EU members states and the European Commission are partners with DFID in the Democratic Republic of the Congo (DRC). The European Commission is the second biggest donor in the DRC (€227 million in 2005) after the World Bank. France, Belgium, the Netherlands, Sweden and Germany also have aid programmes in the DRC. The EC, France, Belgium, Germany and the UK are all developing new plans for development assistance to the DRC over the course of 2006. We are working together to try and ensure that our activities are complementary.Given the extent of humanitarian and development needs, the international community has given insufficient aid to the DRC. I wrote to Kofi Annan on 8 February welcoming the launch of the 2006 UN action plan for the DRC, which made clear the level of unmet need in the country, and asked donors to give $681 million in support of humanitarian programmes. The UK has pledged £60 million over two years to this plan, and encouraged European and other donors to contribute significant funds as well.In my letter to Kofi Annan, I also stressed the importance of meeting all needs, no matter where poor people are or the cause of their suffering. The east of the DRC, which has suffered most from the conflict, has traditionally benefited more from development and humanitarian assistance than other regions, but there are other areas of the country with equal or greater needs that also need support. The UN action plan seeks to address humanitarian needs across the country, irrespective of geographical location and cause. We are working with the UN, European and other counterparts to achieve this. There is also recognition among the donor community that urgent humanitarian and longer term development needs in the DRC should be addressed in parallel.

Mr. Vaz: To ask the Secretary of State for Foreign and Commonwealth Affairs when Her Majesty's Government intends to recognise the
Democratic Republic of Congo. [1029]
Mr. Lloyd: The Government's policy is to recognise States not governments. The Democratic Republic of the Congo is the new name of
the State recognised by the United Kingdom and formerly known as Zaire. The Government has accepted the new name as the official
name of the country. The change of name has no effect on UK recognition of the State itself.

Mr. Vaz: To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on recent events in the
Democratic Republic of Congo. [1035]
Mr. Tony Lloyd: The end of the Mobutu regime and the advent of a new government in the former Zaire, now the Democratic Republic of
the Congo, brings important new opportunities and possibilities for the people of that country and our relations with it. We welcome
the fact that the changeover of power in the capital has been achieved without widespread violence.
We hope and expect that Laurent Kabila and his forces will ensure discipline and stability and promote reconciliation in the
difficult days ahead. We have urged Mr. Kabila to ensure decent treatment for the refugees in his country and full access to them by
humanitarian agencies now that the fighting is over. We are deeply concerned by the situation in the eastern part of the country and
reports of the killing of refugees. We are addressing this serious problem bilaterally and with our partners in the EU and at the
UN. We look forward to establishing a constructive relationship with the incoming administration.
We welcome Mr. Kabila's commitment to convene a constituent assembly and to hold elections and his stated commitment to human
rights. We hope the transitional authority will be as broadly based as possible and that it will bring with it the much needed
respect for human rights and the rule of law so long denied to the people of the country. The support of the international community
will be essential if these hopes and plans are to be speedily realised. The British Government will play its full part, with its
partners in the United Nations and the European Union, in helping to construct a better future for all the people.

Mr. Mike O'Brien: As my right hon. Friend explained in his reply to the hon. Member for Nuneaton (Mr. Olner) on 16 May, Official
Report, column 3, he has made a declaration under the Social Security (Persons from Abroad) Miscellaneous Amendments Regulations
1996 that Zaire (now known as the Democratic Republic of Congo) has undergone an upheaval such that we would not seek to enforce the
return of refused asylum seekers to that country for the time being.
The declaration of upheaval relates to the fundamental changes which have occurred in Zaire and does not extend to neighbouring
countries. We will of course continue to monitor the situation in the region generally.

Mr. Vaz: To ask the Secretary of State for International Development what provision is being made for the emergency provision of
humanitarian relief in the Democratic Republic of Congo. [1036]
Clare Short: The needs are unclear. An international assessment will be needed but UN agencies and NGOs report that aid supplies in
the region are adequate to cover immediate needs. The airlift of Rwandan refugees from the Kisangani area is ongoing. Thirty-three
thousand five hundred refugees have been repatriated so far. The UK has provided finance and personnel to help. I am ready to
consider further assistance as needs are identified.
