My Lords, I am glad that ratcheting up diplomatic efforts is going well with our European partners. Has the Foreign Office done sufficient work yet on how we will replace that European diplomatic network if we crash out of the EU without a deal within the next 10 days?

I thank the Minister for that non-Answer. Can he confirm that the normal aircraft carrier task force requires two, three or four frigates, one or two submarines and a couple of support ships, and that to maintain a task force of that size in the Pacific requires at least as many ships at home, in maintenance or on their way in and out? Does he recall the Secretary of State for Defence’s speech at the Royal United Services Institute some weeks ago, in which he promised that we intend in our future global

deployment to keep six ships permanently in the Gulf and maintain a permanent presence in the Caribbean and the Asia-Pacific? He said:

“Our vision is for these ships to form part of 2 Littoral Strike Groups complete with escorts, support vessels and helicopters. One would be based east of Suez … and one based west of Suez in the Mediterranean”.

Is the Minister confident that the Navy is capable of supporting all these parts of the Secretary of State’s vision?

My Lords, Boris Johnson, when Foreign Secretary, talked about sending an entire task force through the Malacca Straits to the South China Sea, or wherever. Do the Government see that as one of their priorities, perhaps spending more time in the Pacific than in the Atlantic as we move to being global rather than European, or are we to continue to send just the odd frigate from time to time, hoping that no one will attack it while it is there on its own?

My Lords, is that demonstration short term, or do the Government intend to maintain those three ships on station east of the Malacca Straits? The Minister will recall that when a Labour Government decided 51 years ago to withdraw from the east of Suez, part of the argument was that keeping a ship on station east of Singapore required another four naval ships in place to prepare for moving out and so on. We require virtually half of the British Navy to commit to keeping three ships in the South China Sea. If we follow the Foreign Secretary’s promise—as we always do—and send an aircraft carrier with a full complement of support ships east of the Malacca Straits, with aircraft on board the carrier, that would be half of the British Navy already. Probably most of the British Navy would be committed to the South China Sea. Is that really a strategic priority over the defence of our waters and the seas around Europe?

My Lords, it is 50 years since the then Government announced that we would withdraw from east of Suez. They published a White Paper and there was substantial debate in the Houses of Parliament. The Foreign Secretary, first in Bahrain and then in Delhi, has spoken of deploying an aircraft carrier group to the Indian Ocean and of Diego Garcia being a major UK and US base. I am told that to maintain an aircraft carrier group in the Indian Ocean would take almost half the surface vessels available in the fleet. Presumably, there would be a significant air and land element on Diego Garcia. Will the Government bring this major shift in policy to Parliament, or does the MoD think that the Foreign Secretary was speaking a little out of turn and a little unbriefed?

My Lords, will the Minister tell us what is happening with the status of forces agreement? I see in the US press that the United States is making rather slow progress in the status of forces agreement needed as from January next year. I understand that the British Government are not currently negotiating on this. Are we simply waiting for the Americans to tell us what the status of forces agreement will be, or do we assume that we will have withdrawn?

My Lords, I thank the Minister for that helpful Answer. Can the Government assure the House as to the kind of consultation that they will have with parties and Parliament when such a request comes? Does the Minister recognise that the current American Administration have a rather unilateral approach to their use of bases in other sovereign states and that the degree of extra-territoriality that some of us have already witnessed in US bases in this country is a little worrying? We are therefore concerned. It is a particularly sensitive subject, and we wish to ensure that there is full and open consultation, once an American request is made.
