[219299] Jane Kennedy: The administration of Jobcentre Plus is a matter for the Chief Executive of Jobcentre Plus, David Anderson. He will write to the hon. Member. Letter from David Anderson to Mr. David Willetts dated 4 April 2005: The Secretary of State has asked me to reply to your question about the number of offices we have and the number that will close due to the roll-out of the new service and the centralisation of benefit processing. This is something which falls within the responsibilities delegated to me as Chief Executive of Jobcentre Plus. When Jobcentre Plus was formed in 2002 we inherited the infrastructure of the former Employment Service and those parts of the Benefits Agency delivering services to people of working age. The estate comprised some 1,100 Jobcentres and 450 social security offices and was entirely unsuitable for delivering the new service and operating the new processes. Over a four year period we are introducing the new, integrated service across the country and we are acquiring, building and refurbishing premises to enable us to deliver the new service. Once the roll-out is completed nationwide the total number of outlets from which our services can be accessed is likely to be around 1000. A full list of sites already closed or planned for future closure as part of the Jobcentre Plus rollout programme can be found in the Library. This list includes a number of sites which are closing through merging with co-located offices. While the majority of these sites will be disposed of in due course, a number will be retained by Jobcentre Plus to accommodate non-customer facing activity. I should stress that this is a snapshot of our plans based on the best information available. The list of offices will inevitably change as we progress through rollout of the new, integrated service and continue to refine our plans for centralising benefit processing in Jobcentre Plus. For example, a significant number of the site closures are dependent on construction of new buildings or acquisition of new premises and these are often subject to delays and other issues. We continue to review the plans for our network, and will ensure that local stakeholders are kept informed of progress and any changes to our plans. I hope this is helpful.

The AON reports do not distinguish between sick absence levels within employment service and jobcentre plus frontline offices and support functions including head office, and therefore represent figures for the Business as a whole. 4. The calculation used to derive these figures uses a staff-year adjustment, which provides a more reliable basis for average sick absence figures than a count of staff employed.

[187347] Jane Kennedy: The administration of Jobcentre Plus is a matter for the Chief Executive. Letter from David Anderson to Mr. David Willets, dated 7 September 2004: The Secretary of State has asked me to reply to your question concerning the costs of creating Jobcentre Plus offices in each year since 2001/02 and what the estimated costs are for each year to 2007/08. This is something which falls within the responsibilities delegated to me as Chief Executive of Jobcentre Plus. The creation of Jobcentre Plus offices was organised in two separate phases. The rollout did not start until 2002/03. The 56 offices introduced in 2001/02 were known as Pathfinders and were not accounted for as part of the main roll out project. The capital cost of these Pathfinders in 2001/02 was £36.7m. From 2002/03 the Jobcentre Plus Implementation Project was set up to roll out the remaining offices nationwide. This is a 4-year programme from 2002/03 to 2005/06. The breakdown of the total costs is as follows: _________________________________________________________________________________________________. Mr. Willetts: To ask the Secretary of State for Work and Pensions if he will list the changes that individual benefit offices in the Jobcentre Plus areas have been asked to make to ensure they are accessible to incapacity benefit claimants, with specific reference to changes to (a) buildings, (b) furniture and (c) printed materials. [24219] Mr. Nicholas Brown: Jobcentre Plus is currently being delivered in 56 pathfinder offices. In the seven offices where providing entirely equal physical access to services has not been possible, alternative arrangements are in place to ensure that disabled people can still access these services. At Halifax, Darwen, Derby Normanton Road, and Wellington, there is restricted access to the first floor of these buildings, however all public services can be provided on the ground floor. At Pyle and Hoylake space restrictions mean there are some restrictions to staff movement. Only at Harlesden has public access been severely compromised by steps to the public entrance. Planning consent is being sought for a ramp. Alternative arrangements are in place to ensure service access for disabled people including home visits and assisted access at the office itself. The nearby office at Kilburn is fully accessible. Internally, Jobcentre Plus offices and furniture have been designed to enable full and equal access for all Jobcentre Plus customers. Adviser workstations enable both customers and staff to view the information on the monitor screen. The shape of the worktop allows wheelchair users the same access as able-bodied customers. The newly introduced self-service job vacancy terminals, known as "Jobpoints", have been designed specifically to enable access by wheelchair users. All Jobcentre Plus leaflets are available in alternative formats, including Braille and audiocassette. In addition to alternative formats for printed material, Jobcentre Plus offers textphone facilities and British Sign Language interpreters or other suitable communicators to help deaf or hard of hearing customers.
