That this House notes that the medical and scientific evidence of the dangers of exposure to secondhand smoke in the workplace is now overwhelming; further notes that exposure to secondhand smoke in the workplace may cause more than 700 premature deaths a year, three times the number killed in industrial accidents; further notes that the Scientific Committee on Tobacco and Health has concluded that exposure to secondhand smoke may increase non-smokers' risk of both lung cancer and ischaemic heart disease by about one quarter; further notes that the voluntary approach to smoking restrictions has left at least two million people still working in places where smoking is allowed throughout and at least another 10 million in places where smoking is allowed somewhere on the premises; further notes that the legislation in Ireland ending smoking in workplaces has been a medical and political success, resulting in a 97 per cent. observance rate, large falls in cigarette sales and a large rise in the number of smokers seeking to quit; believes that an end to smoking in the workplace would be a major advance towards a healthier population; and calls on the Government to commit itself to legislation ending smoking in all workplaces in the forthcoming White Paper on public health.

That this House congratulates Cancer Research UK and QUIT on organising a free all-day smoking cessation clinic in Portcullis House on Tuesday 2nd March to raise awareness of smoking issues in advance of national No Smoking Day, 10th March; notes that the objective of the clinic is to offer free advice and information to all who work on the parliamentary estate as well as one-to-one counselling for those who want to give up smoking; commends the Health, Safety and Welfare Service of the House on its co-operation with Cancer Research UK and QUIT in this innovative and very worthwhile project; encourage those honourable Members and staff who smoke to take advantage of the clinic to help them stop smoking and non-smokers to find out about smoking cessation services across the UK; and welcomes this initiative to help honourable members and staff to improve their health and to raise awareness of No Smoking Day as an excellent opportunity for smokers to quit.

That this House believes that the human rights of older people in the United Kingdom are too often overlooked or undervalued; condemns the neglect and financial abuse of vulnerable elderly people revealed by the BBC Television series 'Britain's Secret Shame'; recognises that the majority of such cases result from a lack of understanding rather than deliberate cruelty; welcomes the Help the Aged campaign to tackle such mistreatment of older people; notes the introduction on 17th June of a bill under the 10 minute rule by the honourable Member for North West Leicestershire to establish an Older Person's Rights Commissioner to promote and protect the human rights of older people; urges honourable and Right honourable Members to endorse this proposal; notes that domestic and European anti-discrimination legislation for goods and services does not make specific provision relating to age; and calls on the Government to correct that position as a matter of urgency as part of a comprehensive effort to end the injustice endured by older people on a regular basis.

That this House welcomes the BMA's recent report on passive smoking, Towards Smoke-Free Public Places, which establishes beyond doubt that passive smoking is a cause of lung cancer, coronary heart disease and asthma attacks in adults and cot death, middle ear disease, respiratory infections and the development of asthma in children; notes that at least a thousand preventable deaths occur every year as a result of passive smoking and that there is no safe level of exposure to second-hand tobacco smoke; welcomes the fact that the overwhelming majority of the public is in favour of smoking restrictions in the workplace and other public places; is concerned that in the UK, three million workers are regularly exposed to second-hand smoke in their workplaces and that those at highest risk of exposure are workers in the lowest socio-economic groups; further notes with concern that it is now more than four years since the Government published its proposals for an Approved Code of Practice on passive smoking at work and more than two years since the Health and Safety Commission recommended to the Government that the Code be adopted; concludes that in light of these delays and in view of the inadequacy of voluntary measures to protect workers and other against the serious dangers of passive smoking in public places, further action is now necessary; and calls on the Government to introduce legislation on passive smoking in the workplace and public places as a matter of urgency.

That this House notes that the charity Help the Hospices have submitted an urgent proposal to the Secretary of State for Health requesting that interim hospice funding be considered as part of the Government's 2002 Spending Review pending a longer term solution based on the NICE review into supportive and palliative care; acknowledges that the proposal include a request for the Government to fund the equivalent of the medical and nursing costs of voluntary hospices totalling ??60 million and to uplift such funding on annual basis in line with NHS funding; recognises the tremendous care given to hospices across the country to patients and their relatives; congratulates the thousands of volunteers who raise the majority of the funding for hospices; and urges the Government to view interim funding for the hospices as a priority.
