred to services that are able to meet their needs, especially on safety. Baroness Ashton of Upholland and I plan to announce successful applicants for funding from a joint Children's Fund/ Sure Start Investment Stream of £2.9 million for new supervised contact services. We expect new services to commence from the New Year; improving the support available to children and young people affected by domestic violence, both for the benefit of the children and young people themselves and to relieve pressures on their parents; providing help for victims of domestic violence as early as possible, and making sure that the civil and criminal law offer the maximum protection to all victims, children and adults, to prevent the violence recurring; providing advice and information to victims on how to get access to support services and legal protection; ensuring an effective police response when victims report domestic violence and ensuring that victims are not deterred by the way they will be treated at any stage of the judicial process; improving the sharing of information so that child and adult victims are better protected and supported; increasing the full range of accommodation options, including supporting people to stay in their own home. Children can particularly suffer by moving away from their friends, school, pets and other familiar surroundings; helping victims who have ended or left a violent relationship to rebuild their lives; and raising awareness about domestic violence among the general public and key professionals; The Government are currently considering the responses to these proposals.Our Green Paper Every Child Matters recognises that supporting parents and carers is a significant factor in our general strategy to improve children's lives. It sets out the Government's vision of better integrated services for all children that are focused around the needs of the child, to ensure no child falls through the net and all children get the support they need to fulfil their potential: integrating services for children and families within Children's Trusts. This will particularly benefit the families in which children are affected by domestic violence as they may have a range of physical, emotional and psychological needs and may often be in temporary accommodation or moving around; providing access to specialist services. Being a victim of, or witnessing, domestic violence can have a long-term negative impact on children's behaviour, health and educational outcomes. The Green Paper sets out how the Government will seek to ensure specialist provision is available so that all children achieve and are in good physical and mental health; strengthening child protection arrangements. The Green Paper sets out proposals for changes to arrangements for safeguarding children, which we hope will lead to a better response to the needs of vulnerable children including those affected by domestic violence; improving information sharing will ensure that difficulties are picked up earlier and acted upon in a coherent way. We are consulting on the best way to use information about families and parents in such cases to build a complete picture of the risks to the child; improving both universal and targeted support for parents. Such support will be appropriate and non-stigmatising. It will help parents in supporting their children and the universal support in particular will be a gateway to more specialist services, for example, support for families affected by domestic violence; and improving maternity services. 30 per cent. of domestic violence cases start during pregnancy and existing violence often escalates during it. Through the National Service Framework for Children, Young People and Maternity Services the Government are piloting routine antenatal questioning for domestic violence by midwives.

Ms Shipley: To ask the Secretary of State for the Home Department what additional resources are available to the police to deal with the recent names given to them by US detectives investigating internet child pornography. [85410] Hilary Benn: The new National Policing Plan requires forces to include child protection in their local policing plans, strengthen their partnership arrangements and carefully select and train staff working in this area. This reinforces the Joint Chief Inspectors' Report on Arrangements to Safeguard Children recommendation that police forces and authorities should review the role, remit, location and status of child protection units to ensure that child protection is dealt with to a consistently high standard. As part of the investment programme for police services in England and Wales, this year (2002-03) the police received an overall funding increase of 6.1 per cent. (on top of record spending and a record increase of 10.1 per cent. in 2001-02) taking the total provision to £9,010 million. In addition policing will receive an increase of £1.5 billion for policing as a wholeby 2005-06 over the 2002-03 figure.The Home Office has also decided to provide an additional £ 1/2 million in this financial year only to assist the Association of Chief Police Officers national structure to support operations to combat child abuse on the internet. Operational decisions on allocation of police resources to combating child exploitation rest with police authorities and chief officers. There is no central record of the additional resources which chief officers across forces may have allocated to deal with investigations resulting from this operation.
