We repeatedly call on Israel to abide by its obligations under international law and have a regular dialogue with Israel on legal issues relating to the occupation, including the treatment of Palestinian children. We continue to stress the importance of the Israeli security forces providing appropriate protection to the Palestinian civilian population, in particular the need to protect children. As the Minister of State for the Middle East and North Africa said on 9 December 2020, in instances where there have been accusations of excessive use of force, we have advocated swift, transparent investigations.

The UK has strong concerns about continued reports of ill-treatment of Palestinian minors in Israeli military detention. We remain committed to working with Israel to secure improvements to the practices surrounding children in detention in the country. We welcomed progress made with recent Israeli policy amendments. This includes a reduction in the number of detainees aged 12 to 14 years old, the increase in the age of maturity from 16 to 18 years old, the establishment of separate juvenile courts and the enactment of a special statute of limitations for minors. Initial detention periods have also been shortened. However, we continue to make representations to the Israeli authorities on the treatment of Palestinian children in detention. Officials from our Embassy in Tel Aviv did so most recently on 17 December. We continue to monitor the situation in Isawiyeh closely.

Whilst we are aware of this case, we have not made any specific representations to the Israeli authorities. The Government is committed to the promotion of media freedom and the protection of journalists, as an essential element of democracy and an important attribute of human rights. The former Minister for the Middle East and North Africa, Rt Hon Alistair Burt MP, met leaders of the Palestinian Journalists' Syndicate in London on 4 July 2018 where they discussed the situation facing Palestinian journalists and the constraints on their work, while officials from the British Consulate in East Jerusalem and our Embassy in Tel Aviv hosted a roundtable in April this year with foreign journalists serving in Israel and the Occupied Palestinian Territories to discuss media freedom.

We have not made any representations to the Israeli authorities on this specific issue. We remain concerned about Israel's extensive use of administrative detention which, according to international law, should be used only when security makes this absolutely necessary rather than as routine practice and as a preventive rather than a punitive measure. We continue to call on the Israeli authorities to comply with their obligations under international law and either charge or release detainees.

The UK has strong concerns about continued reports of mistreatment of Palestinian minors in Israeli military detention, notably the use of painful restraints and insufficient notification of legal rights. Our Ambassador to Israel raised concerns about this issue with Minister of Justice Shaked on 7 December. The Minister for the Middle East (Alistair Burt) also raised our concerns with the Israeli authorities during his visit to Israel in August 2017. We continue to regularly raise this issue with the Israeli authorities, and to press them to secure improvements to the practices surrounding the military detention of minors.

We consistently raise the issue of detention of minors with the Israel government. On 27 August our Ambassador in Tel Aviv lobbied the Israeli Military Advocate General on Children in Detention where the issue of child detention was discussed. We are aware of cases when the Israeli police have detained children under 12, and subsequently released them once their age has been verified. When officials from our Embassy in Tel Aviv raised this with the police, they were told that the police do not hold children under the age of 12 but are not always aware that a particular child is below age.
According to the law, the police may hold a child over the age of 12 suspected of involvement in a security offence without allowing his/her parents to be present at the time of his/her arrest and interrogation. This is true for both Israeli and Palestinian minors held on security offences. We continue to lobby for the Israeli authorities to consider changing the law for the sake of the well-being of the child.

Our Embassy in Manama has raised the rates of imprisonment of young people with the Ministry of the Interior and senior members of the Government of Bahrain on several occasions. This included supporting the decision by the Ombudsman’s Office of the Ministry of the Interior to investigate fully concerns about the imprisonment of children set out by human rights non-governmental organisations last year.
