That this House warmly welcomes the publication of the White Paper on Genetics and the announcement by the Secretary of State for Health of ??2.5 million towards gene therapy research for cystic fibrosis; believes that this much-needed boost to this ground breaking work will improve the chances of finding a cure for the many thousands of sufferers of the UK's most common life-threatening inherited disease which kills three young people every week; and calls on the Government to work with the Cystic Fibrosis Trust and others to address the issues of concern, including the funding of NHS posts working in this field and adult prescription charges, and agree a path which will lead to the earliest possible discovery of a cure which will relieve not only the sufferers of the disease but also the many thousands of families across the country whose lives are blighted by it.

That this House welcomes the launch of the mobile phone industry's Immobilise Phone Crime campaign in the West Midlands on 6th June following its success in raising public awareness of the issues surrounding mobile phone theft in London after its launch in March this year; applauds the industry's work in partnership with the Home Office and Police to raise ??1.5 million in funding for this campaign, raising awareness that a lost or stolen handset can now be blocked across all five UK mobile networks, rendering it useless to criminals and significantly reducing the incentive behind such street crime; and encourages mobile phone users whose handset has been lost or stolen to either call their mobile phone network direct or call 08701 123 123 to find out how to have their handset barred.

That this House believes that domestic violence, which accounts for 25 per cent. of all recorded violent crime, is experienced by one in four women in the UK at some time in their lives, leads to two women per week being killed in the UK, and is one of the most serious crimes the country faces; welcomes the Christmas Appeal partnership between Refuge and Housing Today which highlights the relationship between domestic violence and homelessness, whereby around 20,000 women and children a year become homeless as they escape abusive partners; calls on the Government and all political parties to make tackling domestic violence crime a public policy priority and, learning lessons from the success of drink-driving campaigns, to consider a national public awareness campaign to expose domestic violence for the crime that it is; and encourages the business community, with its pivotal role in communities and society, to engage with this issue and find ways of helping to raise awareness.

That this House is appalled by the recent increase in incidents of violent attacks and abuse of shopworkers, as reported in the British Retail Consortium's Annual Crime Survey; notes with concern that last year there were over 20,000 reported incidents of physical violence against shopworkers and 28,000 threats of violence; further notes with concern that there is also a considerable number of incidents that go unreported; calls upon Right honourable and honourable Members to support Usdaw's campaign against violence and abuse of shopworkers; and calls on the Government to make retail crime a police key performance indicator and to promote and resource town centre and safer shopping partnerships.

That this House notes the comments of the Right honourable Member for Greenwich and Woolwich, the Minister responsible for electoral law, that 'Any provisions on European Parliament elections laid down by the Council (including amendments to the 1976 Act) need to be ratified with an Act of Parliament in the UK'; further notes that the UK is, therefore, free to adopt any electoral system of its choosing for future elections to the European Parliament; believes that, by removing the vital link between each elected representative and their constituents and consequently encouraging voter apathy, proportional representation has not served the UK well; also notes with concern that proportional voting systems in other parts of Europe have allowed far-right parties to gain a foothold; and further believes that the UK's next elections to the European Parliament could, and should, be held under the First Past the Post electoral system.

That this House welcomes the announcement that the Cystic Fibrosis Trust is to be the Tesco Charity of the Year 2002; notes that cystic fibrosis is the UK's most common, life-threatening disease, which affects more than 7,500 babies, children and young adults across the UK and that exemption from NHS prescription charges would ease the burden on the estimated 1,000 people with cystic fibrosis on whom charges are levied; further notes that the Labour Party in its 1994 consultation document, 'Labour 2000' stated that, 'We will seek to provide free medication as part of ongoing treatment or long term requirements. For example those suffering from cystic fibrosis who reach adulthood should not have to rely on some other category such as diabetes in order to obtain free prescriptions'; and calls on the Government to extend the list of chronic medical conditions exempted from prescription charges to cover cystic fibrosis, at a cost of approximately E120,000 per annum.

That this House urges honourable Members this Christmas to sign up to the NHS Organ Donor Register at www.nhs.uk/organdonor, to carry donor cards and make sure their families know their wishes, and to encourage their constituents, famly and friends to do the same; notes that nearly 7,000 people are waiting for an organ transplant while only 15 per cent. of people are on the organ donor register; regrets the fall in the total number of cadaveric organ transplants during 2000; deplores the fact that the UK and the Republic of Ireland have one of the lowest European donor rates at 13.4 per million population; supports the call from the Transplant Partnership for a single, comprehensive piece of legislation covering all aspects of organ donation; and urges the Government to act quickly to review the laws on organ donation to provide a legal framework within which organ donation can prosper and more lives can be saved.
