Member to my answer of 2 April 2009, Official Report, columns 1420-421W.In addition:Passenger loading limitsThe Department for Transport places no absolute limit on the number of passengers that may be carried on any class of passenger ships (with the exception of classes VI and VIA, which have very restricted operations and are limited to a maximum of 250 and 50 passengers respectively). In general the vessel operator may design and equip the vessel to carry the number of passengers they believe there is market demand for.Regulations then require that appropriate standards of safety are provided to meet the risks posed by the vessel's service and the number of passengers carried. These address areas such as intact stability, freeboard, damage survivability, fire protection, provision of lifesaving appliances, manning levels, safety management, pollution prevention—in each case, the greater the number of passengers and the longer the voyage, the more comprehensive the technical requirements so as to ensure a level of safety appropriate to the risk. Other regulations also apply, but are independent of the number of passengers on board, e.g. for safety of navigation or provision of radios.Instructions to surveyors and other departmental guidance lay down requirements for passenger accommodation and seating, provision of sanitary facilities, and provisions for persons of reduced mobility. While this guidance does not have the force of law, surveyors will not recommend issue of a passenger certificate unless the vessel meets the required standards.On completion of surveys which take account of the above factors, the end result is the issue of a Passenger Certificate, which stipulates the maximum number of passengers and the total number of persons on board (including crew) that can be safely carried, and the minimum freeboard corresponding to the maximum draught (loading limit) which is marked on the side of the ship.Passenger countingThe Master is prohibited by The Merchant Shipping (Survey and Certification) Regulations 1995 from having on board a greater number of passengers than that stated on the ship's Passenger Certificate. He is assisted in meeting this obligation by the Merchant Shipping (Counting and Registration of Persons on Board Passenger Ships) Regulations 1999 (SI 1999 No. 1869), supported by Merchant Shipping Notice 1794, which describes practical methods for counting and registering passengers.For voyages of less than 20 miles, the regulations require a count of passengers and crew and for this information to be held ashore for the duration of the voyage.This information is used to check compliance with safety regulations, and for search and rescue authorities, in the event of an incident.

Letter from Len Cook to Mr. Andrew Turner, dated 4 April 2003: As National Statistician I have been asked to reply to your recent question on the number of UK citizens who departed from the UK but were not identified by the International Passenger Survey (IPS). (104897) The International Passenger Survey (IPS) is a continuous voluntary sample survey conducted by the Office for National Statistics (ONS). It covers the principal air, sea and Channel Tunnel routes between the UK and countries outside the British Isles and currently samples approximately 0.2 per cent of all travellers. The IPS excludes all movements of diplomats and armed forces personnel. The IPS is used as the basis for estimating migration between the UK and the rest of the world. A migrant is defined as someone whose length of stay in the destination country will be for a year or more, but this is based upon the intentions of the traveller and it is possible that these might change. For the purposes of estimating Total International Migration, estimates of emigrants from the IPS have previously been supplemented with (i) information on people migrating to the Republic of Ireland from the Quarterly Household Survey conducted by the Irish Central Statistics Office, and (ii) an estimate of the number of people who initially leave the UK for less than 12 months but subsequently decide to stay away longer. I cannot currently supply the figures you have requested because the ONS is in the process of revising estimates of Total International Migration for the past decade in the light of the results of the 2001 Census. This work includes investigation of groups of migrants not identified by the IPS and will result in revisions to the previously published series. The revisions are due for publication in late Spring 2003.

Mr. Andrew Turner:: To ask the Secretary of State for the Home Department what manpower complement is allocated by immigration services to each of the south coast ports; what his estimate is of how many persons entered through each port in the last year for which information is available; and what coverage is available for non-canalized ports of entry. [91252] Beverley Hughes: The latest data on passenger arrivals that is available for public use is for 2001. For a meaningful comparison, a snapshot taken on 31 December 2001 shows the actual number of staff in post at the south coast ports of Dover East, Dover Hoverport, Felixstowe, Folkestone, Newhaven, Plymouth, Poole, Portsmouth and Southampton on that date was 404 full time equivalent officers, comprising of 356 immigration service staff and 48 administrative staff. The total number of passenger arrivals at south coast ports was 9,924,100. This figure is broken down as follows: _________________________________________________________________________________________________. Mr. Andrew Turner: To ask the Secretary of State for Transport, Local Government and the Regions what (a) fuel tax rebates and (b) other subsidies are available to operators of buses, trains, taxis, passenger hovercraft, passenger ferries, coaches and other means of public transport on UK internal routes. [13039] Mr. Jamieson: Operators of local bus services in England receive fuel duty rebate from my Department. For the fuel predominantly used in bus operation, ultra low sulphur diesel, this is equivalent to 80 per cent. of the duty paid. Following consultation in the spring, we will be introducing regulations later this financial year to extend this rebate to a wide range of community transport services. We have also announced approval in principle of a recommendation from the Commission for Integrated Transport under which operators of long-distance scheduled coach services would receive the rebate in return for offering half-price fares to older and disabled passengers. Operators of Licensed Hackney Carriages, who hold a Bus Operators Licence, can also receive Fuel Duty Rebate when operating Taxi-Bus services along registered routes. Local authorities outside London have powers under the Transport Act 1985 to subsidise bus services where transport needs are not being met by an existing commercial service. My Department also provides grants to local authorities to support bus services by means of the Rural Bus Subsidy Grant, Rural Bus Challenge and Urban Bus Challenge grant schemes. The Department for the Environment, Food and Rural Affairs provides grants, administered by the Countryside Agency, for a range of community-based transport initiatives in rural areas. Bus, coach and taxi operators can apply for grants towards the cost of converting to cleaner fuels or fitting emission reduction technologies through my Department's PowerShift and CleanUp programmes. Train operating companies (TOCs) receive support for passenger rail services (SPRS) from the Strategic Rail Authority (SRA) to enable them to provide services which produce social, environmental and economic benefits that cannot be paid for through fares and charges. Similarly Passenger Transport Executives (PTEs) pay grants to those TOCs which provide rail services in their areas. Freight Operating Companies (FOCs) receive freight grants from the SRA to encourage the movement of freight by rail in order to maximise environmental benefits by removing lorries from roads. Since 1 April 2001, Railtrack has received network grants from the SRA. Various organisations also receive funding from the SRA under the Rail Passenger Partnership (RPP) scheme. My Department supports the work of Transport for London through the Greater London Authority Transport Grant which is paid under the Greater London Authority Act 1999. Transport for London's responsibilities include support for buses, light rail and the Woolwich ferry. Grant is provided to London Regional Transport using powers under the London Regional Transport Act 1984 to support London Underground. Under the Local Transport Plan system, my Department only provides capital support for light rail projects. Apart from its indirect support for the Woolwich ferry, my Department does not provide subsidies for operators of passenger hovercraft and passenger ferries. These are matters for local authorities.
