Mr. Webb: To ask the Secretary of State for Social Security if he will estimate the number of people in each sub-region who were turned down for social fund budgeting loans in 1999-2000 on the grounds that they already had excessive levels of outstanding debt. [134514] Angela Eagle: On 5 April 1999 we introduced major changes to the budgeting loan scheme, which have made it fairer, more objective and quicker and easier for customers to use. Applications are decided according to a few simple facts relating to the applicant's length of time on benefit and the size of their family, taking into account the level of budgeting loan debt they may already have. Because loans are repayable, applicants no longer have to justify their reasons for needing a loan or provide information about what they will spend it on. During 1999-2000 the scheme provided more help to more people than ever before. The number of applications for budgeting loans increased by 26 per cent. to almost 1.7 million. The number of successful applications increased by 9 per cent., with 82,000 more people receiving help than in 1998-99. Expenditure rose by 15 per cent. to almost £400 million, an increase of £52 million over the amount spent in 1998-99. And, for the first time since the fund started in April 1988, over 1 million budgeting loans were awarded in a year. The significant increase in applications inevitably led to an increase in the number that were refused a loan-- 38 per cent. of applications were refused compared to 33 per cent. in 1998-99--an increase of only 5 percentage points. As part of the April 1999 changes, the wide-ranging reasons for refusal, which had existed previously, were radically simplified and reduced. As a result, a new reason for refusal, which only applies to people with social fund debt, has been introduced. Those with existing debt of half or more of their maximum possible loan amount are restricted from having further loans until their outstanding debt drops below that level, at which point they are free to re-apply. The scheme therefore does allow limited access to further loans while previous loans are still being repaid but without encouraging people to run up and maintain high levels of debt. It would not be fair to allow the cash-limited budget to be monopolised by people continually topping-up their loans to the maximum at the expense of other applicants. By limiting access by those with existing social fund debt, the scheme is able to offer loans to all applicants who satisfy the qualifying conditions and who have no debt. While benefiting all family types this change has enabled more single people to access the scheme, the group most likely to have been refused a loan on priority grounds under the previous scheme. [106805] Mr. Rooker: The necessary combined information on non-mortgage debt, earnings and pension provision is not available from departmental surveys. Some data are available from one wave of the British Household Panel Survey, which showed the following distribution of reported non-mortgage debt among survey respondents with earnings between £9,000 and £21,500 and who were not current members of an occupational or a personal pension scheme. Reliable estimates of the numbers of such persons with non-mortgage debt cannot, however, be derived from this source. _________________________________________________________________________________________________. [100020] Mr. Caborn: From the information available, Annexe A shows the value of outstanding amounts in respect of United Kingdom aid loans and Annexe B the outstanding value of unrecovered claims under guarantees issued through the Export Credits Guarantee Department to Developing Markets. The ECGD data are divided into amounts paid as claims which remain outstanding but which have been officially rescheduled, and claims paid that are not yet subject to a rescheduling agreement. All the amounts that have been rescheduled are in respect of pre cut off business, but amounts outstanding which are not subject to rescheduling are likely to include both pre and post cut off amounts. ECGD is not readily able to split these data on a pre and post cut off basis. [43577] Mr. Keith Bradley: All children are entitled to the financial and emotional support of both their parents wherever they live. It is not right that so many non-resident parents should seek to avoid paying the maintenance which their children are due. An extra £15 million is being invested in the Child Support Agency this year and next, specifically aimed at increasing the amounts of maintenance which are paid. The administration of the Child Support Agency is a matter for the Chief Executive, Mrs. Faith Boardman. She will write to the hon. Member. Letter from Mrs. Faith Boardman to Mr. Steve Webb, dated 1 June 1998: I am replying to your Parliamentary Question to the Secretary of State for Social Security about child support maintenance arrears. The numbers of child support maintenance accounts with arrears in the band-widths you have requested are shown in the attached table. The total amount of child support maintenance outstanding including regular maintenance and arrears but excluding Category A interim maintenance assessment arrears at 20 May 1998 was £726,407,399 relating to a total of 301,507 cases. Over the last year the Agency has moved away from imposing punitive Category A interim maintenance assessments and has concentrated on completing full maintenance assessments. This has led to an increase in the total full maintenance assessment debt, but this puts the Agency in a better, more realistic position to increase the flow of maintenance to parents with care. This is demonstrated by the increase in the amount of maintenance collected and arranged during 1997-98 to approximately £547 million compared with approximately £400 million during 1996-97. To further increase the flow of maintenance and to help non-resident parents pay the arrears that they owe, wherever possible the Agency makes every effort to re-schedule debts; re-scheduled debts are those where the Agency has negotiated a closely monitored agreement with the non-resident parent to pay arrears by instalments. The amount of debt re-scheduled (included in the above) at 20 May 1998 was £340,207,244. This amount related to 204,098 cases and equates to 47% of the debt and 68% of the cases.
